Register of timber licences

This series contains 2 volumes of Timber Licences Indices. These registers contain information such as the name and licence number, date, fee amount, some file references and clippings of gazette notices related mostly to the Cariboo district. Volume 1 covers the period 23 July 1907 to 12 June 1908 and contains a nominal list, an index to the Departmental Map, and the notation, "to be used in conjunction with the Timber Licence Register." Volume 2 covers the period 22 October 1907 to 27 April 1908.

The series consists of invoices for building rentals, timber mark hammer purchases, and other items for forest districts handled by the central records office of the Forest Branch and later the Forest Service in Victoria. Records are arranged by forest district and then by invoice number. Invoices numbers are assigned chronologically. Nelson Seymour Lougheed records

The series consists of records created by or relating to Nelson Seymour Lougheed. Included in this series are a scrapbook of news clippings (MS-2594.1), a certificate appointing Lougheed to Minister of Lands in October 1930, and two photographs. One photograph is a portrait signed by Lougheed and dated 1924. The second photograph is a group photograph in front of the Legislature buildings, and is assumed to be of Lougheed as Minister with his staff.

Nelson Seymour Lougheed (April 16, 1882 – June 6, 1944) was a Conservative politician in British Columbia and served as an MLA from 1928-1933.

The series consists of photographic negatives, prints, and transparencies created by the Ministry of Forests and its predecessors including the Forest Service and Forest Branch. Series documents forest service personnel and activities relating to forest planning, protection and inventory; engineering; rangelands management and use; recreation resource management and use; research; and timber harvesting. Subjects often relate to specific forest districts, and include trees and other botanical specimens (specific species and their characteristics), stands and forests, aircraft and watercraft, buildings and facilities (such as mills, nurseries and laboratories), employees, equipment and tools, experimental projects, forest fires and fire control, geographic features (such as mountains and rivers), logging practices, pests and diseases, railways and roads, tree planting, wildlife, and vehicles.

The photographs are arranged numerically by FS file numbers FS00001 - FS25983. The photo prints are mounted on cards which contain the title, the Oxford Forest classification number, the Forest Service photo number, the photographer's name and the date the photo was taken. Not every negative was printed. The photographer might take between one and six photographs within a file and either some or none of the negatives were printed and mounted on cards.
The negatives are arranged numerically by FS file number. The negatives from number FS10509 onwards have been removed from the original glassine negative sleeves. These sleeves often have notes written on them and have been preserved as part of the series.

Timber inventories in the Vancouver Forest District

This series contains inventories of mature and immature timber within the confines of the Cheakamus Reservoir area, Bridge River-Powell River, Bridge River-Rosedale and Cheekyo-Hornem Payne Transmission Line rights-of-way prepared by T and H Engineering and Forestry Ltd., and Forestal Forestry and Engineering International Ltd., for British Columbia Electric Company, submitted to the District Forester, Vancouver.

Chauncey Donald Orchard oral history collection

The collection consists of oral history interviews on the development of British Columbia's forest industry, covering the period from the late 1880s to the late 1950s through the first-person reminiscences of 44 individuals. The interviewess were lumbermen, loggers, and government officials associated with forestry. The recordings were made between 1955 and 1963 by Dr. C.D. Orchard, who served as British Columbia's Chief Forester from 1941 to 1958.

The original recordings were made on discs on an Edison Voicewriter dictation machine. The Voicewriter discs were copied to audio tape by the BC Archives in the 1970s.

The interviews are preserved in the form of audio tape copies and corresponding transcripts. Tape recordings exist for all of the interviews except the one with Thomas Roeser (T1888). Transcripts are available for all of the interviews except those with Eustace Smith (T1860) and Frank Kappel (T1889).

The collection also includes a 1958 CJVI Radio recording of Dr. Orchard speaking to the Victoria Men's Canadian Club about the British Commonwealth Forestry Conference.

Commission on Forest Resources, 1975

This series consists of records of the 1975 Royal Commission on Forest Resources led by Commissioner Peter H. Pearse. Records include exhibits, transcripts of evidence, correspondence, subject files, working papers, financial records and newspaper clippings.

The finding aid provides an alphabetical listing of exhibits (volumes 1-9), a file list of correspondence and subject files (volumes 10-13), and a file list of working papers (volumes 14-16). Volumes 17 and 18 contain newspaper clippings about the activities of the Commission, volume 19 is a Ledger of accounts and volumes 20 to 28 contain the transcripts of evidence taken at public hearings of the commission. An alphabetical index of participants providing the transcript volume number and page numbers of testimony given is included at the end of the finding aid.

To find briefs of particular participants, researchers are advised to search the alphabetical listing of briefs for the appropriate box number. References to the original numbering of briefs done by the Commission no longer have meaning for retrieval purposes.

Commission on Forest Resources, 1943-1945

This series consists of records of the Commission on Forest Resources (1943-1945). Records consist of transcripts of proceedings of public meetings of the commission, exhibits received, correspondence, arguments, secretary's record book of sittings and subject index to proceedings. A subject index to proceedings was created by the commission and is located in boxes 1 and 2. The finding aid gives a list of exhibits and file list of other records. Immediately following the inquiry, many of the exhibits were transferred to the Forest Service Library and are therefore missing (see box 9, file 1).

Public sustained yield unit general files

The series consists of general files relating to public sustained yield units. The files were used to calculate the long term sustainable yield in the forests. These records were created between 1955 and 1980 by the Ministry of Forests and its successors. The records were maintained by the Victoria central office in Victoria and relate to all areas of the province.

Public sustained yield units (PSYU) were used by the ministry between 1948 and 1978. They were the method by which the ministry regulated harvest rates. PSYUs were an outgrowth of the 1945 Royal Commission on the Forest Resources of British Columbia. This commission recommended that the ministry should establish forest management units to ensure the long term sustained yield of timber.

The ministry established 88 public sustained yield units in the province and these are reflected in the records of this series. In 1978, the ministry replaced the system of public sustained yield units with timber supply areas. The 88 PSYU’s were reduced to 33 timber supply areas.

Records consist primarily of reports and maps as well as correspondence among ministry staff. The records were used to calculate yield volumes and therefore contain documents used for that purpose including yield calculation reports, forest inventory summaries, mill surveys and statistics, and information about allowable cuts.

Files are arranged alphabetically. There is a file for each of the PSYUs in the province. Each file has been assigned a classification number that begins with the numbers 700-6-1. This classification number was first assigned to the records ca. 1979. Documents in each file that were created prior to 1979 have been assigned a “0” number. The “0” numbers are 7 digit numbers that are part of a filing system that was created by the Dept. of Lands which was a predecessor of Forests.

Tree farm forest management plans from the Port Alberni Forest District

The series consists of tree farm forest development plans and forest management plans and created for tree farm licences (TFLs). The records were created by the Port Alberni Forest District, and its successor the South Island Forest District, between 1971 and 2005. Many of the records relate to the forestry management in the Barkley Sound, Clayoquot Sound, Walbran and Fairy Creek areas. Including forest that was the focus of protests and acts of civil disobedience in the 1990s, known as the Clayoquot protests or War of the Woods.

TFLs are a type of timber tenure which grants a virtually exclusive right to harvest timber and manage forests in a specified area. They are issued for a term of 25 years, but can be replaced every 5-10 years.

These files document the management of TFL 20, TFL 21, TFL 22, TFL 25, TFL 44, TFL 46, TFL 47, TFL 54 and TFL 57. Over the years, TFL boundaries and rights holders may have changed. For example, in 1984, TFL 20 and 21 were combined to form TFL 44, and TFL 44 was later divided to create TFL 57 in 1999.

TFL holders are required to submit a management plan every five years to the Chief Forester (RSBC 1996, c. 157, s. 35, and BC Reg. 23/2013). The Forest Act requires that the plan must:

  1. Be prepared by a professional forester;
  2. Include inventories of forest, recreation, fisheries, wildlife, range and cultural heritage resources in the area;
  3. Be consistent with the tree farm licence, legislation and regulations;
  4. Propose objectives regarding the management and utilization of timber resources, the protection and conservation of non-timber values, forest fire prevention and suppression, forest health, silviculture, and road construction and deactivation;
  5. Include proposals for meeting proposed management objectives;
  6. List measures to identify and consult with persons using the licence area for purposes other than timber production;
  7. Include a timber supply analysis that analyzes the short term and long term availability of timber for harvesting;
  8. Include an operational supply projection for the licence area, in support of the timber supply analysis that indicates the availability of timber.

These records include draft and final management or development plans; revisions or amendments to existing plans; correspondence between the ministry and licence holders, as well as correspondence with ministry staff; records related to public review of the development plans; consultation and correspondence with First Nations; reasons for why a plan or amendment was or was not approved; advertisements in newspapers and the Gazette; and maps and map overlays. The series also includes some records related to the construction, maintenance and deactivation of forest service roads in the TFLs.

The records have been classified as 19710-20 and 19710-30 in the Forestry Operational Classification System (ORCS).

Timber licence files from the Port Alberni Forest District

The series consists of timber licence files from the Port Alberni Forest District. The licences provided the licensee with the right to harvest timber from a specific area. The files document the management of timber licences and include records relating to the issuance, administration and monitoring of the licence. The records were created between 1956 and 1981.

The majority of the files consist of licence files arranged by the timber number. Each timber number begins with the letter “T.” The series also contains one general administration file and files of “expired timber licences” that were not renewed and were brought together in large files.

The files consist of forms, reports, correspondence and maps. The files usually contain a copy of the licence, maps of the area that will be logged, ministry approvals, operating and development plans, inspection reports, as well as a wide variety of correspondence with the licensee.
