Provincial Museum photos of Jordan Meadows

The series consists of photographs taken or acquired by George A. Hardy of the Provincial Museum in 1947 and 1948, in order to produce "A report on a study of Jordan Meadows, Vancouver Island." The Jordon Meadows valley is on Southern Vancouver Island between Jordan River and Shawnigan Lake. This report was published as part of the Provincial Museum's annual report for 1948 and contains reproductions of eight of the photographs.

The photographs consist of 21 negatives and 27 prints (accession 198206-046), mostly taken by Hardy during his 1947 and 1948 field trips to document the natural landscape of Jordan Meadows. All but two of the negatives have accompanying prints. Approximately six of the prints were copied from photographs loaned to Hardy by Mrs. C. Bannerman (née Cis Weeks, one of the early settler family Weeks that settled in the Jordan Meadows valley). The photographs contain images of the natural topography and foliage of the valley, as well as photographs of the Weeks family home and the earlier cabin. In addition there are two notecards containing a rough timeline of activity in the Jordan Meadows area, probably compiled by Hardy during his research.

There are also six glass lantern slides made from the negatives, possibly intended for an illustrated lecture (accession 198203-106). These slides mainly show the old cabin and area.

This series consists of files of the Hospital Consultation and Inspection Division of the BC Hospital Insurance Service. Records have been divided into a subseries relating to individual public and private hospitals, and a subseries of various subject files.

In 1948 an "Act to provide for the Establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. Accordingly, the B.C. Hospital Insurance Service was established as a third branch of the Department of Health and Welfare to administer the premium payment plan. The plan provided hospital care benefits for acute illness at the standard ward level to residents of the province. At that time the Inspector of Hospitals was transferred from the Department of the Provincial Secretary to the Hospital Services Division of the new BCHIS. The name of the Division was changed in 1951 to the Hospital Consultation and Inspection Division. The division had both a Vancouver and a Victoria office. These appear to be records of the Victoria office.

The files relating to individual hospitals contain inspection reports, notes regarding communications with hospital personnel, correspondence with hospital managers or representatives, and internal memoranda regarding the hospital. They sometimes also include floor plans of the facilities and other types of reports. The subject files include a wide variety of materials, including correspondence.

Photographs of institutions operated by the Mental Health Services

The series consists of approximately 5250 black and white photographic negatives taken by Mental Health Services between 1948 and 1967. The negatives are acetate and are mostly in a 4 x 5 format with some 35 mm. There are 62 black and white prints interfiled with the negatives.

The photographs are of various British Columbia mental health institutions including the Boys Industrial School, Colony Farm, Colquitz Mental Home (Saanich), the Home for the Aged in Vernon and in Terrace, Woodlands School, Essondale (Coquitlam) and the Crease Clinic.

The photographs depict the grounds and buildings (both internal and external views) of the mental health institutions as well as photographs of construction and equipment. There are photographs of staff and patients involved in a variety of activities including medical treatments, events, ceremonies, leisure activities and other programs.

The negative files are arranged numerically in seven boxes: 1-657, 658-1004, 1005-1135, 1136-1242, 1245-1325, 1326-1409 and 1410-1499.

Parks and protected areas case files

This series contains case files of parks and protected areas which document the legal creation and definitions of the various established parks and protected areas in British Columbia. These files provide a brief history of the area and how it came to be under the provincial government’s management. Some files that are included in the records are land title descriptions, survey plans, boundary maps, pre-existing tenures, park use permits, assessment notices, property acquisition recording sheets and copies of legal establishment (such as order in councils, ministerial orders, copies of acquisition agreements, land title reports, certificates of indefeasible title etc.). The files also cover historical and anecdotal background information, approved map reserves, licenses of occupation and leased tax exemptions, tax payments, construction permissions and notations of interest.

These records may have been previously known as “green files” or “land administration files” with copies of Park Status Sheets (which include basic information such as name of the park, region, classification, size, date of creation etc.) as well as archaeological site surveys, OICs, indentures, market value estimates, records of private donations of land, purchases of land and transfers of federal lands to the Parks Division.

The records are arranged according to the Parks and Protected Areas (PPA) Operational Records Classification System (schedule 186896). Files codes contain the PPA primary and secondary numbers followed by the Parks identification number and the old primary number taken from the BC Parks ORCS (Schedule 113827).

Two records classified under Conservation Research Products were included in this series as the files contain mainly archaeological site surveys and historic background information about the parks, records which appear to also be included in the parks and protected areas case files. One such file contains ample information about the history of D'Arcy Island (also known as Leper's Island, the Lazarette, Leper Colony and the leprosorium).

There are three volumes of clipping books. The volumes deal with a wide variety of topics including navigation, dyking, erosion, flood control, natural resources, water power, water supply, fisheries, wildlife and recreation. Volume one covers the years 1949 to 1950, volume two covers 1951-1955 and volume three covers the years 1949-1955.

His job description included public relations for the Ministry and the files relate mostly to public relations work for the B.C. Hospital Insurance Service, but also to the Mental Health Services and the Social Welfare Branch.

The files contain speeches of senior ministry officials, press releases, internal publications of several of the branches and divisions and general subject files of research material.

This series contains Minister of Labour John Cates' correspondence relating to the establishment and early operation of the Provincial Advisory Committee on Indian Affairs from 1948 to 1951. The Committee was established in the Dept. of Labour pursuant to Section 4 of the Indian Inquiry Act (S.B.C. 1950, Ch. 32) to inquire into the status and civil rights of the Native Indians of the province.
