Provincial Home (Kamloops) records

This series includes records of the Provincial Home, Kamloops, also known as the "Old Men's Home" from 1920-1975. Records include correspondence with the accounting division, Canada Dept. of Health and Welfare, and patient case files (1930-1950).

Hospital Consultation and Inspection Division files

This series consists of files of the Hospital Consultation and Inspection Division of the BC Hospital Insurance Service. Records have been divided into a subseries relating to individual public and private hospitals, and a subseries of various subject files.

In 1948 an "Act to provide for the Establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. Accordingly, the B.C. Hospital Insurance Service was established as a third branch of the Department of Health and Welfare to administer the premium payment plan. The plan provided hospital care benefits for acute illness at the standard ward level to residents of the province. At that time the Inspector of Hospitals was transferred from the Department of the Provincial Secretary to the Hospital Services Division of the new BCHIS. The name of the Division was changed in 1951 to the Hospital Consultation and Inspection Division. The division had both a Vancouver and a Victoria office. These appear to be records of the Victoria office.

The files relating to individual hospitals contain inspection reports, notes regarding communications with hospital personnel, correspondence with hospital managers or representatives, and internal memoranda regarding the hospital. They sometimes also include floor plans of the facilities and other types of reports. The subject files include a wide variety of materials, including correspondence.

Long term care programme administrative files

Central files of the Long Term Care Division. They include files which were started by Mr. J.A. Sadler, the Assistant Deputy Minister in 1972. The files appear to have been passed on to Mrs. E. Bristowe, the Director of Special Care, Adult Division in 1974, who later became the Manager, Field Operations and Hospital Liaison, Long Term Care Division (Ministry of Health). The records also include day files, which document the correspondence of the Minister of Health on the subject of long term care.

The Special Care, Adult Division (SCAD) first appeared in the Department of Human Resources annual report organization chart in 1973. SCAD was involved in subsidizing elderly and handicapped persons who were cared for outside their own home and whose income was insufficient to meet the costs of the supportive services they needed, and in providing support services to elderly persons in their own homes.

The Long Term Care program became effective 1 January 1978. It was designed to meet the needs of persons who could not live without help because of health-related problems which did not warrant care in an acute-care hospital. The Ministries of Health and Human Resources were jointly responsible for the program. In 1983, the program's official designation was changed from Home Care/Long Term Care to Continuing Care Division, Institutional Services.

Records pertaining to the Provincial Home, Kamloops known as the Old Men's Home. They include correspondence files gathered by the Welfare Branch of the Provincial Secretary 1936-1946, and later by the Social Welfare Branch and its successors. The files also include annual reports of the Home, including information which is not in the published reports and records of estates of the deceased inmates of the Home.

Minutes of the Welfare Institutions Licensing Board

Minutes of the Welfare Institutions Licensing Board (1938-66), later the Community Care Facilities Licensing Board (1972). Also includes Regulations of 1940 and explanatory notes on the Welfare Institutions Licensing Act of 1937 (volume 7). The Welfare Institutions Licensing Board was established within the Department of the Provincial Secretary in 1938 to carry out the provisions of the Act Respecting Private Welfare Institutions. The Act came into existence in 1937 as a result of Commissioner Bird's recommendations upon his inquiry into the Homes for the Friendless in that year. The intention of the Act was to protect infants, unmarried mothers, and handicapped or aged adults from exploitation in private boarding homes or similar institutions. In 1950, responsibility for the administration of the Welfare Institutions Licensing Act was transferred from the Hospital Services Division of the B.C. Hospital Insurance Service to the Social Welfare Branch. In 1969 the Welfare Institutions Act was superseded by the Community Care Facilities Licensing Act. In 19701971, responsibility for the Act was returned to the Health Branch, within the Department of Health Services and Hospital Insurance. This unit includes minutes of the board 1938-1966 and 1972. Volume 7 also includes regulations, ca 1940, and notes explaining the legislation (1937). The minutes include lists of facilities which were licensed, addresses and capacity, and other information.

Home and Community Care Branch records

This series consists of committee files, executive records and publications related to home and community care programs conducted by the Ministry of Health and Ministry of Health Services in conjunction with the Provinces Health Authorities from 1988-2012. The Majority of these records were created by the Home and Community Care Branch which was succeeded by the Home, Community and Integrated Care Branch.

These records may have been created or received by several other predecessor bodies with similar functions, but all records were eventually transferred to the custody of and used by the Home and Community Care Branch. The Branch was part of the Health Authorities Division of the Ministry of Health from 2006-2013 and its predecessor, the Performance Management and Improvement Division from 2002-2006. Due to numerous reorganizations within the Ministry of Health and Ministry of Health Services, there is evidence that earlier records changed custody several times and may have been created or received by multiple groups over time.

The Home and Community Care Branch was responsible for the development and implementation of legislation, policy, guidelines and licencing to protect the health and safety of people receiving care in licensed residential care facilities. Files also regard end of life care or palliative care, assisted living, home care, dementia, building codes for care facilities, adult guardianship, and community care. Care may be provided for children, adults with disabilities, and the elderly. Records relate to all of these functions.

Records include committee files containing minutes, reference material, policy documents and correspondence; executive briefing notes; executive correspondence referral replies; executive issues records; completed publications; and approved agreement files.

These records are scheduled under Administrative Records Classification System (ARCS) numbers146-45, 200-20, 280-20, 280-30, 280-40, and 312-05.
