Condolence books for the death of Queen Elizabeth II

The series consists of six bound condolence books created following the death of Queen Elizabeth II on September 8, 2022. The books contain written comments of citizens providing condolences and memories of Queen Elizabeth II.

Box one consists of two books that members of the public signed at Government House. Box two consists of four volumes that were created by the Vancouver Police Department and then submitted to Government House.

The series consists of correspondence referral replies created and received by the office of the Minister of Social Development, 2010. The correspondence was sent by members of the public to the minister’s office on a variety of topics related to delivering social development programs and services that support low income individuals and families and people with disabilities such as community living services and other employment programs. The correspondence files include a referral/tracking slip from the ministry indicating to whom the letter was forwarded and the action that was taken. These records provide evidence of the Minister's interaction and communication with the public and organizations on issues of regarding the delivery of social development programs. The Minister of Social Development during this time period was Rich Coleman.

Records in this series are arranged alphabetically and chronologically. They consist of incoming and outgoing correspondence, referral/tracking slips, reports, and invitations. Physician master agreement dispute resolution records

The series covers the development and maintenance of the dispute resolution process under the Physician Master Agreement (PMA). These records document decisions made by the Medical Services Commission (MSC) and the Ministry of Health Services in the resolution of disputes with the BC Medical Association (BCMA) about the interpretation, application or alleged breach of the Physician Master Agreement. This series consists mainly of completed call back retroactive claim forms with the name of the physician making the claim, the name of the patient, and the name of the hospital or health facility and any supporting invoices or other claims submitted to the Health Authority relevant to this claim. For call back claims, the physician is called back to the health care facility when treatment is required on an emergency basis and the physician is not already on site, on shift or on call. The physician goes into a hospital or other designated facility to treat the patient within three hours of being called. The patient receiving the call back is a third party or ‘orphaned’ patient (i.e. is not already a patient of the physician or the physician’s call group). This series was created by the Ministry of Health Services between 2008-2010 in British Columbia.
This series is arranged alphabetically by physician surname and health authority region. The records consist of correspondence, memoranda, and completed forms. They are classified as physician master agreement dispute resolution (40430-50) under the Medical Services Plan ORCS (schedule 142798), published in 2014.

The series consists of correspondence referrals created and received by the office of the Minister of Children and Family Development, 2008-2011. The correspondence was sent by members of the public to the minister’s office on a variety of topics related to children and families such as child protection, custody issues, Indigenous children and families, and youth and family services. The correspondence files include a referral/tracking slip from the ministry indicating to whom the letter was forwarded and the action that was taken. These records provide evidence of interaction between the public and the minister on issues of concern specifically related to ministry activities and operations regarding the care and treatment of children and youth in the province. The Minister of Children and Family Development during this time period was Mary Polak.

Integrated Land Management Bureau correspondence referral replies

This series contains correspondence referrals and replies from the Integrated Land Management Bureau. Currently, this series contains the records from two offices that reported to the Bureau, the Species at Risk Co-ordination Office (SARCO) and Strategic Initiatives Division. The files contain letters received from the public about species at risk, notably mountain caribou, spirit bear and spotted owl, and the public’s desire to protect those species. Some correspondence also addresses actions taken to protect species, such as closures of snowmobiles areas. Other files group correspondence from a variety of topics, from land use recommendations, BC Parks recreation and conservation, First Nations consultations, appointments and budgets.

Correspondence files contain the original letter received by government, a referral slip asking the concerned office to draft a reply or to keep a copy of the correspondence for informational purposes. Files appear to be arranged by topic and then by referral number. Some files are arranged by geographic location for letters received from outside the province.

The files are classified under the Administrative Records Classification System (Schedule 100001) under the primary and secondary numbers 280-30: Executive correspondence referrals. One file possibly misfiled alongside the other records belongs to 280-40 : Executive issues and includes reports from the Coast Sustainability Trust.

Information and privacy investigations

The series consists of copies of freedom of information requests, or privacy complaints, which resulted in an investigation. The investigations were conducted by the Ministry of Health and in some cases by the Office of the Information and Privacy Commissioner (OIPC). All files were created by the Information and Privacy office the representing the Ministry of Health (2006-2008) and the Ministry of Health Services (2009).

The files consist of a copy of the original application for records, correspondence between staff and the applicant, correspondence between the ministry and the Office of the Information and Privacy Commissioner (OIPC), submissions to the OIPC, and a copy of the final report. Some files also include photocopies of pages requested by the applicant.

The files in this series were classified as 290-20 in the BC Government Administrative Records Classification System (ARCS). Ministry staff also assigned an additional number that consisted of the year of the investigation followed by a sequential number.

Conversation on Health project records

The series documents the Conversation on Health, a public consultation established by the Ministry of Health to engage British Columbians in a dialogue about health care and to generate ideas relating to the health care system. The Conversation on Health was a year-long, public engagement initiative that used a variety of facilitation techniques and communication channels to reach as many British Columbians as possible to understand their issues and prepare for the future of health care in the province. This series includes records relating to the approval, planning and evaluation of the Conversation on Health project and records summarizing and assessing feedback from stakeholders such as individuals, patients, health care workers, professional associations, health organizations, First Nations, academics, and other interested parties from 2006-2007. These records were created and received under the authority of the Speech from the Throne on February 14, 2006 which established the operational responsibilities and functions of the creating agency. The Conversation on Health project was launched by the Premier and Minister of Health on September 28, 2006 at the BC Children’s Hospital in Vancouver.

These records consist of correspondence, reports, presentations, briefing notes, project charters, fact sheets, news releases, and planning documents. They are arranged by event, subject or document type. The records are classified under the Conversation on Health ORS (schedule 191564). Records selected for transfer to the BC Archives classified under 26520-06 include symposium submissions and presentations documenting input to the international symposium on innovation in health care provision sponsored by the Conversation on Health.

This series consists of records relating to developing tools to support communities in economic and social crisis in BC. This includes providing economic and social support to communities in need such as resource dependent communities in immediate economic crisis caused by events such as mill closures, and inner-city urban areas experiencing economic and social issues. Records include agreement development, socio-economic background information, meeting materials, and draft agreements in Prince George and Victoria. These records were created by the Ministry of Community Development and the Ministry of Community Services from 2005-2009.
The records are arranged alphabetically by community name. They consist of correspondence, agendas and minutes, reports, news articles, draft agreements, and presentations. These records are classified under the 2006 version of the Local Government Services ORCS as community transition support policy and procedures files (55400-00).

Women’s issues case files : Bountiful, BC

The series consists of reports, agendas, briefing notes, correspondence and collections of news articles relating to the polygamist settlement at Bountiful, BC. The records were created between 2005 and 2007 by the Women’s and Seniors’ Policy branch of the Ministry of Community Services. Many of the records appear to have been collected in a call for responsive records in order to fulfill a Freedom of Information request. The published news articles appear to have been collected by Branch employees in attempts to monitor popular coverage of issues surrounding polygamy and the community at Bountiful. Some of the records also relate to potential legal action started by former members of the group.

Gender reassignment surgery human rights complaints

This series consists of human rights complaints related to gender reassignment surgery from 2005. These records were created by the Ministry of Health, and its predecessors, in response to complaints filed with the Human Rights Tribunal.

Records relate to the assessment and decisions regarding requests for Medical Services Plan (MSP) funding for gender reassignment surgery (GRS). Gender reassignment surgery requires pre-authorization for MSP funding. The beneficiary’s physician refers the request to MSP, where the application is assessed by Medical Services Branch staff, the consultant psychiatrist, and the Gender Reassignment Surgical Review Committee, who issues the letter of decision. This includes the resulting human rights tribunal case and actions resulting from the decision.

The series includes records of one case regarding discrimination based on sex resulting from different coverage provided to individuals undergoing male to female, and female to male transitions, as described in the records.

Record types include correspondence, memorandum, reports, briefing notes, copies of complaint, investigation and resolution records, financial records and the decision document of the BC Human Rights Tribunal.

Freedom of information requests

Series consists of ministry copies of freedom of information requests that were investigated by the Office of the Information and Privacy Commissioner (OIPC). The files reflect the work of one government information and privacy office and that of the OIPC. There is also one file that represents a judicial appeal about one of the orders of the OIPC.

The freedom of information requests were processed by one Information and Privacy office that represented multiple ministries and related agencies. The files document requests for records from the Ministry of Environment, Land and Parks, Ministry of Water Land and Air Protection, Ministry of Sustainable Development, and Ministry of Environment, between 2000 and 2007.

The files consist of a copy of the original application for records, correspondence between staff and the applicant, correspondence between the ministry and the Office of the Information and Privacy Commissioner (OIPC), submissions to the OIPC, correspondence with the Legal Services Branch, and a copy of the OIPC order. These files also include photocopies of the requested pages. The files in this series were classified as 292-30 in the BC Government Operational Records Classification System (ORCS).

Ministry staff assigned a number to each of these files. Most files were assigned a number that consisted of a ministry prefix followed by a sequential number. Pre-2001 file numbers were assigned a number that reflected the year of the request followed by a sequential number.

Species at Risk Co-ordination Office records

This series contains miscellaneous records from the Species at Risk Co-ordination Office (SARCO), part of the larger Integrated Land Management Bureau responsible for coordinating changes to land and resource use management plans. SARCO worked with government to protect endangered species and ecosystems at risk. They were involved in determining which species were at rick and making recommendations based on science as to what could be done to help protect and recover population numbers.

Currently this series contain files related to Mountain Caribou. Presently there are only committee files and publication files.

Within the series are records from the Cariboo-Chilcotin regional resource committee which contain general wildlife measures and recommendations for the Cariboo-Chilcotin land use plan. There are also records from the Mountain Caribou Science Team meetings which include information on business expenses, meeting agendas and correspondence.
The publication files in this series relate to news releases, such as the Forest Practices Board’s Mountain Caribou report and related responses. These files contain correspondence with feedback from members, as well as official news releases and new clippings.

Agriculture policy committee meeting files

This series contains records relating to policy and legislation development, specifically the development of a National Food Policy Framework and the Next Generation of Agriculture and Agri-food Policy. The committees were made up of representatives from the federal government and officials from each province and territory. Meetings are typically divided between Ministers, Deputy Ministers and Assistant Deputy Ministers. There are also a number of meeting files from various working groups on specific topics on the agriculture sector meant to inform policy. The folders are arranged into folders by meeting date.

Types of records that can be found in this series include meeting agendas and supplementary documents such as presentation copies, proposals, backgrounders, correspondence and reports. Specific topics that the series covers includes discussions on food policy as it relates to science, innovation, renewal, business risk management, globalization, safety, quality and the economy.

Emergency health services labour relations

The series consists of emergency health services labour relations records. These records document strike and essential service planning; collective agreement bargaining and negotiations; and dispute/grievance resolution. The records were created between 2004 and 2010 under the Emergency and Health Services Act (RSBC 1996, c. 182). Records include agreements documenting the transfer of bargaining unit employee rights from and to the Emergency Health Services Commission (EHSC); essential service planning files documenting the EHSC’s plans and strategies for responding to strikes by its unions; and records relating to the resolution of all disputes arising from the EHSC’s collective agreements and/or employment related legislation, including disputes filed by excluded employees and grievances filed by bargaining unit employees. This includes human rights complaints involving government employees on matters such as discrimination and personal and sexual harassment filed under the collective agreement and under the Human Rights Code (RSBC 1996, c. 210). The EHSC manages the administrative records of the management and staff of the BC Ambulance Service (BCAS) and nurses of HealthLinkBC.

This series is arranged by issue or subject; by bargaining unit, then by sequential number; or by complainant. The records include correspondence, agreements, planning documents, project files, legal files, memoranda, drafts, notes, reports, and presentations. The Emergency Health Services ARCS Supplement (schedule 206185), published in 2011, establishes a classification system and retention and disposition schedule for the personnel management and payroll service functions and activities that are unique to the EHSC. The records in this series are classified as strike and essential service planning case files (9250-20), transfer agreements for bargaining unit employees (9270-50), and human rights complaint case files (9300-60).

Agriculture risk management executive files

This series contains records from the Risk Management and Competitiveness Division of the Ministry of Agriculture and Lands, and later the Strategic Industry Development Branch. More specifically, these records originated in the office of Harvey Sasaki who was Assistant Deputy Minister in that division.

The records cover a variety of executive functions, notably committee work, correspondence, and briefing notes. Within committee and group work, the series contains Strategy meeting agendas and meeting minutes. These files concern agricultural issues, fisheries issues and minister’s issues. The files are accompanied by copies of presentations, technical reviews, action items, notes and reports. There are also a significant amount of files from the Canada-British Columbia Agricultural Framework Implementation Agreement Management committee, Executive/Directors meetings, Executive Committee of the Investment Agriculture Foundation. MAFF chapter leads meeting and Competitiveness Circle meetings. Please note that meetings regarding policy discussions and recommendations related to an agricultural framework for Canada can be found in GR-3894.
There are also a small number of files dealing with executive issues. These files are arranged into folders by issue and contain meeting minutes, reports, financial statements, correspondence and memos from ad-hoc groups tasked with discussing these issues. This includes topics such as the Orchard Replant Program and disaster planning, among other topics.

Briefing notes in this series cover topics related to the Risk Management and Competitiveness division and are typically destined to the attention of the Deputy Minister or Minister. Briefing notes are divided by tabs and folders contain a cover page listing a table of contents with information such as CLIFF number, issue title, date, tab number and the originating branch that sent the briefing note.

Correspondence files contain letters written by the ADM Risk Management and Competitiveness Division or letters on which the ADM was copied to. Letters are mainly replies to inquiries sent from other government agencies to Sasaki or his associates. There are also letters addressed to agricultural foundations, courts, agriculture councils and industry members.

Executive correspondence referral replies

The series consists of correspondence referrals created and received by the Cultural Services branch between 2003 and 2006. The correspondence was sent by members of the public to Ministers, Deputy Ministers and Assistant Deputy Ministers regarding a variety of cultural subjects. Many of the letters include requests for grant funding for specific associations and projects. Correspondence in the series includes a tracking slip from the Ministry. This slip indicates to whom the letter was forwarded and what action was ultimately taken.

Records in the series are arranged in chronological order by date received. They are covered by ARCS 280-20 and 280-30.

Freedom of Information requests : human blood and tissue files

The series consists of files collected by the Ministry of Health Services to fulfill Freedom of Information requests in 2003. The records were pulled from numerous accessions held in a variety of offices across the province. Although the files were compiled in 2003, they often include copies of records that were originally created in the 1980s and 1990s. The records address several issues pertaining to human blood, tissue and cell collection, including leukemia and bone marrow treatments, budgetary and financial issues, and organ transplants in infants. The series consists of reports, correspondence, internal memos, and meeting minutes and agendas.

The records are covered by ORCS 25600-20 of the Health Authority Performance Management schedule (schedule 122352) and are arranged according to subject.

Agricultural Land Commission correspondence referral replies

The series consists of correspondence referrals received by the Agricultural Land Commission from the Ministry of Sustainable Resource. The records cover the period 2003 to 2005 and include a handful of referrals from the time the commission began reporting to the Ministry of Agriculture and Lands in 2005.

The referrals usually include copies of letters sent to the Minister which were forwarded to the Agricultural Land Commission for reply or for informational purposes only. These include replies on which the Commission was copied (CC’ed). There are also drafts written by the Commission that were to be forwarded to the Minister for signing.
The topics covered in these letters are wide-ranging but are mainly about re-zoning questions or concerns from the public regarding projects on or near agricultural lands.

The records in the series are arranged in chronological order by date received. They are covered by ARCS 280-30.

Committee files of the British Columbia Olympic Games Secretariat

The series consists of meeting minutes, budgeting records, work authorization, memoranda, correspondence, notes, draft design plans, and draft agreements dating from 2003 to 2010 in the lead-up to, and wrap-up from, the 2010 Vancouver Olympic Games. The records were created by the BC Olympic Games Secretariat in its role as co-chair of the Vancouver Organizing Committee for the 2010 Olympic Games (VANOC)’s Finance Committee. The series consists of meeting records from the Finance Committee, the Audit Committee, the Health Sector Advisory Committee and the Board of Directors. Some of the records in the series were originally created by VANOC and passed into the custody of the BC Games Secretariat. Records in the series provide evidence of the relationship between provincial agencies and the International and Canadian Olympic Committees, as well as the relationships between the Secretariat and other government bodies. The records also provide evidence of all aspects of Olympic Games preparation, including discussions regarding venues, transit allowances, advertising, media rights, branding, hiring of volunteers and employees, plans for the ceremonial ‘hand off’ at the Torino Closing Ceremonies and meetings with Jacques Rogge, president of the IOC.

The records are arranged by Committee type and meeting date. Records appear to have been originally bound in Cerlox, but these were removed prior to the records’ transferal to the BC Archives. The records are covered by ARCS 200-20 (Committee files).

British Columbia Olympic Games Secretariat

Advertising projects

The series consists of the advertising project files of the Public Affairs Bureau (PAB) created between 2003-2010 in British Columbia. The records document project files related to the preparation of government advertisements in multiple formats such as for television, magazines, and radio. Some of the advertisements were developed in-house but PAB often contracted private advertising agencies for larger advertising initiatives. The records cover advertising projects that document the announcement and marketing of programs that had considerable impact on the province or showed innovative approaches to advertising such as forest fire prevention, the mountain pine beetle epidemic, and the Vancouver 2010 Olympic and Paralympic games. PAB moved between the following ministries: Office of the Premier and Cabinet, 2001-2004; Ministry of Finance, 2004-2009; and Ministry of Citizen’s Services, 2009-2011.

The records are arranged by project. They include media inquiries, videos of advertisements, source material, promotional items, copies of model releases, copies of APOs (ad placement orders), layouts of print ads, and final copy. The records are classified as secondary 23040-30 advertising projects under the Government Communications ORCS (schedule 881035).

Land and Water British Columbia Inc. correspondence

The series contains the executive correspondence, including briefing notes, of Land and Water British Columbia Inc. (LWBC). LWBC was a Crown Corporation reporting to the Ministry of Sustainable Resource Management starting in 2002 when the previous British Columbia Assets and Land Corporation was renamed. In 2005, the functions and responsibilities of Land and Water British Columbia Inc. were transferred to the Ministry of Agriculture and Lands. As per the records in this series, the new Ministry continued to refer to the office responsible as LWBC during and for a time after the transition process.
Land and Water British Columbia were responsible for managing Crown land leases, tenure applications, grants and sales related to land owned by the Provincial Government. They also managed water resources, including water licenses and allocations. As such, the records in this series mainly deal with questions from developers, local governments, etc. regarding the process of their applications, the possibility to buy leased land, proposals for development, meeting requests or other related issues. There are also briefing notes and correspondence between the Corporation/BC Government and First Nations groups regarding the consultation process in relation to their land title rights.

Health Authorities committee files

This series consists of committee files from the Health Authorities Division and its precursor, the Performance Management and Improvement Division from 2002-2007, which included the following branches: Evaluation and Strategic Directions Branch, Health Authority Branch, Home and Community Care Branch, Mental Heath and Addictions Branch and Provincial Branch.

The committees in this series are high level province wide committees with representatives from the Ministry of Health, the Provincial Health Services Authority, the regional health authorities, academic institutions, and non-government health service and planning organizations. Ministry of Health representatives may include the deputy minister, assistant deputy ministers, and management level staff.

Many of the committees report to the BC Health Leadership Council, which is chaired by the Ministry of Health Deputy Minister. Most of the committees have a mandate that involves defining strategies and priorities in particular areas of the provincial health care system (e.g., surgical services, critical services, emergency services, eHealth).

Records include minutes, agendas, terms of reference, agreements, correspondence, survey, reports and other reference materials utilized in committee meetings.

Forest Practices Board special investigation case files

This series consists of special investigation case files created by the Forest Practices Board from 2002-2011. Special investigations are initiated by the Forest Practices Board. The Board annually identifies issues of major public importance and of high significance for public confidence in the management of the province's public forests. Issues may relate to practices that have resulted in many complaints or for matters of larger public interest and concern. These issues may arise from prevailing environmental conditions such as major forest fires or insect infestations; from public concerns such as conserving endangered species or protecting community watersheds; or from technical issues such as the management of roads and bridges or riparian areas. The records document matters of significant public interest that may not be addressed through another complaint investigation or an audit.

Investigations may involve field investigations, research, and liaison with relevant Forest Districts and other stakeholders. Many records in this series are likely copies of records created by Ministry of Forests officials which were collected during the course of the investigation.

Investigations may relate to a specific area, or issues that are more widespread throughout the province. Subjects of special investigation include: free growing, biodiversity, terrain stability and landslides, post fire site rehabilitation, Forest Service Road (FSR) maintenance, compliance with section 86 of the Forest Planning and Practices Regulation, soil conservation, high retention harvesting, fish passage at stream crossings, Oil and Gas Commission ALR Agreement Audit, fire hazard assessment and abatement, compliance inspections and management data, species at risk on the Sunshine Coast, establishment of conservation areas for old growth and wildlife habitat in the Squamish and Chilliwack Forest Districts, effect of range practices on grasslands, and Little Lamb Creek.

Environmental fund project reports

The series consists of reports documenting oil and gas development research and studies funded primarily through the Science and Community Environmental Knowledge (SCEK) fund. The fund financially supported and facilitated research, technological innovations, and demonstrations of findings on environmental issues relating to oil and gas exploration and development in BC . The final project reports were created by the Oil and Gas Commission under the Oil and Gas Commission Act (SBC 1998, c. 39), the Petroleum and Natural Gas Act (RSBC 1996, c. 361), the Pipeline Act (RSBC 1996, c. 364), the Forest Act (RSBC 1996, c. 157, s. 51) and the Waste Management Act (RSBC 1996, c. 482) between 2002 and 2009.
The records are arranged by year and internal project number. They include correspondence, reports, and maps. In the 2005 version of the Oil and Gas Regulation ORCS (schedule 163507), the final reports are classified as environmental fund projects – pending/approved (21300-20). In the 2019 Oil and Gas Regulation ORCS, this classification was closed because the funding program was replaced by an independent society external to the Oil and Gas Commission.

Records of the Deputy Minister, Environmental Assessment Office

The series contains records originating from the office of Joan Hesketh, Deputy Minister and Executive Director of the Environmental Assessment Office, Ministry of Sustainable Resource Management. Many of the records appear to have been accumulated for reference purposes with only a portion of the records actually being created by Ms. Hesketh.
Within the series are the Deputy Minister’s calendar and house books, as well as a day book in which the DM files their correspondence relating to new appointments and general issues. The series also contains the day books of the Minister of Sustainable Resource Management, Hon. George Abbott, the Minister of Water, Land and Air Protection, Hon. Bill Barisoff, and the Minister of State for Resort Development, Hon. Sandy Santori. It appears that these day books were kept by the Environmental Assessment Office as the correspondence and reports within them relate to various projects that were being assessed by the EAO. This includes projects like the Jumbo Glacier Resort near Invermere, B.C.
Other records found in this series are minutes, draft reports, workshop documents and guides from the Environmental Assessment Advisory Committee, federal agreements, as well as general briefing notes on projects requiring the approval of the Environmental Assessment Office.

First Nations land use planning agreements

This series contains various types of final agreements between the Province of British Columbia and First Nations related to land-use planning. The records come from the Integrated Land Management Bureau (Strategic Initiatives). Types of agreements include general protocol agreements, contribution agreement letters, strategic land use agreements, land use planning agreements and agreements-in-principle, and operational land use planning memoranda of understanding.

Agreements concern the two parties’ cooperation in identifying an overall approach for government-to-government discussions to finalize land use planning and implementation and to enhance First Nations participation in the economy.

Each file is titled with name of the First Nations group involved in the agreement, except in cases where many groups have signed collectively as was the case with the Coastal First Nations joint agreement and the KNT First Nations.
Coastal First Nations include Haida Gwaii, Gitga’at, Haisla, Heiltsuk, Kitasoo/Xaixais, Metlakatla, Wuikinuxv.
KNT First Nations include Mamalilikulla-Qwe’Qua’Sot’Em, ‘Namgis, Tlowitsis, Da’naxda’xw Awaetlatla, Gwa’sala-‘Nakwaxda’xw, We Wai Kai, We Wai Kum, Kwiakah, Quatsino, Kwakiutl, Comox, Tlatlasikwala.

Some files also have copies of correspondence and decision notes signed by the minister to approve or ratify agreements.

BC Capacity Initiative Council records

The series consists of committee records created by the BC Capacity Initiative (BCCI) Council in 2002 and 2006. The BCCI is a federal government initiative that is funded by Indigenous and Northern Affairs Canada. The objective of the BCCI is to support First Nations in their preparation for comprehensive land claim negotiations by enhancing their capabilities to negotiate, implement, or manage land and resource components of future aboriginal title settlement agreements. Funding is available to all BC First Nations with an unresolved land claim, which includes First Nations within and outside of the BC Treaty Commission process. Project sectors eligible for funding are: community vision/strategic plan; cultural heritage; fisheries/aquaculture resources; forestry resources; integrated land and resources; land and resources governance; and land and resources professional development.

The records consist primarily of proposal evaluation summaries of funding applications for the purposes of review by the BCCI council at an annual meeting. Each proposal evaluation summary consists of a project summary of the application and the reviewer’s evaluation. Additionally, each volume contains statistics on the total applicants, including the geographical distribution of applicants, applicants by project sector, and comparative historical data. Because funding reviews are conducted at an annual council meeting, the meeting agenda is also included.

The records are contained in two volumes (volume 7 and volume 13) and date from 2002 and 2006 respectively. Indices are available in each file by applicant name and reference file number, as well as by page order.

Volume 7 (2002) contains summaries of 130 proposals for review for 2002-2003 as well as a listing of ineligible applications. The council meeting was held on April 8 and 9, 2002.

Volume 13 (2006) contains summaries of 117 proposals (with an additional 18 that were not eligible) for review for 2006-2007. The council meeting was held on February 9 and 10, 2006. Volume 13 also contains digital copies of some of these records on a compact disc. The digital records available on this disc are: Index by applicant names; Index by file no.; Executive summaries of 2006-2007 BC Capacity Initiative Regional Proposals (by applicant names); and Executive summaries of 2006-2007 BC Capacity Initiative Single Proposals (by applicant names). The disc is stored in 002383-0001 File 2 with the textual records.

Oil and Gas Commission dispute resolution records

The series documents the Oil and Gas Commission’s role in resolving oil and gas development issues and disputes between affected parties such as Indigenous groups, landowners or other energy companies. The purpose of dispute resolution is to explore and understand each other’s interests and develop acceptable solutions together. If the commission is unable to resolve the dispute, it must encourage the use of consensual alternative dispute resolution. Under the Oil and Gas Commission Act (SBC 1998, c. 39, s. 8), the commission may authorize one or more individuals to facilitate settlement, and make recommendations that must be considered by the commission before deciding the disputed matter. Under section 9 of the aforementioned Act, the advisory committee to the Oil and Gas Commission may request that the commission reconsider any original decision made on oil and gas development. The commission may grant or refuse this request for reconsideration. The records of the advisory committee provide evidence of the deliberations and advice of citizens to the Oil and Gas Commission. The series includes background documentation, decisions, recommendations, and related correspondence from the advisory committee concerning requests for reconsideration. The records of the Oil and Gas Commission were created between 2002 to 2010 in BC.

The records are arranged chronologically by year or meeting date. They include minutes, reports, briefing notes, recommendations, and decisions. The records are classified as either requests for reconsideration (20400-40) or Oil and Gas Commission advisory committee files (20400-25) under the Oil and Gas Regulation ORCS (schedule 163507), 2005. The 2019 amendment to the Oil and Gas Regulation ORCS removed these classifications because the commission stopped using the Alternative Dispute Resolution (ADR) framework in 2010 when the Oil and Gas Activities Act (SBC 2008, c. 36) came into effect, and dispute facilitation was no longer regulated.

Major real estate project files

The series consists of textual records and architectural plans for significant real estate projects managed by the British Columbia Buildings Corporation between 2001 and 2006. In many instances, the projects focused on the disposal or reuse of significant properties in BCBC’s portfolio. The series consists of records relating to the Vancouver Island Technology Park, Glendale Hospital, Burnaby Youth Correctional Centre and Woodlands projects.

The series consists of copies of Powerpoint presentations, leases and other contractual agreements, property condition reports, appraisals, correspondence, architectural plans and reference material. Accession 95-3410 includes three identical CD-ROMs that contain 102 different directories of emails received by Paul Beckwith, the director of the Business Partnership Services and Vancouver Island Technology Park. Box 953410-0001 contains a printout of the directory names. BCBC staff printed some, but not all of this correspondence. In many cases, the emails included attached files and reports.

Records of the Assistant Deputy Minister, Integrated Land Management Bureau

The series contains records pulled from the office of Ken Baker, Assistant Deputy Minister of the Resource Management Division, Ministry of Sustainable Resource Management. In 2005, the functions of this office were moved to the Strategic Initiatives Division of the Integrated Management Bureau, Ministry of Agriculture and Lands. These Records were used to inform the executive of current issues being dealt with by the ministry.
The records in this series mainly deal with important issues relating to Land Use Plans in land management areas. The records contain mainly briefing notes and correspondence sent to the executive explaining changes to Land Management programs, terminology, as well as updates on the progress with First Nations (mainly Haida) consultations and treaty negotiations related to land use planning. The records also contain numerous subject files on executive issues including several topics related to conservation, sustainable resource management plans, and plans for resource development such as mining, water, oil and gas. These files mainly contain correspondence, updates from committees, backgrounders, briefing or information notes, minutes of conference calls, presentations about land management/land use planning and assessment reports.
There are also copies of admin-related files that were reviewed by the ADM, such as changes in organizational structure, hiring, employee reviews and budget updates.
