This unit consists of cards relating to closed licensed child care facilities, day care facilities 1967-1980 and summer camps 1954-1974. The facilities were licensed under the Welfare Institutions Licensing Act of 1938 until 1969 when it was replaced by the Community Care Facilities Licensing Act.

These records comprise annual reports of public hospitals in British Columbia for 1969. The information contained in these reports was normally published by the British Columbia Government as the Report on Hospital Statistics and the Administration of the Hospital Act. The report was not published for 1969 so these records have been retained as the only source of the information.

Case files from "Aid to the Handicapped"

Case files of the Provincial Co-ordinator of Rehabilitation (later Division for Aid to the Handicapped).

In September 1954 the Minister of Health and Welfare announced the appointment of a Provincial Coordinator of Rehabilitation, who was directly responsible to the Deputy Minister of Health. This was done as part of a federalprovincial cost sharing program under the federal Department of Labour.

The program started as the Registry and Rehabilitation Services, became the Division of Rehabilitation Services in 1965, and in 1971 the Division for Aid to the Handicapped.

The records are forty three case files which were selected by the Ministry. The files include men and women from all areas of the province.

Dr. Richard Gordon Foulkes' files with regard to health care

Reports of Dr. Richard Gordon Foulkes, as well as several submissions to the Health Security Project. Dr. Foulkes was appointed as a Special Consultant to the Minister of Health in 1973. His terms of reference were "to present recommendations which could lead to a rationalization of health care services of the Province".

These files include working files and reports of Dr. Foulkes, as well as several submissions to the Health Security Project.

In 1946 the health and welfare programs of the Department of the Provincial Secretary were transferred to the new Department of Health and Welfare. The Provincial Secretary continued to be responsible for the administration of the Hospital Act, including funding the hospitals, until 1948, when the B.C. Hospital Insurance Service was introduced as a third branch of the Department of Health and Welfare.

These files contain correspondence of the Deputy Ministers of the Health Branch from 1946 to 1974, G.F. Amyot, J.A. Taylor and G.R.F. Elliot, and also correspondence of G.R.F. Elliot when he was the Assistant Deputy Minister of Community Health Programs, 1974-1978.

Files of J.W. Mainguy and P.M. Breel. Mainguy was the manager of the Consultation and Inspection Division of the BCHIS, later the Assistant Deputy Minister in charge of Hospital Insurance, 1972-1975. He was the original chairperson of the Planning Group, which was responsible for planning health care development in B.C. This accession includes his Planning Group files, 1966-1974, and the minutes of the Planning Group, 1965-1974. Breel was the Director of the Hospital Consultation and Inspection Division before being appointed Senior Director of Hospital Programs in 1976. This accession includes his subject and hospital files, 1974-1978.

Within the Planning Group files, the files for each regional hospital district include correspondence of the ministry with the local hospital board, letters from citizens, and intergovernmental memos.

Ministry of Health executive records. This collection includes the files of J.W. Mainguy (Deputy Minister of Health 1975-1978), W.J. Lyle (Deputy Minister of the Hospital Insurance Service 1972-1975 and Deputy Minister of Medical and Hospital Programs 1975-1977), and Chapin Key (Deputy Minister of Health 1978-1981). It also contains files of outgoing correspondence of Dennis Cocke (Minister of Health 1972-1975), and R.H. McClelland (Minister of Health 1975-1979). The records were created between 1959 and 1965 and while the bulk of the files relate to specific hospital construction projects, there are also files relating to provincial infirmaries, legislation and other subjects.

Hospital constitutions and bylaws

The series consists of correspondence, memos, annual reports, draft bylaws, procedures, short reports, constitutions, certificates created under the Societies Act, and small booklets, usually pertaining to a hospital society’s constitution and bylaws. The records provide evidence of the process of developing and amending constitutions and bylaws for hospital societies across British Columbia. Hospital societies appear to have been governed under both the Hospitals Act and the Societies Act, and the Revised Statutes of British Columbia has noted that “notwithstanding the Society Act, a society that owns or operates a hospital shall not exercise any of the borrowing powers conferred by the Society Act without the prior approval of the minister.” (RSBC 1979, c. 176) Under later iterations of the Hospitals Act, a society could not change its constitution or bylaws without ministerial approval. In many cases, however, amendments appear to have been made to the consitutions and bylaws in this series in order to comply with changes made to the Societies Act.

Records in this series are arranged alphabetically by institution name. The BC Cancer Foundation has been filed under “c” for “Cancer Foundation,” and the Mount Waddington Hospital Society was filed under “P” for Port McNeill.

Some of the files originally had records on both the left and right side of the file folder. The metal clips holding these records in place have been removed for preservation purposes. Records that were originally on the left side of the file can be found on the top of the records and are face down. Records that were originally on the right side of the file are on the bottom of the pile, and are face up.

Hospital Consultation Division records

Files of the Hospital Consultation Division including subject files of the Hospital Consultation Division, day files (outgoing correspondence 1977-1978), correspondence with hospitals, files regarding private hospitals (1966-1976), and complaints files (1950-1970).

A scrapbook containing photographs of hospitals and apparently compiled by the Inspector of Hospitals was transferred to the Visual Records accession 199306-016.

Hospital Consultation Division records

These records document the activities of the Hospital Consultation Division, including its liaison with and supervision of public hospitals throughout the province. The records are arranged alphabetically by the geographic location of each institution, from Abbotsford to Williams Lake. Records relating to each hospital are separated into files for general correspondence (1964-1978), reports (1955-1976), functional program (1971-1978) and equipment (1974-1978). Some hospital records include additional files relating to special subjects such as disaster plans or controversial issues.

Mental Health Services executive records

These are the files of the Deputy Minister of Mental Health Services, primarily for the period 1968-1970. The files include some material from the previous Deputy Minister and Directors of the Mental Health Services under the Provincial Secretary.

The records are arranged in a subject classification system. Files that begin with I-4 and I-5 are Professional files. Files that are in the range I-6 to I-20 are Technical files.

The series consists of records created by the Dept. of Health Services and Hospital Insurance between 1953 and 1965.
They contain the executive files of the Minister, Eric Martin and include files relating to Woodlands, the Provincial Mental Hospital, Valleyview, Dellview, Skeenaview, Tranquille, the Crease Clinic, various mental health centres, and legislation relating to mental health. The files also include monthly reports on the activities of the various branches of the Mental Health Services for the years 1960-1964.

Provincial Child Care Facilities Licensing Board administrative records

In 1969 the Community Care Facilities Licensing Act replaced the Welfare Institutions Licensing Act in regulating private care facilities in the province. The next year the responsibility for the supervision and administration of the act was transferred from the Department of Rehabilitation and Social Improvement to the Health Branch of the Department of Health Services and Hospital Insurance, along with the chief inspector and his staff.

The Provincial Child Care Facilities Licensing Board came into being ca. 1976 when the Community Care Facilities Licensing Board split into two boards; adult care and child care boards. Membership on the board included staff of the Department of Health, Department of Human Resources, Department of Education and community representatives.

These records are files of the staff of the Provincial Child Care Facilities Licensing Board (earlier the Community Care Facilities Division). The files include correspondence of the executive officer of the board.

Public health engineering plans

The Health Act of 1893 (SBC 1893, c. 15) established a system by which the government would review and approve public water supplies, and systems of sewerage, that are contemplated by municipalities and incorporated companies, and, in later health act revisions, individuals. The series contains engineering plans from ca. 1920 to 1989.

The records consist of copies of engineering plans submitted to the government by third parties and approved by government in accordance with the Health Act. The plans are of various scale and sizes. They government stamped the plans to show the date of the approval. The plans are numbered sequentially from 1 to 18171. Each number represents an application. There are also plans at the end of the series that are numbered from 12-001 to 14-002. Most applications consist of one plan though some applications consist of multiple plans. An index to plans 1-18171 are available in GR-3547.

Public health water plan indexes

The series consists of an index to the water system engineering drawings in GR-3546. The index is arranged by name of applicant and numerically by plan number. The applicant index covers the years 1920 to 1989. The numerical index covers the years 1967 to 1989.

The series also includes three additional files. Letters of acknowledgement consists of correspondence with applicants between the years 1966-1983. The water systems and microfilm files detail updates to the index and the microfilming of the original plans.
