Records of the Attorney General

  • GR-3944
  • Series
  • 1945-2001

This series consists of subject files, correspondence, and other records from the Office of the Attorney General from 1945-2001. The records document all aspects of the Attorney General's role, including advice to Cabinet, political oversight of the ministry, and involvement in inter-ministerial and inter-governmental initiatives. Files relate to all branches and functions of the Ministry of Attorney General and many include an overview of the work conducted by various branches of the ministry.

The majority of records are subject or correspondence files documenting the Attorney General’s liaisons with government ministries and other government bodies. The subjects included in these records are extremely diverse. A few prominent subjects include: liquor control, Doukhobors, policing, allegations of corruption and abuse of authority by government officials, Indigenous communities, horse racing, banking, treaties, development projects, and federal-provincial relations. Included is inward and outward correspondence with Members of the Legislative Assembly, Ministers, members of the public, and representatives of various organizations or companies, alongside related reference material. Within more recent records, outgoing correspondence may be filed separately as "flimsies" (copies of outgoing correspondence often on thin, coloured paper). Many records are copies requiring review or approval by the Attorney General, such as requests for legislation and orders in council (OICs), with related background information.

Other types of records vary over the years and may include: Police Board records and complaints; settlement offers with First Nations; commission records; Human Rights Tribunal records; annual reports; legal opinions; press releases; newspaper clippings; statistics; budgets; audits; Freedom of Information requests; Treasury Board submissions; court records; files related to sessions of parliament; daily journals or agendas (for 1945-1951 only); and briefs submitted to Cabinet from interested third parties. Records also include interfiled Attorney General and Solicitor General correspondence, beginning with the establishment of the BC Ministry of Solicitor General on 6 July 1988.

Names and dates of Attorney Generals (and Solicitor Generals) covering these records are:
-Robert Bonner (Aug 1952-May 1968)

American hydrographic charts

The series consists of hydrodgraphic charts produced by the United States Coast and Geodetic Survey and other official American chart- producing agencies. The charts are listed alphabetically by title in the chart list.

The charts have been copied onto 105mm microfiche which are arranged sequentially according to the call numbers cited in the chart lists. Some of the dates presented should be considered tentative, since some of the charts, particularly some from the 1850s, may be undated reproductions of official charts. Researchers should also note that the charts listed with dates from the 1840s are 1971 reproductions of 1940s items. Background information on early American hydrographic surveying can be found in Peter J. Guthern. United States Coastal Charts, 1783- 1861 (NW526.99/G984). Additional related information is provided in United States Coast Survey. Pacific Coast. Coast Pilot of California, Oregon, and Washington Territory. 1869 (NW527/U58p/c.2) and in United States Coast and Geodetic Survey. Pacific Coast. Coast Pilot of California, Oregon, and Washington. 1889 (NW527/U58p.4/ c.2).

A graphic index covering the Alaska and B.C. coastlines is available in the volume U.S. Coast Pilot: Alaska (NW623.8929/U58a/1943).

Kamloops Diocese records

This series consists of records related to the Sisters of St. Ann's involvement in missions and education in the Diocese of Kamloops separate from the administration of St. Ann's Academy Kamloops, and staffing Kamloops Indian Residential School.

The Sisters of St. Ann were teachers and pastoral care workers within the Diocese of Kamloops from 1880-1990 on the traditional territory of the T'it'q'et, St'at'imc, Quilchena, Xa'xtsa , Tk'emlúps te Secwe̓pemc, Dakelh, (Carrier, Sekani) , Lil'wat, T'it'q'et, Tsilhqot'in (Chilcotin) , Scw'exmx, Nlaka'pamux (Thompson), Spaxomin, and Syilx First Nations. The SSA operated one school in Kamloops, St. Ann’s Academy Kamloops (1880-1965) (MS-3564) and staffed St. Joseph’s Mission School at Williams Lake (1876-1888) and Kamloops Indian Residential School (1890-1973) (MS-3563).

In 1965, the Sisters sold St. Ann’s Academy Kamloops to the Diocese of Kamloops but stayed on to staff the school. St. Ann’s Academy remained a high school until 1970 and subsequently became and elementary school. The Sisters continued to administer the school on behalf of the Diocese until 1978. They also staffed missions in Clinton, Lillooet, Merritt, Vernon and Williams Lake.

This series is comprised of seven subseries: A. Diocesan and parish work; B. Kamloops Wawa; C. Clinton Mission; D. Lillooet Mission; E. St. Joseph’s Mission; F. St. James School and Convent; G. St. James Parish and Church.

British Admiralty charts

This series consists of published charts produced by the Hydrographic Office of the British Admiralty.

Although the Admiralty Charts were designed to serve as navigational aids, they frequently contain extensive cultural and topographic information. Of particular interest to researchers engaged in First Nations studies is the appearance on early charts of First Nations villages and longhouses. Since the charts were usually based on new surveys, they provide invaluable information on the birth and development of nineteenth century BC coastal communities. Indeed, the charts often serve as the only available cartographic record of early settlements, and may depict such features as Hudson's Bay Company forts; prominent buildings and bridges; farms and field layouts; and railways, roads, and trails.

A guide to the symbols and abbreviations used on the charts is available in Chart X,II (CM/B2423 1911). The chart list identifies for each chart the edition date, as well as the date of the latest large and small corrections. Although the use of the terms edition and large and small corrections changed over time, the practice during much of the period in question appears to have been as follows. A new edition of a chart was generally produced only when the chart was thoroughly revised in content and style. When a chart received changes that were not so extensive as to require the preparation of new edition but were too extensive to be described in the Admiralty Notice to Mariners, the words "large corrections" together with the date of correction were entered near the bottom centre of the chart. When a chart was updated with changes that either appeared in the Notice to Mariners or were considered of no relevance to safe navigation, the words "small corrections" and the date of correction were entered in the bottom left corner of the chart. The number of the Notice in which small corrections were announced was sometimes also entered. Small corrections could be entered on the charts by hand, either at the hydrographic office itself or at the various agencies that sold the charts. Finally, since this series brings together items from diverse sources including other archival record units, it includes a variety of charts annotated by the charts' original users. Items containing significant annotations are identified in the chart list, but researchers are warned that in many cases it will be impossible to identify the persons responsible for the annotations.
