Claimant case files - floods

This series consists of the administration of financial claims for damage from flood made by victims to the Provincial Emergency Program (PEP) through the Disaster Financial Assistance Program. Those impacted by flood may apply to the province for Disaster Financial Assistance (DFA) where the losses could not be insured or where other programs are not available. Disaster financial assistance helps to replace or restore essential items and property that have been destroyed or damaged to pre-disaster condition. Assistance is available to qualifying home-owners, residential tenants, small businesses, farm operators, and not-for-profit charitable organizations. These records were created and received between 1972 and 2001 by PEP. The records cover the details of each claim, the determination of eligibility, as well as records relating to appeals and disbursements. This series documents disaster relief from flood damage in British Columbia under the Emergency Program Act (RSBC 1996, c.111).

The series is arranged mainly by claimant name (individual or business). It includes correspondence, claims forms, copies of cheque requisitions, photographs of damage to properties, journal vouchers and other financial records, and maps/plans. The records are classified under secondary 68855-20 of the Emergency Management Services ORCS (schedule 120776).

Emergency health services committee records

The series consists of records documenting the deliberations of the Provincial Medical Leadership Council (PMLC), formerly known as the Medical Advisory Committee (MAC), and other high-level emergency health services committees. The PMLC/MAC was established by the Emergency Health Services Commission (EHSC) to provide advice to the commission on all medical matters. The Council, consisting of physicians, paramedics and medical programs staff, discusses medical protocols and process issues with the EHSC and the BC Ambulance Service (BCAS). The chair of the council is Vice-President, Medical Programs. The PMLC is responsible for the review and approval of draft protocols. It may also assign responsibility for research and evidence collection to Medical Programs. The series also includes other high-level committee work such as the Emergency and Health Services Commission, the Provincial Joint Labour Management Committee, the Occupational Safety and Health Committee, the Provincial Joint Occupational Safety and Health Committee, the Medical Dispatch Review Committee, the Emergency Health Services Commission's Fire Service/BCAS Coordinating Committee, Patient Committee on Patient Transfer, and the Provincial Patient Transfer Steering Committee. Records in this series also document the work of the Senior Operations Team. They were created under the Health Emergency Act (RSBC 1996, c.182) between 1985-2010 in BC.

This series is arranged by meeting date, committee name or event. It includes correspondence, agendas, minutes, handouts, statistics, action logs, reports, and submissions. These records were classified as committee files (ARCS 200-20) with a final disposition of selective retention. The 2011 version of the Emergency Health Services ORCS (schedule 123390) classifies the MAC records as 51540-40 Provincial Medical Leadership council’s meeting deliberations. The remaining records classified under ARCS 200-20 were selected for transfer to the BC Archives because they document the work of high-level committees and the functions, decisions, and activities of the Senior Operations Team.

The Emergency Health Services Commission (EHSC) was created by legislation in 1974 to provide a provincial ambulance service. In addition, the Commission was responsible for the medical aspects of disaster planning for the province.

Correspondence and other material

This series contains official correspondence, reports, and related papers of Premier John H. Turner. Records include correspondence pertaining to provincial railway charters (1893-1897), agriculture, and mining; also includes B.C. Agent-General's Report (1895), applications for employment, and miscellaneous letters.

Papers in this series are those of the Honourable John Herbert Turner (1833-1923), premier of British Columbia from 4 March 1895 to 8 August 1898. Since Turner's administration was characterized by rapid industrial development (notably in railways, mining, and agriculture), and by no little political controversy, his official papers are especially valuable.

Most of the reports and correspondence in GR-1197 originated while Turner was the province's chief minister and, as such, they have been included in the archive's collection of Premier's Papers. As will be seen, though, some of the papers pertain to Turner's tenure as Minister of Finance and Agriculture, a portfolio he held from 1887 to 1898.

GR-1197 may be regarded as a supplement to GR-0441 (British Columbia - Premier: 1883-1933), Series II, volumes 2-13, which also contains official correspondence of Premier Turner. Researchers may find that Volume 354 of GR-0441 (Index to Official Correspondence, 1895-1897) will assist them in locating other related records.

Supervisors of Assessors and Agencies files

This series consists of files kept by R. Ross Napier in his capacity as Supervisor of Assessors and Government Agencies, including agency folders with inspections and reports on personnel. In the addition, the series contains files on special projects: Merville fire relief, Lang Bay, Britannia Beach flood relief, investigations of Liquor Board, and refugees of the 1923 Yokohama earthquake. The series also includes a body of files created in 1909 by the Grading Commissioners appointed pursuant to the Civil Service Act to adjust salary levels and classification of servants.
