News item. A relatively small crowd of protesters on the Legislature grounds. Placards read: "Out to fight controls." There are several speakers. John Fryer, BCGEU provincial secretary, says: "While it means that wage controls have got to go, it also means that we have got to do something when they are gone." He goes on: "What we have got to do is sit down with the government, and the trade union movement is going to have to have its rightful voice in our society. And when the trade union movement sits down with the government, we can show them how to build a better Canada."

News item. The GAIN welfare program does not give people who are handicapped and/or chronically unemployed enough money to live on their own, even if they could or wanted to do this. Demonstration at the Legislature has the support of MLAs Rosemary Brown (NDP) and Dr. Scott Wallace (Conservative).

News item. ICBC protest rally outside B.C. Legislature. Speaker Jack Heinrich condemns Socred government's action of raising insurance rates by 130-200 percent, when the Socreds themselves had criticized the NDP for raising the rates by 19 perecent. Slogans include: "Free enterprise is very expensive"; "Stick it in your ear McGeer"; and "The new ICBC blues -- Record by Cameron Molloy on sale here!"

News item. A mock funeral procession is held at the Legislature to mark the "death" of the B.C. Land Commission. Before the "funeral", an unidentified woman says that farm land will now be put into the "political arena", both at the provincial and the regional level. After the "last rites", there is archival footage of another demonstration at the Legislature against Bill 42, and of W.A.C. Bennett speaking to demonstrators from the Legislature steps.

News item. More scenes of the mock funeral for the B.C. Land Commission, as a full eulogy is given by a "Minister of God." There are more picket signs which, in this instance, indicate solid support for the Social Credit government's move.

News item. Premier Bennett with the press. He says: "Running for the Legislature isn't coming down and passing laws to restrict every other group in our society". On restraint: "The MLAs in our party, and we as a government, are prepared to do more than talk about it. -- we are prepared to exhibit leadership . . . in both private and public sectors." NDP MLAs comment: "Promise of vague things to come . . . There is the theme of restraint running through it . . . ." Socreds using the financial situation as "justification" to erode the opposition. Promise of increased assistance for people between ages of 55 and 59 under the Guaranteed Annual Income for Need Act. King on need: "It's the kind of mentality that has politicians playing God in terms of determining whether or not people are in need." Conservative MLA, Scott Wallace, is fairly positive, but says: "It doesn't have any specific advisers". The whole speech, he says, is concerned with the financial difficulties and "the restraint that must be exercised." He doubts the wisdom of "taking the tax off property for people over 65, regardless of their income."

News item. Unidentified woman says she would support a strike against ICBC rates, and suggests that people not pay them. Good close-up shots of some protesters at Legislature. Sound is poor.

News footage. Miscellaneous footage of Premier W.R. Bennett. On an open-line talk show at the CJVI radio studio, he discusses a study of the proposed fixed link to Vancouver Island. At a press conference, he compares federal subsidies to east and west coast provinces. At the Legislative Buildings, he welcomes Washington Governor Dixy Lee Ray, discusses the sale of gas to the U.S.A., takes part in "The Big Run for Little Brothers", etc.

News item. 1. Mass rally at legislature brings out less than 500 people (due to rain). Speakers include: Minister of Labour (Don Munro?); unidentified NDP MLA; Labour leaders; and other concerned citizens. (00:02:52) 2. Health commission's staff to be absorbed into Health Department. Appointments to be rescinded. Commission's programs to be taken over by that Ministry. (00:01:29)

News item. Demonstration on Legislature grounds. Protestors wear signs reading: "Vander Zalm punishes the handicapped with unfair criteria." Human Resources Minister Bill Vander Zalm intends to give the handicapped more help with priorities like "shelter", but many other needs are not discussed.

News item. Women's rally at the Legislature. Placards read: "Sexism is a social disease" and "Sexism affects the mind." Bob McClelland, Minister of Health, is interviewed. He has been presented with a brief which outlines health concerns of women. Unidentified women speakers talk about health rights of women (poor sound) and the need for more day care centres.
