Sisters of St. Ann, St. Joseph's Province fonds

This fonds consists of records created by The Sisters of St. Ann over the approximately 160 years that they have operated in the West.

St. Joseph’s Province, as an organizational structure, was formed in 1891 and incorporated by the Province of British Columbia in 1892. Prior to that, the governing body of the Sisters of St. Ann in the west was primarily the Vicariate, and the Vicariate’s records and functions were absorbed by the Provincial Administration within St. Joseph’s Province. The Province encompassed all the western provinces and the two territories of Canada as well as Alaska and Washington State. The Administration was composed of the Provincial Superior or Leader, her secretary and Councilors, the Provincial Bursar or Treasurer, the Provincial Archivist, and at one time, the Prefect of Studies, Prefect of Music, Mistress of Novices, and Directress of Juniorate. In 2004 co-leadership roles were established, with two Sisters as co-leaders in 2004 and a triumvirate created in 2017. In 2019, St. Joseph’s Province was suspended and a new Local Community was founded.

As it was an intermediate form of government, the Provincial Administration raised issues with the General Administration on behalf of the local houses, but was free to act on its own within the constraints of the Constitution and Rules of the Sisters of Saint Anne, particularly with regard to dispensations, permissions, finances, and establishment or closing of ministries. The Provincial Administration of St. Joseph's Province has always been maintained in Victoria, B.C., as a separate juridical entity and until 1974, was housed at St. Ann's Academy in Victoria. After the closure of the school and the sale of the buildings, the administration was moved to Begbie House at 1550 Begbie Street, Victoria, B.C.

Recording activities, transactions, and persons has always been a policy with the Sisters of St. Ann and these are found in ledgers, registers, and forms throughout the fonds, particularly in the context of schools. There are files of correspondence relating to certain subjects or activities, reports and copies of reports made to counterparts in the General Administration and vice versa, minutes of meetings, chronicles (house journals), journals of official visitations, school records, records of Sisters' studies, and a great deal of miscellaneous reference, "orphaned", or ephemeral material.

Hollywood Hospital fonds

There are two series of files: MS-3092 consists of 510 case files for patients treated with hallucinogenic drugs at Hollywood Hospital, with opening file dates from 1957 to 1968. As some patients returned for later treatments some of the material may date from the early 1970's. These files were kept in a separate series from Hollywood's other patient case files.

Most of the files contain correspondence and an autobiography recording answers to questions about early childhood, family relations, sexual history, mental health issues and problems with addictions. A standard file would also include a Minnesota Personality Profile, an analysis by a psychiatrist, a medical report on overall health, and a detailed log of the drugs that were administered and the patient's behavior while undergoing the hallucinogenic experience. Patients were also encouraged to prepare a report on their experience after the session, and to evaluate its benefit.

The case files are arranged in ascending order by patient case file number. Box 1 of MS-3092 contains index cards, filed alphabetically by patient name. Based on this index, more than 800 patients were treated with hallucinogenic drugs at the Hollywood Hospital, but only two thirds of the files have been located and transferred.

MS-3093 contains alphabetically-arranged index cards (Boxes 121 and 122) and selected patient case files for Hollywood Hospital patients who were NOT treated with hallucinogens (10 boxes). The majority of the patients were treated for alcoholism. MS-3093 patient files were created between 1944 and 1975.

The files consist mainly of Patient Identification Sheets, Physician's Orders and Progress Notes, Clothing and Article Lists, Laboratory Reports, History and Physical Examinations, Admission-Separation Records, and Consent for Treatment forms. Approximately 8% of the original 15,000 files were selectively retained, based on their year of file closure.

Hollywood Hospital (New Westminster, B.C.)

This series consists of files of the Hospital Consultation and Inspection Division of the BC Hospital Insurance Service. Records have been divided into a subseries relating to individual public and private hospitals, and a subseries of various subject files.

In 1948 an "Act to provide for the Establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. Accordingly, the B.C. Hospital Insurance Service was established as a third branch of the Department of Health and Welfare to administer the premium payment plan. The plan provided hospital care benefits for acute illness at the standard ward level to residents of the province. At that time the Inspector of Hospitals was transferred from the Department of the Provincial Secretary to the Hospital Services Division of the new BCHIS. The name of the Division was changed in 1951 to the Hospital Consultation and Inspection Division. The division had both a Vancouver and a Victoria office. These appear to be records of the Victoria office.

The files relating to individual hospitals contain inspection reports, notes regarding communications with hospital personnel, correspondence with hospital managers or representatives, and internal memoranda regarding the hospital. They sometimes also include floor plans of the facilities and other types of reports. The subject files include a wide variety of materials, including correspondence.

Provincial Secretary correspondence

The series consists of correspondence, 1913-1916, that was originally a part of the Provincial Secretary's Central Registry. The records include grant applications from charitable organizations (e.g. Salvation Army Rescue and Maternity Home, Vancouver); petitions from various citizens groups and trades organizations (e.g. re: Pacific Great Eastern railway, prohibition, and Weekly Half Holiday Act); plus files on diverse topics such as the Belgian Relief Fund (which was administered by the Provincial Secretary), the Progress Club of Vancouver, the provincial coat-of-arms, prohibition, half-day closing, the Provincial Archives and W.W. Walkem's "Stories of Early British Columbia".

Returned Soldier's Aid Commission records

The series consists of records created by the Provincial Secretary between 1916 and 1920, in his capacity as chairman of the British Columbia Returned Soldiers' Aid Commission. Appointed by Order-in-Council on 29 Nov 1915, the Commission was established to help with the resettlement of soldiers, sailors, and airmen who had served in the First World War.

The records include daily orders issued by Col. J.S. Harvey, Commander of Unit "J", Military Hospitals, No. XI District Depot Casualty Company and Hospital Section (Victoria, B.C. and Hastings Park, Vancouver, B.C.). The series also includes lists of B.C. men who served in the armed forces of Canada and Great Britain during the First World War. The lists are arranged by servicemen's former civilian occupation.

Correspondence and reports from Department of Provincial Secretary

This series contains miscellaneous correspondence and reports. These records were originally a part of the Provincial Secretary's central registry but, for reasons unknown, became separated from the department's main files. A wide variety of subjects are addressed in these records.

Many of the records in this unit concern investigations carried out under the authority of the Departmental Inquiries Act and the Public Inquiries Act. Many relate to conditions in public institutions and activities of government employees. Many inquiries relate to hospitals and schools in the province, including Vernon Mental Hospital, Tranquille Sanatorium, the Canadian National Institute for the Blind and Provincial Mental Hospital at Essondale. Other inquiries and Commissions include bribery of the Liquor Control Board, the Beban Mine disaster, Royal Commission on Dominion Provincial Relations, Inquiry into the death of John Meredith Sweeney and the state and management of the Quartermaster Stores of the Provincial Police Force.

The records also relate to child welfare programs, including the general management of the Provincial Industrial School for Boys and to the Girls' Industrial School, ca. 1930-1945. Additional documents in this collection relate to subjects such as squatters' claims at the Granville Townsite [Vancouver (1887)], to the Fraser River Flood Relief programme (1894), applications for seed, the Victoria Consolidated Hydraulic Mining Co., government perquisites, legislation, estates, and to proposed sites for the University of British Columbia (1910). "Anti-Oriental" petitions and voting returns of the 1924 beer-by-the-glass plebiscite also included.

Gold Quartz Hospital Records

The series reflects the administrative and general medical activities of the Gold Quartz Hospital. The materials are arranged into categories that reflect the nature of the records, with each group being arranged chronologically. All items in their respective folders remain in original order. These records consist of numerous surgery and x-ray ledgers, hospital admission records, and other general administrative records.

Allan Robertson interview

Hospital Insurance Service research files

These are files of the Research Division of the British Columbia Hospital Insurance Service. In 1948 an "Act to provide for the Establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. Accordingly, the B.C. Hospital Insurance Service was established as a third branch of the Department of Health and Welfare and tasked with administering the premium payment plan which provided hospital care benefits for acute illness at the standard ward level to residents of the province. The role of the B.C.H.I.S. quickly grew to include hospital financing, inspection, and advisory services related to hospital construction. The name of the branch changed from British Columbia Hospital Insurance Service to Hospital Programs in 1975, as part of a reorganization within the Ministry of Health. In the early years the B.C.H.I.S. was also responsible for the administration of the Welfare Institutions Licensing Act (transferred to the Dept. of Social Welfare in 1950) and the Provincial Infirmaries (transferred to the Health Branch in 1964). The Research Division was created in the second year of operation of the B.C.H.I.S. In the annual report of BCHIS for 1950 the responsibilities of the Research Division are listed as "this branch of the Service supplied all statistics necessary to the Service, which included compilation of progress and annual reports, surveys, and other information". In the 1951 annual report this description is broadened slightly, "maintained monthly progress reports, compiled statistics concerning hospitalization experience, and conducted special studies on matters related to the Service". There are two series of files, one series containing correspondence with individual hospitals and one series containing subject files. The first series in this unit, the bulk of these files, relate to individual hospitals and contain correspondence of the division with the hospitals, news releases of the ministry relating to the hospital, reports of the division relating to the individual hospitals and other research material relating to individual hospitals. The bulk of this series is from 1953-1965, with some material as late as 1975. The second series of files are subject files of the Research Division on such topics as rehabilitation, mental health, indian affairs, morbidity, social welfare, and pediatrics. The fonds consists of diaries, correspondence and miscellaneous papers. Fonds includes photographs of Garibaldi Park and of the Bell Family, as well as copies of prints from the National Archives of Canada and approximately 37 published maps. The fonds also includes files on hospital accreditation created by F.C. Bell between 1955 and 1959.

Canon Alan Green discusses his personal background, including his birth in Orillia; Ontario; his father, who was the vicar at the parish there; and his siblings. He describes coming to BC in 1911 at the request of Christ Church Cathedral to work with John Antle as a student missionary on a steamship up to Van Anda. He gives his first impressions of BC; how he eased into boating; and details about the Van Anda Hospital. He then tells anecdotes about "gettin' in" with people at the logging camps and settlers on the coast. He outlines what he offered as a representative of the Anglican church, and how he would adapt his approach based on what worked in a specific community. Finally; he discusses John Antle's character.

This series consists of executive records of the Provincial Secretary, covering a wide variety of topics. The Provincial Secretary's department was responsible for a broad range of legislation and activities - including the civil service, provincial elections and (until 1946) health and welfare services. These records comprise part of the former Provincial Secretary's Central Registry. This registry consisted of general correspondence, policy directives, branch reports, inter-departmental memoranda, circulars, grant applications, and a host of miscellaneous documents.

The finding aid consists of two parts. Part I is a box/file list showing the original order and arrangement of the records. The records fall into six categories or subseries:

A. General correspondence: correspondence inward (with replies), reports, circulars, etc.
B. Appointments: correspondence, commissions, oaths of allegiance of coroners, magistrates, and other appointed officials.
C. Resident Physicians: correspondence re: grants paid to physicians in isolated communities
D. Grants: correspondence and reports pertaining to grants paid to various community groups and charitable organizations, service clubs, etc.
E. Workmen's Compensation Board: circulars, etc.
F. Contemporary card indexes: alphabetical subject index cards. Part II: Subject Index

Part II of this finding aid consists of a subject index compiled by the Provincial Archives of BC. The index indicates the main topics or subject areas - e.g. Provincial Infirmary, Elections, Industrial Schools, etc. which are documented in GR-0496. The index does not claim to be comprehensive or exhaustive, but it should help researchers to locate documents which concern particular institutions or activities.

Records of the Hospital Insurance Inquiry Board

In 1948 the Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals (1948, c. 28, s.1.) was passed, and the British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. In 1951 the Hospital Insurance Inquiry Board was appointed. (See the Report of the Hospital Insurance Inquiry Board, 1952. NW 368.42 B862r)

Eight Members of the Legislative Assembly were appointed to the Board: Donald C. Brown, Walter Hendricks, Arvid W. Lundell, Daniel J. Proudfoot, Robert C. Steele, Herbert J. Welch, Harold E. Winch and Sydney J. Smith (Chair).

These records include submissions to the board from hospitals, individuals and organizations; transcripts of public hearings held by the Board; information gathered by the Board relating to other hospital insurance plans (particularly the Province of Saskatchewan plan); and files generated by the board relating to the BCHIS and its procedures. This collection also includes oversize charts.

P.L. James architectural records

Specifications and correspondence concerning residential and commercial structures designed by James; Loring P. Rixford's 1913 specifications for the proposed East Wing of the Provincial Royal Jubilee Hospital; specifications, plans, notebooks, committee meetings, etc. concerning the East Wing of the Provincial Royal Jubilee Hospital designed by James and constructed during the 1920s. Percy Leonard James, AIBC, AIC, FRAIC, RAIC, was born in England where he began his architectural career and specialized in the design of hospitals and infirmaries. In 1908, James moved to Victoria and practiced until the outbreak of hostilities in August, 1914 when he returned to England to join the Army. Upon completion of his military service overseas, James returned to Victoria and resumed his architectural practice which he continued until his retirement in 1954. James died on January 3rd, 1970, at the age of 91, in Victoria. The architectural papers of James span the years 1913-1940 and have been arranged in four series: I Residential Arranged alphabetically by the name of the architect's client, this group of papers consists of specifications and correspondence concerning residential structures, alterations and additions designed by James. II Commercial Arranged alphabetically by the name of the structure, or the name of the company concerned, this group consists of specifications, correspondence, etc. regarding commercial structures designed by James. III Provincial Royal Jubilee Hospital: Loring P. Rixford's specifications Loring P. Rixford's 1913 specifications for the proposed new East Wing of the hospital. IV Provincial Royal Jubilee Hospital: Percy Leonard James This group of papers consists of specifications, plans, notebooks, committee minutes, etc. concerning the East Wing of the hospital designed by James and constructed during the 1920's. Original photographs have been removed from the collection and transferred to Visual Records and accessioned as 198109-003. Some sketches and plans have been removed and replaced by photocopies.
