This series consists of various administrative and operational records created by the Cariboo Forest District and its predecessors from 1923-1978. The records are arranged by the following categories of subject matter:

General records. This includes a variety of administrative and operational records, including: meeting minutes, meeting agendas, correspondence, annual reports and other reports. Records relate to topics such as: unit organization, research, engineering and recreation projects, Royal Commission on Forest Resources, pesticides, herbicides, resource management, provincial forests, and forest fires.

Grazing and range management records. This includes: grazing district annual reports, range readiness, range improvement, horse control, leasing inquiries, hay permits, and grazing permits.

Timber tenure records. This includes: PSYU (public sustained yield unit) records, engineering and recreation projects, TSLs (timber sale licences, including "X" files and "A" files), TSHL (timber sale harvesting licenses), LC (licences to cut), and Christmas tree permits.

This series consists of records related to timber marks on private land. The records were created and used by the Kaslo office of the Nelson Forest District from approximately 1940-1978. Private timber marks are used to transport logs from privately-owned land by certifying ownership of the logs. The records relate to the issuance of timber marks on private lands pursuant to the Forest Act. This includes applications, approvals, certificates, Letters of Marking Authority, inspection reports, correspondence, notices of timber mark cancellation, scaling records, and some licences to cut on private land. The records include many maps of district lots where timber was cut.

The records are arranged by district lot (DL). Note that most files only relate to a smaller portion of a district lot. The file list includes the relevant district lot and the name of the licensee for each file.

Records in this series are covered under ORCS numbers 19280-35 in the Ministry of Forests records schedule (number 881261).

This series consists of various timber tenure records from the Prince George Forest District, created from 1957-2005. The majority of the records were created in the 1990s. The Prince George Forest District was part of the larger Prince George Forest Region from 1978-2003, and the Northern Interior Forest Region from 2003-2010. Records from prior to 1978 were created by the original Prince George Forest District, which covered a much larger area with multiple sub regions. All records in this series relate to the area surrounding the city of Prince George.

Types of forest tenure records in this series include: licences to cut, special use permits, forest licences, cutting permits, timber sale licences, and woodlot licences. There are also records related to tree farm licences (TFL) numbers TFL 28, TFL 29, TLF 30, TFL 31, TFL 34, and TFL 53.

Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of forest tenures, as well as operations information. Operations information includes business and planning records regarding the establishment and operations of mills and other forestry related projects. The records relate to the guidelines followed by the Ministry of Forests concerning the harvesting of timber and the resulting affects on fish habitat. TFLs are a type of timber tenure which grants a virtually exclusive right to harvest timber and manage forests in a specified area. They are issued for a term of 25 years, but can be replaced every 5-10 years. The records relate to TFL 6, TFL 25, TFL 37, TFL 39, TFL 43 and TFL 47. Over the years, TFL boundaries and rights holders may have changed. TFL holders are required to submit a management plan every five years to the Chief Forester (RSBC 1996, c. 157, s. 35, and BC Reg. 23/2013).

These records include draft and final management or development plans; revisions or amendments to existing plans; correspondence between the ministry and licence holders, as well as correspondence with ministry staff; records related to public review of the development plans; consultation and correspondence with impacted First Nations; reasons for why a plan or amendment was or was not approved; advertisements in newspapers and the Gazette; maps and map overlays; reports; and charts.

This series consists of a variety of operational records created by the Campbell River Forest District, a division of the Vancouver Forest Region, from 1990-2001. This includes land and resource management records, range tenures, and procedure files.

The series includes the following types of records:

Records relating to Land and Resource Management Plans (LRMP) consider all resource values within a given area of land. This area of land can consist of a TSA, a forest district, or other areas as designated. Each plan is prepared by an Interagency Planning Team in consultation with the public. These plans can be further subdivided into resource units and resource management zones. The participants in the planning process may build scenarios that include a set of resource management objectives and strategies both for the entire planning area and for each of the smaller units it contains. This primary includes the development, monitoring and review and amendment of plans for specific areas, and input from the public. The series includes terms of reference for the establishment of LRMPs.

Records relating to Local Resource Use Plans (LRUPs) to resolve resource use conflicts in specific areas at the local level. Includes records relating to data concerning a specific area - usually a watershed or other distinct resource management unit.

Utilization records regard the guidelines followed by the Ministry of Forests concerning the harvesting of timber
and the resulting affects on fish habitat. Includes guidelines, audits of licensees to ensure compliance with
guidelines, action/assessment plans.

This series consists of silviculture records from 1996-1998 by the Campbell River Forest District, a division of the Vancouver Forest Region. The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

Silviculture audit and assessment files regard the audits and assessments made by the Ministry to ensure silviculture is carried out in accordance with the regulations and approved silviculture prescriptions as detailed in the Forest Practices Code of British Columbia Act. Audits include records concerning a formal examination of the approved silviculture prescription document and the related area to evaluate whether or not there has been compliance with the regulations, the silviculture prescriptions are suitable to attain the objective stated therein, and there is acceptable progress towards achievement of silviculture objectives stated in the approved silviculture prescription. Silviculture prescription audits are carried out on areas under both major licences and areas under the Small Business Forest Enterprise Program (SBFEP) with approved silviculture prescriptions. Types of audits and assessments included are pre-approval assessments and post-approval audits. Records can include correspondence, inspection forms, reports, and compliance reports for soil conservation, regeneration, and free growing obligations. This series consists of Provincial Forest information files created by the Ministry of Forests and its predecessors from 1932-1983. The records consists of tables recording the various tenures, permits and other forms of land use in Provincial Forests. These include: special use permits, logging road right of ways, reserves, map notations, land withdrawals for public use (parks, reserves, archaeological sites), and land withdrawals for other uses (personal, agricultural, commercial, industrial use).

The series also includes a file on stumpage rates paid, including statistical and financial information related to timber harvesting.

This series consists of resource management records created from 1976-2000 by the Squamish Forest District, a division of the Vancouver Forest Region. These records relate to the use and management of natural resources in the area, as well as recreation resources in Provincial forests. This includes trails and historical sites with value for tourism or other recreational uses. The records document the location, management, promotion and use of such sites.

The series includes the following types of records: range management plans, recreation management plans, silviculture program evaluations, district program evaluations, and recreation resource inventories.

The ministry defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.” These files document the historical silviculture treatment work that has been undertaken on specific areas of land that are referred to as openings.

The majority of the records are silviculture opening files. These files were created from the 1970s on, but may include earlier records. Openings document the historical silviculture treatment work that has been undertaken on specific areas of land that are referred to as openings. These files regard changes in the forest cover, changes in prescriptions, cut boundaries and records involving impacts on silvicultural treatments. Files may contain a wide variety of record formats including textual records, maps and photos. The textual records include computer printouts, photocopies, cards, field notes, reports and correspondence.

All opening files include maps or site plans, a forest attribute cover form and other documents related to the opening. Additional documents commonly found in files include: various survey or assessment forms; computer printouts titled the History of Crop Establishment and Tending which provides a history of use and information regarding prescriptions, site preparations, reforestation and stand tending; prescription documents, which provide the management plan for the area; stand tending cards and reports, which show completed forest treatments; and various reports.

Additional types of records include: subject files on weather, mining and oil exploration, tree seeds, resource analysis program, and forest road planning; a timber tenures ledger; files regarding audits of licensees to ensure compliance with guidelines for managing and preserving fish habitat; and a few silviculture opening files.

This series consists of a variety of records created by the Revelstoke Forest District and its predecessor the Revelstoke Forest Ranger District. Most records are from 1987-1989.

There are three subseries of records:

The first are wild fire case files. These records are arranged by an annual sequential number with the prefix “N04-”. Each fire was also given a unique three or four letter name. Records include maps, fire reports, reviews, work plans, resource requests, fire diaries, firefighter time sheets, financial records related to the costs of fighting the fire, and claims made as a result of fire damage. Personnel records of firefighters are restricted.

The second subseries contains annual reports for the following timber tenures: Forest Licence A18992, Timber Sale Licence A10295, Timber Sale Harvesting Licences A02117 and A04330, and Tree Farm Licence 23.

The third subseries contains a variety of operational and subject files related to protection and pest management. The files are arranged by Ministry of Forests file directory number. Subjects include pesticides, herbicides, fire management, fire hazards, fire suppression, the use of prescribed burns, and fire control plans for specific timber tenures. The records include policies, procedures, reports, maps, photos, and correspondence.

This series consists of cutting permits and other forest tenure records created from 1979-1999 by the Fort Nelson Forest District, a division of the Prince George Forest Region. All files were managed as part of the Fort Nelson Forest District when the files were closed and transferred to the archives.

This series consists of experimental forest sample plot studies created by the research division of the Forest Branch from 1924-1938. The records track the growth, inventory, availability and volume of timber in a particular area referred to as a sample plot. This includes tracking the ratio of height and width of a tree relative to its age to estimate growth rates in various types of ecosystems. The records contain descriptive information of the plot’s soil, topography, ground cover, previous logging, location and vegetation.

One study from 1924-1930 referred to as project number 11 or ME 11 which relates to Douglas fir. The other study conducted around 1938 relates to red alder trees. Plots were located around Vancouver Island, the lower mainland, the Gulf Islands, the Sunshine Coast and other areas of the south coast. Records include statistics, tables, graphs and field notes.

This series consists of cutting permits and other forest tenure records created from 1967-2003 by the Quesnel Forest District, a division of the Cariboo Forest Region. Before 1978 the records were a part of the Cariboo Forest District. Records may also relate to the Williams Lake, Cariboo, and Prince George Forest Districts. All files were managed as part of the Quesnel Forest District when the files were closed and transferred to the archives.

The series includes the following types of timber tenures: forest licences, timber sale licences (TSL), timber sale harvesting licences (TSHL), cash sales, licences to cut, woodlot licences, farm woodlot licences, as well as Tree Farm Licences (TFL) 5 and 52. There is also one silviculture opening file. Some records regard the Big Valley, Bowron, Cottonwood and Narcosli public sustained yield units (PSYU). The majority of files relate to cutting permits. Licensees were required to apply for a forest licence or similar tenure and cutting permits in order to harvest timber. Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of these timber tenures.

This series consists of special reporting case files created by the Forest Practices Board from 2001-2007. Special reports relate to the Forest Practices Board's overall duties or a particular case investigated by the Forest Practices Board. The Chair of the Forest Practices Board makes the decision to issue a special report if it is determined to be in the public interest or if an in-depth special investigation is not required. Special reports may focus on audits, compliance investigations, reviews and appeals, or other matters relating to forest practices.

The largest amount of material regards the creation of a report titled “A results based assessment of range practices under the Forest Practices Code in maintaining riparian values”. This related to a range riparian special project in Penticton, Kamloops, Cranbrook and Horsefly. The project assessed the effectiveness of range use planning in maintaining riparian and wildlife habitat using a field based assessment of ecological health in several areas to determine gaps and areas that could be better managed by the Forest Practices Code. It includes range, stream, lake and wetland assessment cards recorded in the field; cut block assessments; charts; photos; maps; correspondence; and copies of related range use plans.

Other reports relate to: water quality objectives; protection of domestic water under the Forest Practice Code; marbled murrelet habitat management; Kemess south mine powerline right of way; Caribou; non-timber forest products; road access management; forest health and wildfires; post fire hazard assessment; forest stewardship plans; and protecting karst in coastal BC.

Files may include copies of drafts of final reports as well as records used in the creation of reports. Record types include reports and studies, statistics, correspondence, reference material, photos, maps, meeting minutes and field notes.

The files are arranged numerically by case tracking number. These records are covered by ORCS number 97350-20 in the Forest Practices Board schedule (number 131791).

This series consists of various timber tenure records from the Prince George Forest Region, which managed several Forest Districts. Records created in the Prince George Forest Region may relate to the following Forest Districts: Fort St. James, Vanderhoof, Mackenzie, Robson Valley, Fort St. John, Dawson Creek, Prince George and Peace.

The records were created from 1970-1996. Types of forest tenure records in this series include: regional manager timber pricing appeal files, timber sale licences, timber sale harvesting licences, cutting permits, woodlot licences, cash sale timber licences, and forest licences. These tenures were created under the Forest Act between the BC Forest Service and various companies or individuals.

Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of forest tenures, as well as operations information. Operations information includes business and planning records regarding the establishment and operations of mills and other forestry related projects. They provide additional context of how and why licences were applied for and approved, as well as relevant administrative history of the companies such as name changes, changes in ownership and financial information.

Records include legal documents, clearance records, stumpage rate calculations, correspondence, maps, development plans, procedures, contracts, logging plans, forest management plans, appraisals and photos. Pricing appeal files relate to appeals and protests registered concerning timber prices (stumpage rates) set by the Province of British Columbia, and resolved by decision of Regional Manager.

This series consists of silviculture records from the Prince George Forest District, 1994-2004. The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

Silviculture obligation or prescription exemption case files allow for exceptions under section 129.11 of the Forest Act. Silviculture prescriptions document planned silviculture activities prior to logging begins. Activities can include seed collecting, site preparation, artificial and natural regeneration, brushing, spacing and stand tending in order to establish a new free growing crop of trees of a commercially valuable species. Silviculture prescriptions were introduced in the 1980s and exemptions were formally implemented in 1993.
