Vancouver Supreme Court indexes to case files

The series consists of indexes to Vancouver Supreme Court case files between 1988 and 1992. Entries provide plaintiff and defendant names, filing date, and a case number, which can be used to located associated orders found in GR-2011. Between ca. 1980 until 1994, civil case files were separated into different series by the court registry. Indexes include the following series: statutes (“A/J”), motor vehicle (“B”), general civil (“C”), and foreclosures (“H”). Case numbers each begin with the letter of their corresponding series.

Indexes are arranged by year and into two series groupings: “A” and “J” cases or “B”, “C”, and “H” cases. For 1988 and 1989, they are then separated into alphabetical plaintiff, defendant, and alias/cross-reference lists. Beginning in 1990, the lists are combined into a single list that can be searched using plaintiff, defendant, or alias/cross-reference. Original textual records were likely destroyed after microfilming; retrieve records using microfiche. The records were scheduled for full retention under Court Services ORCS (schedule 100152) 53200-20.

Exposure to hazardous materials case files

This series consists of exposure to hazardous materials case files created by the Human Resources Branch of the Ministry of Environment, Lands and Parks, 1988-1998. Files contain correspondence, minutes, reports and training materials regarding the presence of asbestos in a government office building and possible employee exposure; exposure to hazardous carpet glue at another government office; inspection and use of a lab at Malaspina College; and the implementation of training for Conservation Officers on handling hazardous materials to meet WCB compliance.

Records in this series are covered by ARCS 1460-40 and 1460-45. Records have been selected for full retention.

Investigation into the collapse of the Save-On Foods and Drugs building in Burnaby by Dan J. Closkey, Commissioner. Includes reports, transcripts of proceedings, submissions and briefs, exhibits, secretary's files, and reference material. 13 videocassettes of videotaped proceedings from 17 June to 6 July 1988 transferred to Sound and Moving Images (Acc. No. V1989:11/1-13).

Proceedings were videotaped by Westcoast Cablevision from June 17 1988 through to the end of the public hearings on July 6 1988. They were broadcast live, rebroadcast in Burnaby, Vancouver, Richmond, Coquitlam, Port Coquitlam, Port Moody and Maple Ridge. 13 video cassettes were transferred to Sound and Moving Images [Acc. No. V1989:11/1-13].

Information and Privacy Commissioner investigations

The series consists of Information and Privacy Commissioner investigations resulting from freedom of information requests from citizens of BC to the Ministry of Children and Family Development and its predecessors on matters such as adoption, children in foster care, allegations of abuse in the home, and support services for children requiring additional care. The request for access to records and subsequent investigations were conducted by the Information and Privacy/Records office, Ministry of Children and Family Development (2001-) and its predecesors; the reviews were conducted by the Office of the Information and Privacy Commissioner (OIPC). Following the completion of the freedom of information request, the applicant may ask the OIPC to review decisions to release, not release, or sever records made by the ministry. This series of records consists of a copy of the original access request, correspondence between staff and the applicant, correspondence between the ministry and the OIPC, submissions to the OIPC, and a copy of the final report. The files often contain intake reports and packages, investigation and interview notes, acknowledgement of receipt of records forms, and copies of materials such as criminal records, social worker handwritten notes, child protection checklists, adoption files, medical records, and judicial records.

The records are arranged by applicant surname and are classified as either family support services or adoption services. The records include copies of correspondence, memoranda, reports, information packages, copies of affidavits, checklists, and legal files. The records in this series were classified as 290-20 in the BC Government Administrative Records Classification System (ARCS). Ministry staff also assigned an additional number that consisted of the year of the investigation followed by a sequential number.

Women’s issues : Aboriginal and violence project case files

The series consists of records relating to the initiatives and programs regarding violence against women and children implemented by the federal government, the provincial government of British Columbia, and non-government organizations in British Columbia between 1988-1993.

The records focus primarily on family violence, and many of the files consist of federal initiatives to combat violence, including research and statistics on these issues. Many of the records also address shelters and transition housing, and include correspondence with non-government organizations that provide these services. Some records belong to the Stopping the Violence Initiative (ORCS 31000), and it is possible that other files were considered research and resource files in support of this initiative. Stopping the Violence Initiative consists of program funding for the provision of transition and safe houses, outreach, multicultural services, and counselling for women who experience violence and for children who witnessed abuse.

Many of the records were created or maintained by the Ministry of Social Services. In September 1993, the functions and responsibilities of the Ministry of Social Services regarding child care programs and the operation and maintenance of emergency shelters and transition homes were transferred to the Ministry of Women’s Equality (OIC 1220-1993).

The records consist of memoranda and correspondence regarding different programs, research papers, statistics, reports, and briefing notes.

The records correspond to ORCS 31000-20: Stopping the Violence (STV) Funding – issues files. Although many of the records do correspond to this ORCS, it appears there are additional records in this series that have not been classified accordingly or should be considered resources in support of STV.

Ministry of Aboriginal Relations and Reconciliation legal files

The series consists primarily of the ministry’s “legal opinions register/binders” for multiple years. These include memoranda and correspondence written by the Attorney General, Legal Services Branch, which give that branch’s confidential legal opinions.

The records were arranged by their creator chronologically by year and month. Each file contains an index at the front of the file, where opinions are indexed by a file number, date, writer of the opinion, and subject.

The series also consists of case files created for specific legal issues and questions.

The records were classified as 350-02 and 350-20 in the BC Government’s Administrative Classification Schedule.

The records in this series document the development of Land and Resource Management Plans and provide evidence of the nature and evolution of the planning process.

The records are mainly organized by topic and region. They cover discussions on specific areas and subjects of concern, such as wildlife, tourism, recreation and conservation. Many of the files include discussions about existing legislation to guide plan development. The records also include other reference material such as documents related to the Protected Areas Strategy with summaries of different forest districts, literature reviews, studies, reports (particularly those about the Protected Areas Designation Process) and interim management direction statements from BC Parks. Many files relate to the LRMP table discussing possibilities to designate new protected areas through land use planning. The records also include various working group plans and recommendations, framework plans for a coordinated approach to planning, as well as guidelines to help participants write these plans.
There are also several folders organized by Resource Management Zone (RMZ) with printouts of maps depicting the area, as well as separate files for interests submitted by the Ministry of Environment, Lands and Parks, Ministry of Forests, BC Assets and Land Corporation, and Ministry of Transportation and Highways.

The records are arranged according to the Resource Management Operational Records Classification System (schedule 144100) using the following primary numbers:

17550: RMP – Land and Resource Management Plans
17730: RMP – Sustainable Resource Management Plans
And the secondary number -30 (development case files).

This series currently contains records from the Kamloops, Lillooet LRMP and the Okanagan-Shuswap LRMP tables. The records from the associated accession(s) cover all types of land use and resource planning, including landscape unit plans, sustainable resource management plans, land and resource management plans, local and regional resource use plans, and other land and/or resource use plans as they were all part of a greater land-use strategy.

Resource program evaluation case files

The series consists of records documenting the evaluation of residential care programs and day services in British Columbia. The records were created and received by the Ministry for Children and Families, Ministry of Social Services, and Ministry of Social Services and Housing between 1989-1998. As a result of institutional downsizing, the ministry contracted out external monitoring services specific to residential and day services across BC. The contractors, known as the Provincial Review Team (PRT), created evaluative reports on the family home or day service. The reports include overviews of the clients and their requirements, the model of service, the review process, and the overall impression of the residential care home or day service program. Residences may be semi-independent apartment supports and training homes; family model homes (1-8 clients per home); facilities (7 or more clients); and staffed residences (approximately 4 clients). Day services include supported employment and self-help skills programs. Some of the files contain information packages on the PRT, various proposals, and some contract files.

The records are arranged alphabetically by the name of the program or topic. The records include correspondence files, evaluation reviews, reports, follow-up surveys, and research/reference materials. These records are classified as resource program evaluation case files (secondary 45130-50) under the Ministry for Children and Family Development ORCS (schedule 118669).

Records of the Assistant Deputy Minister, Community and Regional Development Division

The series consists of applications to the Small Business Assistant Program fund, meeting minutes, briefing notes, business plans, reports, recommendations, and Treasury Board submissions created by the Assistant Deputy Minister of the Community and Regional Development division between 1989 and 1996. The records demonstrate the involvement of the provincial government in the development and running of small businesses across the province, as the division provided information for individuals wishing to start their own business. The series consists of applications for funding from small start-up businesses as well as from local museums and local history societies. The series also consists of several records documenting the Natural Resource Community fund, which provided assistance to struggling resource-dependent towns. Through applications to the Fund, the series documents the rise and fall of the fortunes of small BC towns, as mines and mills temporarily or permanently shuttered.

The records were primarily created by Wayne Hatch and Catherine Read in their roles as the Assistant Deputy Minister of Community and Regional Development.

First Nations issues : topical files

The series consists of meeting minutes, reports, presentations, correspondence, work plans, briefing notes, and summaries of court decisions. The records were created between 1989 and 2008 by the Local Government First Nations Relations section of the Ministry of Community Services and are arranged alphabetically by topic. The records document the relationship between the provincial government and First Nations representatives, and provide evidence of the overall approach for developing effective working relations between the two. The series includes several files on Aboriginal litigation, and includes records citing the Delgamuukw case. The series consists of records dealing with capacity building, amendments to reserve land and boundary extensions, First Nations taxation, the Economic Measures fund, treaties and planning. Records of the Minister of Small Business, Tourism and Culture

The series consists of correspondence, reports, meeting minutes, briefing notes, business plans, newsletters and marketing plans created by the Minister of Small Business, Tourism, and Culture. The series consists of records created by both Darlene Mazari and her successor Bill Barlee. Mazari served as the Minister of Tourism and Minister Responsible for Culture between 1991 and 1993, and Barlee served as the Minister of Small Business, Tourism, and Culture from 1993 to 1996. The records document the government’s involvement with libraries, publishers, historic sites, and museums province-wide. The series demonstrates the involvement of the provincial government in marketing British Columbia as a tourist destination to BC residents, Canadians, and foreign visitors. The series also provides evidence of the relationship between British Columbia’s First Nations and the provincial government. The series includes several industry- or sector-specific reports, including strategies for golf and ski resorts, and rail travel. The series consists of records relating to the development of Hastings Park, the site of the PNE, Barkerville, Fort Steele, and the Kettle Valley Railway. The records also provide evidence of how BC’s decisions to develop areas such as Clayquot Sound affected tourism and outsiders’ perceptions of the province.

Records in accession 92-4526 date from 1989 but appear to be have been used by Mazari and placed in the file in the 1990s.

Cabinet Order-in-Council background material

This series consists of background materials used by members of cabinet in the creation and approval of orders-in-council (OICs) and Ministerial Orders, from 1989-2003.

The majority of these records are information sheets or resumes which identify the relevant Ministry, contact person, summary of background information, authority (such as any related legislation), concerns from Legislative Counsel, impacts of the OIC, and tracking information. The OIC number is usually stamped in the top right corner. Numbers with the prefix “M” are Ministerial Orders, not OICs.

Information sheets may be stapled to other associated supporting records such as correspondence, reference materials, financial impact statements, copies of the OIC, and coloured slips showing it has been reviewed by Legislative Counsel. Green slips note the OIC can proceed, yellow indicates certain conditions that need to be met, and red indicates the OIC may be invalid or open to challenge. Most packages do not include copies of the actual OIC.

There are also a few files relating to a 1983 OIC “reduction exercise”. This involved reviewing legislation to determine if statutory powers requiring routine OICs to have full consideration and approval of cabinet could be transferred to the Minister concerned. This change was considered so Cabinet could spend more time on “non-routine” issues.

Early OICs are grouped by the name of the Ministry responsible, and roughly chronologically within each grouping. Sheets may not clearly be labelled with the year and files may contain OICs for multiple years.

Later OICs are arranged chronologically by year and OIC number. There may not be records for every OIC number or there may be a placeholder noting where records for an OIC are not included. Each year filed chronologically may begin with files for minutes of Cabinet and other miscellaneous files related to OICS of that year.

Records in the series are covered by ORCS 10200-30 of schedule 881099 (Office of the Premier and Executive Council).

Environmental public programs

The series contains records related to public relations projects, mainly educational programs, organized by the Ministry of Environment, Lands and Parks and its predecessors. Currently, the series covers records relating to the following exhibits, travelling shows and school programs: Eco Village at Enviro-Expo, Globe ’92, Ecozibit, Handle With Care mall show and Handle with Care school tour, and the Eco Educational School Program.

Records pertaining to the Eco Village include records from Pastiche Productions who produced the Eco Village display and produced the accompanying video for Enviro Expo in 1992. These records include correspondence to the Ministry in regards to the project, draft scripts, proposals, features, budgets and descriptions.

Travelling shows include records relating to schedules, locations, guests appearances, a guestbook, feedback, costs, publications, notes and related correspondence.

Records pertaining to school programs include correspondence and files received from Force Four Productions who produced the educational videos ft. Eddie and the Ecosaurus for the school programs. Other records include schedules of school visits, request for school materials, teacher’s guide, reading lists, thank you letters, and student activity sheets.

In addition to these records, there are also executive summaries, correspondence, schedule of visits, feedback and comments, promotional material, launch details, news releases, agenda, speaking notes, status reports, budgets, briefing notes, and copies of news articles.

The series also contains colour photographic prints. Photographs have been removed from original sheets of paper to which they were affixed and placed into acid-free paper sleeves for conservation. Photographs are found throughout the records and depict exhibit design, Eco the Ecosaurus mascot with attendees, speakers and audience members.

The records are arranged by program and are classified under the ARCS primary and secondary numbers 336-20: Public relations projects.

Kamloops Forest Region forest tenures

This series includes records related to forest tenures in the Kamloops Forest Region from 1987-1998. The series currently includes records from the Kamloops Forest District, Penticton Forest District and Vernon Forest District within the larger Kamloops Forest Region.

Types of forest tenure records in this series include non-replaceable timber sale licences (TSLs), including licences issued under the Small Business Forest Enterprise (SBFEP) program and BC Timber Sales Program.

Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation and extension of forest tenures under the Forest Act.

Records include correspondence; licences; logging plans; log hauling and harvesting contracts; preharvest silviculture prescriptions, reviews and amendments; harvest inspection reports and appraisals; stumpage calculations; records related to right of ways and Forest Service Road permits; reports; maps; and photos.

The series also includes legal documents for cutting permits for replaceable forest licences and tree farm licence (TFL) 35. These files may include some of the records described above, but primarily contain records related to silviculture prescriptions and surveys.

First Nations taxation files

The series consists of taxation files created by the Property Taxation Branch between 1989 and 1996. The files relate to First Nations self-taxation and document the transfer of taxation authority to First Nations bands. Under self-taxation, the minister issues a self-taxation certificate to the First Nations band and the province vacates the area as taxing authority. The files also contain information on taxation disputes and land claims.

The records in this series consist of files containing copies of BC Gazette advertisements, notification letters, band self-taxation bylaws and self-taxation certificates.

The records have been classified as 45200-20 under the Property Taxation Operational Records Classification System (ORCS).

Motor carrier appeal case files

The series consists of records relating to the administration of cabinet appeals, mainly decisions of the Motor Carrier Commission under the Motor Carrier Act (RSBC 1979, c. 286), now repealed. This statute required appeals to be administered by the Ministry of Attorney General. These records were created and received by the Order in Council Administration office, under the Ministry of the Attorney General - Legal Services Branch, between 1989-1992 in British Columbia. These appeal case files provide evidence that the application for judicial reviews is not prevented or prohibited by the passing of time, Judicial Review Procedure Act (RSBC 1996, c. 241). According to the records schedule, approximately 50 appeals were heard each year. The series includes successful appeals as well as those that are closed, withdrawn, or abandoned. Outcomes of the appeal process are annotated on the corresponding file folder.

This series is arranged numerically. The records consist of correspondence, precis, briefs, mailing fees, and filing fee receipts. These records are classified as appeal case files (secondary 93050-20) under the Orders in Council Administration ORCS (schedule 107559).

Town of Bamberton reviewable project files

This series contains project proposals and reports submitted by various engineering firms and consultants. The material deals with several infrastructure projects for the Town of Bamberton. The projects were deemed reviewable by the province, thus the reports deal with aspects such as feasibility, environmental impact in addition to other its impacts on other areas. Many reports include blueprints and/or technical drawings.

Cariboo Region land and resource management committee files

This series consists of land and resource management committee files and executive records from the Cariboo Region, 1990-1998. Records relate to a variety of environmental and land use issues in the Cariboo Chilcotin area, including: wildlife management, water, use of range land, Taseko Mines proposal, fishing, land and resource management plans (LRMPs) and the development and implementation of the Cariboo Chilcotin Land Use Plan. Records include correspondence, reports, minutes, reference material and briefing notes.

Executive records include referral replies, files of reference material and some files regarding specific issues and projects involving the Minister and other Executives.

Records include minutes and other operational records of several different committees. Most records are from the Cariboo Regional Interagency Management Committee and Commission on Resources and Environment (CORE). There are also related files from the Cariboo Chilcotin Regional Resource Board, Cariboo Chilcotin Land Use Committee and meeting files from various regional mangers and executive groups.

Files may include consultations with and comments from community groups, resource users and First Nations regarding the development of management plans, land use and environmental issues.

Records have been selected for permanent retention and are scheduled under Administrative Records Classification numbers 204-20, 280-30 and 102-20.

Campbell River Forest District operational records

This series consists of a variety of operational records created by the Campbell River Forest District, a division of the Vancouver Forest Region, from 1990-2001. This includes land and resource management records, range tenures, and procedure files.

The series includes the following types of records:

Records relating to Land and Resource Management Plans (LRMP) consider all resource values within a given area of land. This area of land can consist of a TSA, a forest district, or other areas as designated. Each plan is prepared by an Interagency Planning Team in consultation with the public. These plans can be further subdivided into resource units and resource management zones. The participants in the planning process may build scenarios that include a set of resource management objectives and strategies both for the entire planning area and for each of the smaller units it contains. This primary includes the development, monitoring and review and amendment of plans for specific areas, and input from the public. The series includes terms of reference for the establishment of LRMPs.

Records relating to Local Resource Use Plans (LRUPs) to resolve resource use conflicts in specific areas at the local level. Includes records relating to data concerning a specific area - usually a watershed or other distinct resource management unit.

Utilization records regard the guidelines followed by the Ministry of Forests concerning the harvesting of timber
and the resulting affects on fish habitat. Includes guidelines, audits of licensees to ensure compliance with
guidelines, action/assessment plans.

The series also includes one district inventory program file and a range tenure file. There are also procedures related to engineering, road damage, forest service roads, district program planning, nurseries silviculture obligations and silviculture treatments.

The series consists of correspondence, discussion papers, reports, and agreements with health authorities and the federal and provincial governments. The records were created by the Ministry of Health's Health Authorities division and its predecessor, the Performance Management and Improvement division. Due to frequent restructuring within the Ministry of Health and the Ministry of Health Services, accession 94-6163 was held for a time in the custody of the Health Services Policy and Quality Assurance division, a successor to the Health Authorities division.

The series documents the development of major province-wide programs designed to improve the health care system, and consists of records showing the rationale behind program development. Major programs that are covered include the BC Telehealth network, abortion services at the Elizabeth Bagshaw and Everywoman’s Healthcare clinics, and the Diabetes Surveillance System. The series also includes records on plastic surgery, macular degeneration treatments, SARS, Riverview, dental services, life support, surgery waiting lists, Canuck Place Children’s Hospital, patient safety, and cardiac revascularization.

The series is covered by ORCS 25100-30 of the Health Authority Performance Management schedule (schedule 122352) and is arranged by program. The records of the series were heavily interfiled with health authority records from other series. In many cases, the records appear to have been misclassified. Although the archivist has made every attempt to strike a balance between respecting the original classification system and arranging the records in a logical way, researchers are advised to consult the finding aids for related series. The majority of the CDs included in this series are commercially produced and do not contain original records. File directories with metadata have been printed to accompany CDs with original records.

Records of the Deputy Minister to the Premier

The series consists of correspondence, reports, presentations, Treasury Board and Cabinet submissions, planning and task force records, and meeting minutes and agendas, created by the Deputy Minister’s office within the Office of the Premier and Cabinet Office. The records were created between 1990 and 2006 by Deputy Ministers to the Premier and provide evidence of the decision-making function of the Deputy Minister’s office, as well as of the relationship between the Office and other branches of government. The records are generally arranged first by ARCS number and then alphabetically within each ARCS section. Several accessions consisted of records with just one ARCS number, and in those instances, records are arranged alphabetically by file title. These accessions form a sort of subseries dealing with legal opinions, although their filing structure and apparent administration mirrors that of the broader series.

The series includes records dealing with administration and organization, legislation, letters of appreciation and complaints, associations, clubs and societies, committees and commissions, cooperation and liaison, information services, legal opinions and conflicts of interest. Accession 93-5635 deals almost exclusively with conflict of interest files. Files in the last two boxes in this accession were created to outline and document potential conflicts of interest of Ministers and MLAs. The existence of these files for specific individuals should not be taken as an indication that an actual conflict of interest existed, as the files largely appear to have been created as a matter of course.

Many of the records in this series address major legal and societal issues of the day and reflect actions discussed in government. Such societal issues include the “Fast Ferry” incident and First Nations land issues. Records in this series also document changes and amendments to the terms of agencies, boards, and commissions across the province, as well as the privatization of former government functions such as BC Ferries.

Records in accessions 93-7701 and 94-7289 were scattered and out of order when they arrived at the Archives. Some records had fallen out of files, and the files generally were out of order. The archivist has recreated the original filing structure, based on transferred box content lists, which mirrored that of other records in the accession. It appears that at least some of the records were subsequently used in a legal challenge and were likely replaced incorrectly in the box. Stickers were placed on the outside of files used in legal challenges and provide evidence of their usage in that instance.

Soil conservation project final reports

The series consists of soil conservation project reports created between 1990 and 1994 by the Ministry of Agriculture, Fisheries and Food and its predecessor agency, the Ministry of Agriculture and Fisheries. The Canada-British Columbia Soil Conservation Program (CBCSCP) was a program created to accelerate the adoption of environmentally sustainable agricultural production systems to reduce water pollution and soil erosion. The program concluded March 31, 1994.

The records contain final reports submitted to the Ministry, arranged by project code. In some cases, the files include preliminary reports and correspondence. There are also program evaluation reports from 1994. The records have been classified as 25200-60 under the Agricultural, Fisheries and Food Operational Records Classification System (ORCS).

The series consists of development program files created by the Industry Organizations Development Branch and the Resource Management Branch of the Ministry of Agriculture, Food and Fisheries, and its predecessor body Financial Development Programs Branch, from 1990 to 2001. The files include policy and procedures; final reports, some illustrated with photographs; correspondence; and memoranda and studies relating to various economic development programs including:

Canada-British Columbia Agreement on the Agriculture Component of the Green Plan, established to assist the agri-food sector to strive toward environmental sustainability and socio-economic viability;

Canada-British Columbia Farm Business Management Agreement, a program of conditional grants to develop and facilitate the upgrading of the business management skills of B.C. farm managers;

Partners in Progress program, conditional grants to members of the agriculture, fisheries and food industries to form partnerships to act on and develop new ideas and ways of dealing with increasing competition of world markets;

Fisheries Development and Diversification Program (FDDP), established to provide assistance to the commercial fishing industry by stimulating and encouraging the development of scientific research and seafood products, and the application of technology;

Soil Conservation program, a program to accelerate the adoption of environmentally sustainable agricultural production systems to reduce water pollution and soil erosion.

Intermingled within the files, there are eight VHS videocassettes, fourteen 3 1/2 inch floppy disks, three CD-ROM disks and four objects including a cloth bag, two plastic lids and a plastic bag.

Food Industry Branch records

The series consists of records created by the Food Industry Branch of the Ministry of Agriculture, Food and Fisheries, and its predecessor bodies, from 1990 to 2002.
Records include committee files created by the Branch between 1990 and 1996 as well as other administrative files relating to meetings and executive correspondence. These records were classified under the Administrative Records Classifications System (ARCS).
Records also include those that relate to the food industry market development program known as Buy BC, including policy records and partnership program final reports, from 2000 to 2002 classified under the Agricultural, Fisheries and Food Operational Records Classification System (ORCS).

Records of the Assistant Deputy Minister, Mineral Resources Division

This series consists of the records of the Assistant Deputy Minister of the Mineral Resource Division from 1990-1993. At this time, the position was held by Bruce McRae and was part of the Ministry of Energy, Mines and Petroleum Resources.

There are files related to the impact of and issues with individual mines across the province. This includes the ministry's involvement in high profile and controversial mining and mineral resource development projects such Westar, Iskut Valley, and Windy Craggy (Tatshenshini-Alsek Provincial Wilderness Park).

Most records relate to the Protected Area Strategy (PAS) Assistant Deputy Ministers' Committee, of which the Assistant Deputy Minister (ADM), Mineral Resources Division was co-chair. British Columbia's Protected Areas Strategy was the result of Canada's commitment at the 1992 Earth Summit to establish 12% of its land base as protected areas. British Columbia identified new areas for protection through community-based land use planning that involved industry, environmental groups, First Nations, communities, and government. Many records related to the creation and implementation of Protected Areas Strategies and their relation to mining.

Other types of records include correspondence, presentations, studies, annual reports, cabinet submissions, minutes, organizational charts, the Minister’s appointment calendar, and briefing notes. Briefing notes regard approval of mines, such as the Mount Polley mine; other mineral resource management; meetings with mining companies and other governments; and changes to legislation and policies.
