This series consists of the records of the Commission on Coal, 1921. The records include transcripts of proceedings of hearings, exhibits, Mining engineer, R.G.E. Leckie's report and accountant P.A. Foster's report. Also included is the commissioner's report in which he recommended that the short ton be used in government compilations and all sales, dealers be licensed and required to submit monthly returns, that coal stocks be accumulated during summer months, grading standards be adopted, combines be dissolved, and an effort be made to reduce freight rates on both land and water.

The Commissioner was appointed by Order in Council 1586/73 to Inquire into (1) the affairs of the Corporation of Surrey involving land transactions and re-zoning applications, and any involvement therein of members of Council, officials or employees since January 1, 1971, (2) whether information gathered in the pursuit of official business was disclosed for private advantage, and (3) any matter affecting the good government of Surrey that may come to the attention of the Inquiry.

A card index (BOXES 1-4), and guides and synopses (BOX 5) were compiled by the staff of the Commission. The card index provides subject and name access to the exhibits and testimony in the transcripts of evidence. References will be to exhibit number or volume(s) and page number(s) in the transcripts. For references to pages of testimony by individuals, see the indexes in boxes 1-4.

Special note should be taken of the series of files "Interrogatories", which were written questions submitted to B.C. Rail. The questions are compiled in item 3, BOX 5. Answers to questions are filed in BOXES 15 - 21. Several questions did not receive written answers This finding aid gives a listing of the subject matter of those submissions received from B.C. Rail.

Union of British Columbia Indian Chiefs

Commission on School District Administrative Costs (1983)

This Commission was established by Education Minister, the Hon. William Vander Zalm in 1983 to examine school district operations, including administrative costs. Mark William Sager (Chairman) and Allan G. Stables were appointed as commissioners. Hearings were held in several BC communities but hearings were suspended when the provincial election was called. This collection includes the Interim Report of the Commission, the submissions, and the administrative files.

This Commission (also known as the Sager Commission) was established by Education Minister William Vander Zalm to examine school district operations, including administrative costs. Mark William Sager (Chairman) and Allan G. Stables were appointed as Commissioners. Hearings were held in Cranbrook, Castlegar, Kamloops, Kelowna, and Prince George. The hearings scheduled for Dawson Creek, North Vancouver, New Westminster, Surrey, Terrace, Campbell River, Nanaimo, Victoria, Chilliwack and Vancouver were suspended when a provincial election was called. The Interim Report of the Commission on School District Administrative Costs summarizes the mandate, commitment, findings and recommendations of Messrs. Sager and Stables; it is found in Box 1.

Inquiry into scaling at Shoal Island log sort as requested by The Honourable T.M. Waterland, Minister of Forests on behalf of the Lieutenant Governor-in-Council

The consists of a photocopy of a report to the Hon. T. M. Waterland, Minister of Forests, from Donald T. Grant, R.P.F., Regional Manager, Vancouver Forest District, regarding charges by forest companies of inaccuracies in log scaling at the Shoal Island Dry Land Sort facility, near Crofton. The report contains a chronological history of the inquiry, a full discussion of the conflict, supporting statistician reports, final submissions, and conclusions and recommendations.

Parties involved included Dougan Logging; G.W. Cox and Sons Logging; John Reid and Associates; Kyoquot Logging; Traer and Mahood Contractors; White and Davidson Logging.

This series consists of files kept by R. Ross Napier in his capacity as Supervisor of Assessors and Government Agencies, including agency folders with inspections and reports on personnel. In the addition, the series contains files on special projects: Merville fire relief, Lang Bay, Britannia Beach flood relief, investigations of Liquor Board, and refugees of the 1923 Yokohama earthquake. The series also includes a body of files created in 1909 by the Grading Commissioners appointed pursuant to the Civil Service Act to adjust salary levels and classification of servants.
