Court commissions to adminster oaths

The series consists of Commissions appointing Superior Court judges as Commissioners per Dedimus potestatem, i.e. authorized to administer Oaths of Allegiance and other oaths. In 1943 commissions were granted to the Hon. Gordon McGregor Sloan, the Hon. Cornelius H. O'Halloran, the Hon. Sidney Alexander Smith, the Hon. James Moses Coady and the Hon. Henry Irvine Bird for British Columbia. In 1947 commissions were granted to the Hon. Arthur Douglas Macfarlane, the Hon. John Owen Wilson and the Hon. Andrew Miller Harper for British Columbia. In 1954 commissions were granted to the Hon. Norman William Whittaker, the Hon. Herbert Spencer Wood, the Hon. John Valentine Clyne, and the Hon. Herbert William Davey for British Columbia. In 1964 commissions were granted to the Hon. Sherwood Lett, the Hon. Arthur Edward Lord and the Hon. Norman William Whittaker for the Yukon Territory. The collection includes some administrative correspondence regarding the documents.

This series consists of records of the Commission of Inquiry relating to the Workmen's Compensation Act and Board, including, transcripts of proceedings, exhibits, list of exhibits, index of witnesses, correspondence, cash book, summary of recommendations in the Sloan Report and a draft report.

Commission on Forest Resources, 1943-1945

This series consists of records of the Commission on Forest Resources (1943-1945). Records consist of transcripts of proceedings of public meetings of the commission, exhibits received, correspondence, arguments, secretary's record book of sittings and subject index to proceedings. A subject index to proceedings was created by the commission and is located in boxes 1 and 2. The finding aid gives a list of exhibits and file list of other records. Immediately following the inquiry, many of the exhibits were transferred to the Forest Service Library and are therefore missing (see box 9, file 1).

This series consists of the records of the Commission on Workmen's Compensation (1941-1942). Records include indexes to witnesses, briefs, list of exhibits, manuscript report, transcripts of evidence, transcripts of argument before the commission, correspondence, and secretary's record book of sittings.

Royal Commission on Forest Resources, 1955

This series consists of records of the 1955 Royal Commission on Forest Resources, led by Commissioner Gordon McGregor Sloan. Records include transcripts of evidence, exhibits, proceedings, arguments, and report synopsis. Box 1 contains a bound index of commission records. It should be noted that some exhibits are missing from this unit. They were never received by BC Archives and their location is unknown. Some page numbers were not used in printed volumes.

Records of the Advisor on Forest Resources

The series consists of the records of the Advisor on Forest Resources created between 1954 and 1960. The series includes 18 volumes of transcripts of the Royal Commission on Forestry, projects 1-4, held by the Commissioner and Advisor on Forest Resources, Gordon McGregor Sloan in 1958 and concluded by Commission C.W. Morrow in 1959. The series contains a further 22 boxes of records created by the Advisor including exhibits acquired during the Commission hearings, reports by the Commissioners, bench books, correspondence, subject files and clippings.
In February 1958 Sloan announced public hearings to be held in Chilliwack concerning a proposal to establish a public working circle (sustained yield unit) in the Fraser Canyon region. This was known as the Royal Commission on Forestry, project 1.

In May 1958 Sloan announced public hearings to be held in Chilliwack concerning a proposal to establish a marketing area in the Fraser Canyon sustained yield unit. This was known as the Royal Commission on Forestry, project 2.

In June 1958 Sloan announced public hearings to be held in Victoria concerning competitive bidding of tree farm licences. This was known as the Royal Commission on Forestry, project 3.

In October 1958 Sloan announced public hearings to be held in Victoria concerning the tree farm licence of Empire Mills Limited. This was known as the Royal Commission on Forestry, project 4.

Project 4 was halted in November 1958 due to Sloan's ill health and he died in 1959. On July 27, 1959, Judge C.W. Morrow was appointed Commissioner under the "Public Inquiries Act" to complete the work of project 4. Morrow commenced hearings in September 1959 and produced his report on December 31, 1959.

Gordon McGregor Sloan fonds

The fonds consists of textual records and photographs related to the career and personal life of Gordon McGregor Sloan. This includes: his work on federal and provincial commissions; his arbitration and mediation of various labour disputes; his service on the British Columbia Court of Appeal; his private legal practice and his social and family life. The records are arranged into nine series that reflect his professional roles, his personal life, and specific records types found in the fonds. Series 1, Commission records, consists of reports, indexes, notes, commissioner's record books and correspondence related to the Commission on the Capture of Salmon in the Sooke Area and Purse-Seines in the Gulf of Georgia, 1939, the Commission on Workmen's Compensation, 1941-1942, and Commission on Forest Resources, 1943-1945. Series 2, Arbitration records, includes, annotated reference material, exhibits, submissions, newspaper clippings and editorials, correspondence, notes, agreements, briefs, a record book, and contracts related to various arbitrations. These arbitrations include: railway arbitration, IWA arbitrations, West Coast Shipbuilders arbitration, Ford Motor Company of Canada arbitration, Metalliferous mines dispute, telephone company arbitration, Sommers' case, and BC civil servants. Series 3, Appeal Court correspondence, includes correspondence related to staffing, wage issues, appointments and resignations. This series also includes biographical notes about Gordon McGregor Sloan's career. Series 4, Appeal Court records, consists of factums, judgements and memorandums of proceedings before the Appeal Court. A few of these records are annotated by Sloan. Series 5, Administrator correspondence and commissions, includes incoming and outgoing correspondence of Chief Justice Sloan in his position of Administrator of the Province of British Columbia (in absence of the Lieutenant-Governor), his commissions, and an opening and closing speech to the Legislature. Series 6, Legal diaries and correspondence, are yearly appointment diaries kept by Gordon McGregor Sloan while he practised law from 1924-1933. Many of the diaries include notes and correspondence. Series 7, Personal records, consists of correspondence, invitations, programs, newspaper clippings, personal journals, short stories and financial records. Some of the records belong to Nancy Sloan and relate to other family members including father, William Sloan. Also included in this series are some records of the Young Liberal Association and the Laurier Club held by Gordon McGregor Sloan and his son David Sloan. Series 8 is family and professional photographs. Series 9 is published material with annotations from Gordon McGregor Sloan's library. Publications related to law and forestry, without annotations, were removed. Some publications which were identified as exhibits from the Commission on Forestry Resources, 1943-1945, were integrated into the records of GR-0520.
