First Nations taxation files

The series consists of taxation files created by the Property Taxation Branch between 1989 and 1996. The files relate to First Nations self-taxation and document the transfer of taxation authority to First Nations bands. Under self-taxation, the minister issues a self-taxation certificate to the First Nations band and the province vacates the area as taxing authority. The files also contain information on taxation disputes and land claims.

The records in this series consist of files containing copies of BC Gazette advertisements, notification letters, band self-taxation bylaws and self-taxation certificates.

The records have been classified as 45200-20 under the Property Taxation Operational Records Classification System (ORCS).

Kamloops Forest Region forest tenures

This series includes records related to forest tenures in the Kamloops Forest Region from 1987-1998. The series currently includes records from the Kamloops Forest District, Penticton Forest District and Vernon Forest District within the larger Kamloops Forest Region.

Types of forest tenure records in this series include non-replaceable timber sale licences (TSLs), including licences issued under the Small Business Forest Enterprise (SBFEP) program and BC Timber Sales Program.

Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation and extension of forest tenures under the Forest Act.

Records include correspondence; licences; logging plans; log hauling and harvesting contracts; preharvest silviculture prescriptions, reviews and amendments; harvest inspection reports and appraisals; stumpage calculations; records related to right of ways and Forest Service Road permits; reports; maps; and photos.

The series also includes legal documents for cutting permits for replaceable forest licences and tree farm licence (TFL) 35. These files may include some of the records described above, but primarily contain records related to silviculture prescriptions and surveys.

Motor carrier appeal case files

The series consists of records relating to the administration of cabinet appeals, mainly decisions of the Motor Carrier Commission under the Motor Carrier Act (RSBC 1979, c. 286), now repealed. This statute required appeals to be administered by the Ministry of Attorney General. These records were created and received by the Order in Council Administration office, under the Ministry of the Attorney General - Legal Services Branch, between 1989-1992 in British Columbia. These appeal case files provide evidence that the application for judicial reviews is not prevented or prohibited by the passing of time, Judicial Review Procedure Act (RSBC 1996, c. 241). According to the records schedule, approximately 50 appeals were heard each year. The series includes successful appeals as well as those that are closed, withdrawn, or abandoned. Outcomes of the appeal process are annotated on the corresponding file folder.

This series is arranged numerically. The records consist of correspondence, precis, briefs, mailing fees, and filing fee receipts. These records are classified as appeal case files (secondary 93050-20) under the Orders in Council Administration ORCS (schedule 107559).

Cariboo Region land and resource management committee files

This series consists of land and resource management committee files and executive records from the Cariboo Region, 1990-1998. Records relate to a variety of environmental and land use issues in the Cariboo Chilcotin area, including: wildlife management, water, use of range land, Taseko Mines proposal, fishing, land and resource management plans (LRMPs) and the development and implementation of the Cariboo Chilcotin Land Use Plan. Records include correspondence, reports, minutes, reference material and briefing notes.

Executive records include referral replies, files of reference material and some files regarding specific issues and projects involving the Minister and other Executives.

Records include minutes and other operational records of several different committees. Most records are from the Cariboo Regional Interagency Management Committee and Commission on Resources and Environment (CORE). There are also related files from the Cariboo Chilcotin Regional Resource Board, Cariboo Chilcotin Land Use Committee and meeting files from various regional mangers and executive groups.

Files may include consultations with and comments from community groups, resource users and First Nations regarding the development of management plans, land use and environmental issues.

Records have been selected for permanent retention and are scheduled under Administrative Records Classification numbers 204-20, 280-30 and 102-20.

Town of Bamberton reviewable project files

The projects were deemed reviewable by the province, thus the reports deal with aspects such as feasibility, environmental impact in addition to other its impacts on other areas. Many reports include blueprints and/or technical drawings.

Campbell River Forest District operational records

This series consists of a variety of operational records created by the Campbell River Forest District, a division of the Vancouver Forest Region, from 1990-2001. This includes land and resource management records, range tenures, and procedure files.

The series includes the following types of records:

Records relating to Land and Resource Management Plans (LRMP) consider all resource values within a given area of land. This area of land can consist of a TSA, a forest district, or other areas as designated. Each plan is prepared by an Interagency Planning Team in consultation with the public. These plans can be further subdivided into resource units and resource management zones. The participants in the planning process may build scenarios that include a set of resource management objectives and strategies both for the entire planning area and for each of the smaller units it contains. This primary includes the development, monitoring and review and amendment of plans for specific areas, and input from the public. The series includes terms of reference for the establishment of LRMPs.

Records relating to Local Resource Use Plans (LRUPs) to resolve resource use conflicts in specific areas at the local level. Includes records relating to data concerning a specific area - usually a watershed or other distinct resource management unit.

Utilization records regard the guidelines followed by the Ministry of Forests concerning the harvesting of timber
and the resulting affects on fish habitat. Includes guidelines, audits of licensees to ensure compliance with
guidelines, action/assessment plans.

The series also includes one district inventory program file and a range tenure file. There are also procedures related to engineering, road damage, forest service roads, district program planning, nurseries silviculture obligations and silviculture treatments.

Records of the Deputy Minister to the Premier

The series consists of correspondence, reports, presentations, Treasury Board and Cabinet submissions, planning and task force records, and meeting minutes and agendas, created by the Deputy Minister’s office within the Office of the Premier and Cabinet Office. The records were created between 1990 and 2006 by Deputy Ministers to the Premier and provide evidence of the decision-making function of the Deputy Minister’s office, as well as of the relationship between the Office and other branches of government. The records are generally arranged first by ARCS number and then alphabetically within each ARCS section. Several accessions consisted of records with just one ARCS number, and in those instances, records are arranged alphabetically by file title. These accessions form a sort of subseries dealing with legal opinions, although their filing structure and apparent administration mirrors that of the broader series.

The series includes records dealing with administration and organization, legislation, letters of appreciation and complaints, associations, clubs and societies, committees and commissions, cooperation and liaison, information services, legal opinions and conflicts of interest. Accession 93-5635 deals almost exclusively with conflict of interest files. Files in the last two boxes in this accession were created to outline and document potential conflicts of interest of Ministers and MLAs. The existence of these files for specific individuals should not be taken as an indication that an actual conflict of interest existed, as the files largely appear to have been created as a matter of course.

Many of the records in this series address major legal and societal issues of the day and reflect actions discussed in government. Such societal issues include the “Fast Ferry” incident and First Nations land issues. Records in this series also document changes and amendments to the terms of agencies, boards, and commissions across the province, as well as the privatization of former government functions such as BC Ferries.

Records in accessions 93-7701 and 94-7289 were scattered and out of order when they arrived at the Archives. Some records had fallen out of files, and the files generally were out of order. The archivist has recreated the original filing structure, based on transferred box content lists, which mirrored that of other records in the accession. It appears that at least some of the records were subsequently used in a legal challenge and were likely replaced incorrectly in the box. Stickers were placed on the outside of files used in legal challenges and provide evidence of their usage in that instance.

Health care program development files

The series consists of correspondence, discussion papers, reports, and agreements with health authorities and the federal and provincial governments. The records were created by the Ministry of Health's Health Authorities division and its predecessor, the Performance Management and Improvement division. Due to frequent restructuring within the Ministry of Health and the Ministry of Health Services, accession 94-6163 was held for a time in the custody of the Health Services Policy and Quality Assurance division, a successor to the Health Authorities division.

The series documents the development of major province-wide programs designed to improve the health care system, and consists of records showing the rationale behind program development. Major programs that are covered include the BC Telehealth network, abortion services at the Elizabeth Bagshaw and Everywoman’s Healthcare clinics, and the Diabetes Surveillance System. The series also includes records on plastic surgery, macular degeneration treatments, SARS, Riverview, dental services, life support, surgery waiting lists, Canuck Place Children’s Hospital, patient safety, and cardiac revascularization.

The series is covered by ORCS 25100-30 of the Health Authority Performance Management schedule (schedule 122352) and is arranged by program. The records of the series were heavily interfiled with health authority records from other series. In many cases, the records appear to have been misclassified. Although the archivist has made every attempt to strike a balance between respecting the original classification system and arranging the records in a logical way, researchers are advised to consult the finding aids for related series. The majority of the CDs included in this series are commercially produced and do not contain original records. File directories with metadata have been printed to accompany CDs with original records.

Soil conservation project final reports

The series consists of soil conservation project reports created between 1990 and 1994 by the Ministry of Agriculture, Fisheries and Food and its predecessor agency, the Ministry of Agriculture and Fisheries. The Canada-British Columbia Soil Conservation Program (CBCSCP) was a program created to accelerate the adoption of environmentally sustainable agricultural production systems to reduce water pollution and soil erosion. The program concluded March 31, 1994.

The records contain final reports submitted to the Ministry, arranged by project code. In some cases, the files include preliminary reports and correspondence. There are also program evaluation reports from 1994. The records have been classified as 25200-60 under the Agricultural, Fisheries and Food Operational Records Classification System (ORCS).

The series consists of development program files created by the Industry Organizations Development Branch and the Resource Management Branch of the Ministry of Agriculture, Food and Fisheries, and its predecessor body Financial Development Programs Branch, from 1990 to 2001. The files include policy and procedures; final reports, some illustrated with photographs; correspondence; and memoranda and studies relating to various economic development programs including:

Canada-British Columbia Agreement on the Agriculture Component of the Green Plan, established to assist the agri-food sector to strive toward environmental sustainability and socio-economic viability;

Canada-British Columbia Farm Business Management Agreement, a program of conditional grants to develop and facilitate the upgrading of the business management skills of B.C. farm managers;

Partners in Progress program, conditional grants to members of the agriculture, fisheries and food industries to form partnerships to act on and develop new ideas and ways of dealing with increasing competition of world markets;

Fisheries Development and Diversification Program (FDDP), established to provide assistance to the commercial fishing industry by stimulating and encouraging the development of scientific research and seafood products, and the application of technology;

Soil Conservation program, a program to accelerate the adoption of environmentally sustainable agricultural production systems to reduce water pollution and soil erosion.

Intermingled within the files, there are eight VHS videocassettes, fourteen 3 1/2 inch floppy disks, three CD-ROM disks and four objects including a cloth bag, two plastic lids and a plastic bag.

The series consists of records created by the Food Industry Branch of the Ministry of Agriculture, Food and Fisheries, and its predecessor bodies, from 1990 to 2002.
Records include committee files created by the Branch between 1990 and 1996 as well as other administrative files relating to meetings and executive correspondence. These records were classified under the Administrative Records Classifications System (ARCS).
Records also include those that relate to the food industry market development program known as Buy BC, including policy records and partnership program final reports, from 2000 to 2002 classified under the Agricultural, Fisheries and Food Operational Records Classification System (ORCS).

Records of the Assistant Deputy Minister, Mineral Resources Division

This series consists of the records of the Assistant Deputy Minister of the Mineral Resource Division from 1990-1993. At this time, the position was held by Bruce McRae and was part of the Ministry of Energy, Mines and Petroleum Resources.

There are files related to the impact of and issues with individual mines across the province. This includes the ministry's involvement in high profile and controversial mining and mineral resource development projects such Westar, Iskut Valley, and Windy Craggy (Tatshenshini-Alsek Provincial Wilderness Park).

Most records relate to the Protected Area Strategy (PAS) Assistant Deputy Ministers' Committee, of which the Assistant Deputy Minister (ADM), Mineral Resources Division was co-chair. British Columbia's Protected Areas Strategy was the result of Canada's commitment at the 1992 Earth Summit to establish 12% of its land base as protected areas. British Columbia identified new areas for protection through community-based land use planning that involved industry, environmental groups, First Nations, communities, and government. Many records related to the creation and implementation of Protected Areas Strategies and their relation to mining.

Other types of records include correspondence, presentations, studies, annual reports, cabinet submissions, minutes, organizational charts, the Minister’s appointment calendar, and briefing notes. Briefing notes regard approval of mines, such as the Mount Polley mine; other mineral resource management; meetings with mining companies and other governments; and changes to legislation and policies.

Trust fund and project reports

The series contains the records of the Ministry of Forests relating to Land Resource Management Plans (LRMP) and projects, specifically those of the Muskwa-Kechika Management Area (MKMA). The Ministry of Forests (Fort Nelson and Fort St. John Forest Districts) was part of the working group formed by government to develop plans for the entire MKMA. Other members of the group consisted of representatives from the Ministry of Environment, Lands and Parks and the Ministry of Small Business, Tourism and Culture. First Nation groups were also added to the group, with representatives from Kaska Dena Council, Muskwa-Kechika Advisory Board, Fort Nelson First Nation, Prophet River First Nation. The working group was chaired by Ron Rutledge of the Fort St. John Forest District.
Land Resource Management Planning is the sub-regional component of integrated resource planning in British Columbia. LRMPs establish directions for land use and specify broad resource management objectives and strategies for areas. These plans provide a comprehensive management framework to guide resource development and more detailed planning.
The records consist primarily of final reports and plans regarding land resource management for the MKMA or surrounding areas. There are also copies of correspondence and memos from other agencies participating in the planning process.
The series also contains annual reports from the Muskwa-Kechika Trust Fund for which the Minister of Environment was the Fund Trustee. The Trust Fund supports wildlife and wilderness resources of the management area through research and integrated management of natural resource development. It also maintains the diversity and abundance of wildlife species and the ecosystems on which they depend throughout the management area. Annual reports provide general information about the management area, information on board members, activity highlights, fundraising financial contributions, expenditures and project descriptions.

BC Ambulance Service (BCAS) ombudsperson’s investigations

The series consists of ombudsperson’s investigations into matters relating to the BC Ambulance Service. The records were created and received by the Emergency Health Services Commission between 1990 and 2009. They provide details of complaints regarding matters such as patient care by first responders, BCAS hiring practices, emergency vehicle operations, and allegations of workplace harassment that were sent to the ombudsperson and were subsequently investigated. The files also include closed case summaries of complaints received by the ombudsperson each year on matters related to the BC Ambulance Service. These records are governed by the Ombudsperson Act (RSBC 1996, c. 340) which sets out how disputes about government actions arise and are resolved.

The records are arranged by complainant or topic. They include correspondence, reports, pamphlets, and memoranda. They are also assigned an internal surname or topic abbreviation code. The series is covered by ARCS 155-20 (Ombudsperson’s investigations).

Pharmacy audit and monitoring files

The series consists of monitoring and audit files for pharmacies across British Columbia. The records were created between 1990 and 1992 by the Pharmacare division of the Ministry of Health. The selection of a pharmacy provider for audit can be made either by random or direct selection. The series consists of correspondence, audit and statistical reports, and inspection records. Audits are performed by the Pharmacare audit section and are carried out to ensure compliance with the terms of participation agreements.

The series is arranged by pharmacy audit project based on the internal Pharmacare number assigned to the pharmacy. Records in this series are covered by classification 70420-20 of the Pharmacare Services ORCS (schedule 123389).

Property transfer tax court/arbitrator files

The series consists of property transfer tax court/arbitrator files created by the Taxation Branch between 1990 and 2002. Property transfer tax is a registration tax that was imposed in 1987 under the authority of the Property Purchase Tax Act (SCB 1987, c. 15). It requires all property purchasers to pay the tax when they register transfer at a land title office. The tax rate is based on the property's fair market value. Exemptions are available for some transactions.

If an exemption is denied by the Minister, taxpayers may appeal the decision either in the Supreme Court of British Columbia or by arbitration. The arbitrator's decision is binding and can only be appealed to the Supreme Court of British Columbia if the appeal is on a question of procedure or law. The appeal in Supreme Court is a new hearing that is not limited to the evidence and issues that were before the minister. Decisions of the Supreme Court may be appealed to the BC Court of Appeal.

The records in this series consist of case files containing correspondence, briefing notes, system screen prints and legal documents used to prepare recommendation to the Minister re appeals and to prepare documents for court cases.

Records from the Office of the Comptroller of Water Rights

The records in this series originate from the office of Jack E. Farrell who acted as Deputy Comptroller of Water Rights, Director of the Water Resources Branch and Comptroller of Water Rights over the course of his career. The records relate to the activities done and responsibilities held as a member of the executive in the branch. These include regular correspondence with BC Hydro regarding programs and news releases, as well as files dedicated to legislation projects, committees related to safety, monitoring, and water studies, and annual reports from the Branch detailing current issues, projects, investigations and accomplishments. Committee records include both inter-provincial and international management of water resources along BC borders.

A number of files also describe the organizational structure of the Branch which appears to have gone through a major restructuring in 1995/1996 when the Water management Division/Water Rights Branch became the Water Resources Branch. The Branch was to administer the Water Act, Water Utility Act and the Utilities Commission Act (including licensing of major power projects). They were also responsible for the safety of dams and dykes, regulation of privately owned water utilities, protection from flooding and the collection of water license fees, with other past responsibilities being distributed to other offices.

This series consists of training and development course packages created by the Human Resources Branch of the Ministry of Environment, Lands and Parks, 1990-1995. Files contain correspondence, course materials and other records used in course development regarding chemical immobilization of wildlife, basic enforcement, electrofishing and tree assessment. The series also includes the results of a training needs assessment.

Accommodation planning as-built drawings

This series consists of accommodation planning as-built drawings and records regarding buildings solely used by the Ministry of Forests, 1990-2006. Much of the planning was conducted by or with the BC Building corporation.

Records regard the planning, construction, addition and renovation of buildings used by the Ministry of Forests across the province. This includes plans to upgrade or modify existing buildings, organizational moves, space transfers and accommodation re-planning to accommodate organizational change from Ministry restructuring and delineate surplus space. Each file relates to a particular location of satellite offices, Forest District offices, field offices, headquarters, warehouses and other buildings used by Forestry staff. All buildings are no longer in use and have been sold or had their leases terminated.

Records include project specifications, invitations to tender, blueprints, whiteprints, architectural drawings, project briefs, building requirements, sketches, site information, photos, building permits, correspondence, financial records, accommodation proposals, and information on staffing numbers and their required space in particular offices.

The records have been classified as ARCS number 510-02. Files are arranged in the order as they were received by the Ministry.

Northern Interior resource management plans and aboriginal liaison files

This series consists of resource management plans (RMPs) and aboriginal liaison files from the Northern Interior and surrounding region. Most records date from 1999 to 2010. These records document the creation of various kinds of land and resource management plans, as well as the government’s related consultation and relations with Indigenous groups. Many files relate to Old Growth Management Areas (OGMAs) and other forestry resources.

This series includes a wide variety of types of records and subjects. Each records type has been assigned an ORCS number from the Resource Management ORCS (schedule 144100). This number is included at the beginning of each file code in the finding aid. These are the file numbers used by the creator. In order to search for a particular file type, try searching for all or part of the ORCS number in the finding aid. The following types of files are included in the series:

Aboriginal liaison case files document the government’s resource management involvement with First Nations groups and consultation with respect to resource management plans. Each file documents consultation and communication with a particular First Nation, Tribal Council or other Indigenous group regarding a variety of issues and practices related to resource management and use. Many files document the creation and finalization of various kinds of agreements between the Ministry and First Nations groups. Files also include the planning and execution of joint projects, workshops and meetings to consult First Nations about the creation of resource management plans or to address specific resource management issues. Classified under ORCS number 17020-20.

Resource management plan referral case files relate to the review of plans submitted by organizations outside government, such as industry, First Nations, non-profit groups, and other government bodies. Classified under ORCS number 17490-20.

Land and Resource Management Plans (LRMPs) are sub-regional integrated RMPs. They are large scale and cover a number of resource sectors (a discrete natural or social resource such as tourism, forestry or mining). Regions are divided into smaller management areas called sub-regions. Records may relate to the development, including research, consultation with interested parties and creating terms of reference; implementation; monitoring to determined if the plans objectives are being met; and amendment of LRMPs over time. Similar steps are used for all RMPs in this series. Includes LRMP files for Mackenzie, Prince George, Fort St. James, Vanderhoof, and Kalum. Classified under ORCS numbers 17550-02, 17550-25, 17550-50 and 17550-60.

Landscape unit plants relate to the development, implementation, monitoring and amendment of landscape unit RMPs. Landscape unit plans often result in a set of legally binding resource management goals called 'landscape unit objectives'. These objectives are measurable goals defined by a geographic area, a specific timeframe and an individual resource or use of a resource. Classified under ORCS numbers 17580-55, 17580-25 and 17580-03.

Sustainable resource management plans (SRMPs) cover a relatively small area (usually under 100,000 hectares), referred to as a landscape unit, and address multiple resource management issues in the area. An SRMP is divided into chapters, with each chapter providing the planning for a specific resource value. Labour relations investigation case files

The series consists of labour relations investigation case files created between 1990-2001 by the Ministry of Skills Development and Labour and its predecessors : Ministry of Labour (1996-2001), Ministry of Skills, Training, and Labour (1993-1996), and the Ministry of Labour and Consumer Services (1986-1993) in British Columbia. These records document the involvement of government Industrial Relations Officers who, prior to 2002 and in accordance with the Labour Relation Code (RSBC 1996, c. 244), investigated labour relations complaints brought to the Labour Relations Board. The series consists of files documenting investigations of alleged labour violations between individuals, unions, and employers. Some of the files contain completed ballots and the results of union votes on matters under review for labour relations violations. Due to legislative changes, this function is no longer performed by the government Industrial Relations Officers.

The records include copies of referrals from the Labour Relations Board, investigation notes, investigation reports, completed ballots, and correspondence. The series is arranged by employer name. This series is classified under 72100-50 of the Employment Standards ORCS (schedule 112971).

Files relate to the Delgamuukw case, the Te’Mexw Treaty Association, Beecher Bay Indian Band, T’Souke Band, Songhees Band, Malahat Band, Nanoose Band, and Yale Band.

The series includes records created before the W.L.C. Developments Ltd. name was changed to the British Columbia Assets and Land Corporation, in 1998. One file includes documentation regarding that change of name.

This series consists of committee files from the Environmental Stewardship Division (ESD) of the South Coast Region, 1991-2013. The records are those of Brian Clark, who worked as the Regional Manager of Fish, Wildlife & Habitat Protection, Ministry of Environment Lands and Parks; Regional Manager of the Environmental Stewardship Division, Ministry of Water, Land and Air Protection; Regional Director of the Environmental Stewardship Division, Ministry of Environment; and Executive Director of the Resource Stewardship Division, Ministry of Forests, Lands & Natural Resource Operations. Clark also acted as Chair of Burrard Inlet Environmental Action Program (BIEAP) and Chair of Fraser River Estuary Management Program (FREMP); both of these programs ended in 2013.

The records in this series document the involvement of the environmental and resource stewardship south coast regional office in several interjurisdictional environmental advisory and planning committees, working groups, and initiatives. The committees address environmental issues relating to fish and wildlife habitat, air quality, climate change, water quality, aquatic ecology, vegetation, and terrain and soils in the Fraser Valley and Metro Vancouver area. The mandates and missions of the committees touch on the intergovernmental coordination of environmental issues, conserving agricultural and wildlife resources, and preventing the loss and degradation of coastal habitats.

Records include meeting minutes, correspondence, reports, studies, agreements, drafts, briefing notes, reference materials, financial records, agendas, presentations, annual reports, environmental assessment records and maps.

Health supplementary benefits program records

This series consists of Health supplementary benefits program records created by the Ministry of Health Services and its predecessors from 1991-2010.

These agreements document the formal relationship between the government and the medical community and the changes in that relationship. Records relate to the Medical Services Plan (MSP) or special committees relating to supplementary health care specialties. This includes records relating to negotiations for funding and the provision of services between the provincial government and representative bodies of practitioners including massage therapists, chiropractors, podiatrists, dentists, and occupational therapists. Most records relate to the addition or deletion of specific medical procedures or services from related fee schedules covered by MSP.

Prior to 2003, The provincial government human resources agency (BCPSA, prior to that Public Service Relations Commission (PSERC), and prior to that GPSD) negotiated the agreements with representatives of practitioner groups. As of 2003, the Ministry of Health Services has assumed the role of negotiator between the Medical Service Commission and practitioner governing bodies.

Records types include reports; correspondence; billing guides; committee minutes regarding additional or altered fees for medical services; and final approved agreements which the Medical Service Commission is responsible for under the Medicare Protection Act (RSBC 1996, c. 286).

The fonds comprises records including 3 mini dictating cassettes recorded in March and April 1991 by Loenen describing the events that had been occurring in the caucus surrounding the question of Bill Vander Zalm's role as Premier. The cassettes were transcribed by Loenen. The additional records are textual including research on the constitutional rights of the caucus to request the Premier's resignation; personal notes taken during caucus meetings; correspondence; and press conference reports.

Forest licence development plans from the Port McNeil Forest District

The series consists of forest licence development plans from the Port McNeill Forest District. The majority of the forest licences are from the Kingcombe Timber Supply Area and Central Coast of BC. The records were created between 1991 and 2000.

The ministry required a copy of a development plan before the forest licence holder could harvest the timber in that area. The series contains five year development plans created by the licence holder as well as ministry correspondence with the licensee about the plan and future plans for developing the area.

The development plans contain photographs and maps inside the reports. There are also many oversize maps that have been removed from the reports and stored separately.

Each file is identified by the forest licence number, the name of the licence holder, the location of the cutting block, and the years covered by the development plan.

The series contains the following forest licence files: A19238, A19242, A19243, A19244, A32687, A53812. There is also a file for timber licence T0860. Forest practices investigation, complaint, and concern case files

The series consists of the case files of the Forest Practices Board with regard to its main function of acting as an independent watchdog to ensure compliance with sound forest and range practices. The case files involve the investigation of complaints and concerns relating to: forest practices; planning, including forest stewardship plans, site plans and woodlot licence plans; range plans and practices; protection of resources, including recreation; and industry compliance and government enforcement of the Forest and Range Practice Act and the Forest Practices Board Regulation.

Each case file consists of an investigation of a complaint from a member of the public, organization, etc. These investigations culminate in a report consisting of a discussion of the investigation background, its findings, conclusions and recommendations.

The files are arranged and titled according to the case involved, normally based on a geographic name.

Record types include correspondence, complaint notices, investigation summaries and final reports, "field reviews," auditors' field notes of observations, reports such as compliance audits, minutes of board panel meetings, on-site photographs, maps, and plans such as woodlot plans and forest development plans.

The records include a very large number of compact discs, and a small number of 3.5 inch floppy discs, VHS tapes and 8mm cassette video tapes. The contents of the compact discs includes digital files of letters, memos, emails, faxes, reports, power point presentations, photographs, mp3 recordings such as interviews, and video footage as mp4 files.

Human blood, cell, tissue, and organ issues files

The series consists of correspondence, issue papers, copies of briefing notes, copies of memoranda of understanding, Canadian Blood Services reports, corporate plans, budgets, and financial statements created between 1991 and 2011. The records were created by two bodies within the Ministry of Health : the Health Authorities division (and its predecessor, the Performance Management and Improvement division), and branches within the Medical Services division. Due to frequent reorganization of the Ministry of Health, the records were in the custody of a substantial number of successor divisions and branches before transferal to the Archives. The series documents issues of national and provincial importance, such as the tainted blood incident of the 1980s, and provides evidence of the Province’s reaction and involvement with such issues. The series consists of a great deal of correspondence from affected patients to the Ministry of Health, as patients sought assistance, compensation, and recognition of their experiences.

The series also consists of the interim reports from the Krever inquiry, as well as provincial and territorial responses to the report. The Krever inquiry, also known as the Royal Commission of Inquiry on the Blood System in Canada was established in 1993 to investigate allegations that contaminated blood and blood products had been supplied to patients. The inquiry recommended the foundation of Héma-Quebec and Canadian Blood Services and also made recommendations for compensation to affected patients.

The series also consists of records relating to various organ banks in British Columbia, including ear banks, cell transplants, and other human bone and tissue banks. Many of the records deal with allegations of contamination in both the medical equipment and the product supply chain itself. The series also consists of several volumes of annual and quarterly reports of Canadian Blood Services as well as the records of the Deputy Minister’s Policy Advisory committee. The records in the series deal with both blood-borne pathogens, such as West Nile virus, and contaminated blood and tissue products, as well as with medications and components of blood and tissue banks, such as buffy coat and Palivizumab,.
