Community issues and standards case files

The series consists of records documenting the work of the Library Services branch on community issues, including negotiations with Access Copyright and the provision of library services to First Nations reserves. The series also consists of records documenting the branch’s 1987 New Approaches task force. The series consists of executive briefing notes, reports, correspondence, news clippings, and audio recordings of public hearings in municipalities province-wide.

The New Approaches task force was created following a request by the Union of BC Municipalities and the BC Library Trustees Association to examine provincial public library services. The task force sought the views of local governments, library boards, library professionals and the public in order to determine priorities and areas for improvement. A final report was published in 1988 and included recommendations for the creation of a province-wide interlibrary loan program and changes to service delivery. As a result, programs such as the book delivery service “Open Shelf” were eventually phased out. The series consists of the task force’s interim and final reports, as well as material collected during the research phase.

First Citizens’ Fund case files

The series consists of records of the First Citizens Fund case files. The First Citizens Fund, created in 1969, supports Aboriginal people, communities, and businesses across British Columbia through cultural, education, and economic development programs. The First Citizens Fund focuses on Aboriginal small business development, First Nations language preservation, Friendship Centres, and Elders and Students through the development and implementation of programs and services, including: Business Loan Program; Business Advisory Centres; Friendship Centres Program; Student Bursary Program; Elders Transportation Program; and First Peoples’ Heritage, Language and Culture Program. Records here consist of those relating to the Student Bursary Program, the Elders Transportation Program, and the Friendship Centres Program.

The Student Bursary Program records (70cm of textual records) consist of individual application files corresponding to a student. The program is designed to reward full time Aboriginal students for successful completion of their term of study. Individual files consist of correspondence between the bursary applicant and First Citizens Fund, an application form, administrative information regarding the applicant, an eligibility checklist, and letters of recommendation. In some cases, multiple applications for various school terms are associated and filed with a single applicant. The records are arranged alphabetically by applicant’s last name.

The Elders Transportation program records (20cm of textual records) consist of files corresponding to Aboriginal bands across British Columbia. Each file generally consists of correspondence and payment information and receipts regarding funding assistance for Elders groups to attend conferences. The records are arranged alphabetically by band name.

The Friendship Centre Program supports multiple Friendship Centres across the province of British Columbia through funding from the First Citizens’ Fund. The Centres are coordinated at the provincial level by the BC Association of Aboriginal Friendship Centres (prior to 1996, known as the British Columbia Association of Indian Friendship Centres) with the goal of providing support and services to Aboriginal people in urban areas. The records (71cm of textual records) within this series consist of those belonging to individual Friendship Centres across British Columbia as well as the BC Association of Indian Friendship Centres (BCAIFC) and provide an overview of Friendship Centre activities. The records are comprised primarily of correspondence and reports (annual reports, activity reports, and financial reports), often submitted to the First Citizens’ Fund or to the BCAIFC. Records are arranged alphabetically according to Friendship Centre name.

Environmental emergency records

The series contains the records from the Environmental Emergency Services Branch (EESB) of the Ministry of Environment, Lands and Parks and its predecessors. The records relate to the province’s preparedness and responses to environmental emergencies, such as marine oil spills, floods, dam failures, and landslides. The records also cover planning for future management of such emergencies.
Within the records are several reviews, reports and evaluations. One such review discusses the Anderson Report and briefs the Premier on oil transportation and oil spills. It provides an action plan for the report’s recommendations for the provincial cabinet to adopt. There are also reports reviewing and evaluating the Ministry’s response activities during major oil spills including Sooke/Alaska oil spill 1989, Exxon Valdez oil spill 1989 and Nestucca oil spill 1988. Additionally, there is a final report produced by the United States/British Columbia Oil Spill Task Force as well as an EESB service plan and Year End Review (1991-1992) detailing major activities and accomplishments.

The series also contains a collection of contingency plans for environmental emergencies submitted by different corporations and government services. These include plans for dealing with disasters caused by the mishandling of dangerous goods, such as oil, gas, sour wells, ammonia etc.

Finally, a portion of the records relate to litigation by the province against perpetrators of oil spills for the environmental damage caused. The records include information about the the Rubin Lotus oil spill settlement but are mainly about the Nestucca Barge oil spill lawsuit against Sause Bros. of the United States. The records contain details of the valuation of natural resource damages as well as the out-of-court settlement from which the Province of British Columbia, Canada and the Nuu-cha-nulth Tribal Council received damages. There is also information about the resulting Trust Fund that was established to administer the money awarded through the settlement.

Emergency health services committee records

The series consists of records documenting the deliberations of the Provincial Medical Leadership Council (PMLC), formerly known as the Medical Advisory Committee (MAC), and other high-level emergency health services committees. The PMLC/MAC was established by the Emergency Health Services Commission (EHSC) to provide advice to the commission on all medical matters. The Council, consisting of physicians, paramedics and medical programs staff, discusses medical protocols and process issues with the EHSC and the BC Ambulance Service (BCAS). The chair of the council is Vice-President, Medical Programs. The PMLC is responsible for the review and approval of draft protocols. It may also assign responsibility for research and evidence collection to Medical Programs. The series also includes other high-level committee work such as the Emergency and Health Services Commission, the Provincial Joint Labour Management Committee, the Occupational Safety and Health Committee, the Provincial Joint Occupational Safety and Health Committee, the Medical Dispatch Review Committee, the Emergency Health Services Commission's Fire Service/BCAS Coordinating Committee, Patient Committee on Patient Transfer, and the Provincial Patient Transfer Steering Committee. Records in this series also document the work of the Senior Operations Team. They were created under the Health Emergency Act (RSBC 1996, c.182) between 1985-2010 in BC.

This series is arranged by meeting date, committee name or event. It includes correspondence, agendas, minutes, handouts, statistics, action logs, reports, and submissions. These records were classified as committee files (ARCS 200-20) with a final disposition of selective retention. The 2011 version of the Emergency Health Services ORCS (schedule 123390) classifies the MAC records as 51540-40 Provincial Medical Leadership council’s meeting deliberations. The remaining records classified under ARCS 200-20 were selected for transfer to the BC Archives because they document the work of high-level committees and the functions, decisions, and activities of the Senior Operations Team.

Delgamuukw court records

The series consists of transcripts of court proceedings, cross-examinations, examination of discovery, exhibit indices, closing statements, briefs, and reasons for judgement of Delgamuukw v. The Queen. The case was heard in the Smithers Supreme Court between 1987 and 1989 (case file 0843). Following the hearings in Smithers, the case reached the BC Court of Appeal and eventually made its way to the Supreme Court of Canada where a landmark ruling was finally issued in 1997.

The transcripts of the proceedings at trial, which consist of 369 spiral-bound volumes, provide a wealth of information on First Nations genealogies, traditional resource knowledge, and language, as well as details of the extent of traditional territories. The series consists of more than 23,000 pages of trial transcript and includes the testimonies of more than 60 witnesses. The series also includes the reasons for judgment. Gitxsan hereditary chief Delgamuukw (Albert Tait), who filed the Statement of Claim, passed away shortly before the trial opened in 1987 and was succeeded by Kenneth Muldoe who was in turn succeeded by his brother, artist Earl Muldon. The claim covered 133 traditional territories, which amounted to 58,000 square kilometers of northwestern British Columbia. Peter R Grant served as lead counsel for the Gitxan and Wet-suwet'en chiefs, and D.M.M. Goldie served as lead counsel for the Province.

The files are arranged as they arrived from the Smithers court registry. Boxes 1 to 13 contain the proceedings at trial. Boxes 16 and 17 include lists of exhibits which provide information on relevant archival collections held in repositories across the province.

Aboriginal liaison and First Nations consultation case files for the Cariboo Region

This series consists of Aboriginal liaison and First Nations consultation case files, primarily for the Cariboo region, from 1985-2008. These records document the Ministry of Environment and its successors' resource management involvement with First Nations groups and consultation with respect to resource management plans. Each file documents consultation and communication with a particular First Nation, Tribal Council or other Indigenous group regarding a variety of issues and practices related to resource management and use. File may be related to land claims, land use planning, the creation of sustainable resource management plans (SRMPs) and sub-regional area plans, or specific resource management and land management issues, including forestry, water rights, wildlife management and hunting, mining, protection of parks and cultural sites, and the creation of roads.

The files in this series were titled and organized in most instances as case files, based on the name of the First Nation involved in the consultation process. Many files document the creation and finalization of various kinds of agreements between the Ministry and First Nations groups. Files also include the planning and execution of joint projects, workshops and meetings to consult First Nations about the creation of resource management plans or to address specific resource management issues.

Files may include correspondence, reports, memorandums of understanding, agreements, financial records, business records of the relevant indigenous group, consultation protocols, maps, and newspaper articles and government responses to them.

Most files regard a particular indigenous group, mostly from the Cariboo and surrounding region, including: 'Esdilagh (Alexandria Band), Alexis Creek, Tl'etinqox Government (Anaham), Llenlleney'ten (High Bar), Bonaparte, Tsq’escen (Canim Lake), Stswecem’c/Xgat’tem (Canoe Creek), Carrier-Sekani Tribal Council, Carrier Chilcotin Tribal Council, Cariboo Tribal Council, Northern Secwēpemc te Qelmūcw (NStQ or Northern Shuswap Tribal Council), Esketemc (Alkali Lake), Hamatla Treaty Society, Homalco, Lhoosk’uz Dene (Kluskus), Lheidli-Tenneh, Nazko, Nuxalk Nation Government, Lhtako Dene (Red Bluff), Saik’uz, Skeetchestn, Shuswap Nation Tribal Council, Xat’sūll (Soda Creek), Simpcw (North Thompson Indian Band), Yunesit'in Government (Stone Indian Band), Tsilhqot’in National Government, Tl'esqox (Toosey First Nation), St'át'imc, Ts'kw'aylaxw, Ulkatcho Nation, Whispering Pines/Clinton, T'exelc (Williams Lake Indian Band), and Xeni Gwet’in First Nations. Other Indigenous groups may be mentioned within files.

Port McNeill Forest District forest development plans

This series consists of forest development plans created from 1985-2002 by the Port McNeill Forest District, a division of the Vancouver Forest Region. The majority of the records relate to Tree Farm Licences (TFL).

TFLs are a type of timber tenure which grants a virtually exclusive right to harvest timber and manage forests in a specified area. They are issued for a term of 25 years, but can be replaced every 5-10 years. The records relate to TFL 6, TFL 25, TFL 37, TFL 39, TFL 43 and TFL 47. Over the years, TFL boundaries and rights holders may have changed. TFL holders are required to submit a management plan every five years to the Chief Forester (RSBC 1996, c. 157, s. 35, and BC Reg. 23/2013).

These records include draft and final management or development plans; revisions or amendments to existing plans; correspondence between the ministry and licence holders, as well as correspondence with ministry staff; records related to public review of the development plans; consultation and correspondence with impacted First Nations; reasons for why a plan or amendment was or was not approved; advertisements in newspapers and the Gazette; maps and map overlays; reports; and charts.

The series also includes development plans for the following other types of timber tenures: replaceable forest licences, replaceable timber sale licences, and woodlot licences.

Industrial Townships Commission : reports, correspondence

The series consists of reports and correspondence from 1986 to 1997. These records were created and acquired by John G. Callan, Commissioner of the Industrial Townships Commission between 1989 and 1997. The records mainly consist of reports, illustrated with colour photographs, written for the Minister of Municipal Affairs. The reports give detailed information about the annual inspection trips of the three member Industrial Townships Commission to the Kemano townsite, which was run by the Aluminum Company of Canada, Limited (Alcan).

The series is arranged chronologically and by will code. The will code generally consists of a two digit number representing the year in which the will was filed, followed by a slash and a sequential will number. A single file includes multiple wills and the file title provides the range of will numbers contained within each file.

The nominal probate index available in GR-1578 provides both the name of the deceased and the sequential code number. Using this number, it is possible to locate the appropriate will file. Not all individuals listed in the probate index had wills.

BC Parks planning project files

This series contains records produced by BC Parks relating to different planning projects for the management and protection of provincial parks and protected areas.
A master plan and/or a management plan includes a vision, strategy, goals, objectives and actions for conservation, development, interpretation and operation of a Park/Protected Area. A management plan relies on current information relating to resources such as natural values, cultural values, and recreation opportunities within the PPA, as well as resource activities occurring on surrounding lands. Management direction statements and purpose statements are used to provide similar direction in less comprehensive documents.

Currently, the series contains records from two major planning initiatives: the BC Parks Legacy Project and the British Columbia Heritage Rivers Program.

Records relating to the BC Heritage Rivers Program include all types of documents used to assess the eligibility of rivers for the program. This includes resource documents published by other agencies involved in land and resource use planning, as well as nominations and letters of support from the public and various conservation organizations.

Records relating to the BC Parks Legacy Project document the division’s commitment to protecting and managing the newly designated Protected Areas in the province. Records contain information about consultations with the public, as well as procedures for accumulating information and opinions on concerns such as conservation of natural areas and biodiversity. The files contain several presentations and outreach materials, as well as the minutes, work plans and reports from the Parks Management Committee and its several working groups and related committees. Administrative-related files cover a range of topics such as establishing the BC Parks Trust, the Legacy Program’s Terms of Reference, correspondence, organizational charts, BC Parks history, finances, information and media releases and backgrounders.
