Executive records

The series consists of the executive records of the Ministry of Women’s Equality, and the preceding ministry, the Minister of Government Management Services and Minister Responsible for Women’s Programs (as it relates to women’s issues). Executive records are the administrative and operational records of the offices of minister, deputy ministers, and assistant deputy ministers.

In 1991, the Ministry of Women’s Programs and Government Services was disestablished, and two ministries were established: The Ministry of Women’s Equality and the Ministry of Government Services. At this time, the duties, responsibilities, and functions of the Minister of Women’s Programs and Government Services and Minister Responsible for Families with respect to women’s programs, including the Task Force on Family Violence, the Advisory Council on Services for Women, and the employment equity program were transferred to the Ministry of Women’s Equality (OIC 1377).

The records document a broad range of activities and interests of the ministries involved, as they relate to women. Some of the subjects covered here include: child care and the Community Care Facility Act; domestic violence and transitional housing; equal pay and employment equity; and Aboriginal women.

The records are comprised of meeting minutes and agendas, memoranda, briefing notes and estimates, and discussion papers. The records also consist of those relating to committees and task forces on which executive members served or were involved with in some capacity, including the Inter-Ministry Committee on Public Awareness on Violence Against Women, Task Force on Child Care, Advisory Council on Community Based Programs, and the Executive Committee. There is also substantial correspondence from private citizens, organizations, and businesses to members of the executive of the Ministry, as well as the Premier, Members of the Legislative Assembly, and correspondence addressed to other ministries which has been forwarded to the Ministry of Women’s Equality. Additionally, there are day planners of Deputy Ministers, Sheila Wynn and Isabel Kelly, and Penny Priddy’s schedules and itineraries, during the time that she served as Minister of Women’s Equality in 1991-1996.

The fonds consists of minute books for 1955-1958 and 1971-1976; a log book recording the Superintendent's activities from 1946 to 1958; scrapbooks created between 1954 and 1957; a roll of honour list of life members of the Provincial Board of Women's Institutes of B.C, 1966; a ledger of life members from 1946-1960 and an essay on the Crippled Children's Hospital in Vancouver.

Provincial Secretary correspondence

The series consists of correspondence, 1913-1916, that was originally a part of the Provincial Secretary's Central Registry. The records include grant applications from charitable organizations (e.g. Salvation Army Rescue and Maternity Home, Vancouver); petitions from various citizens groups and trades organizations (e.g. re: Pacific Great Eastern railway, prohibition, and Weekly Half Holiday Act); plus files on diverse topics such as the Belgian Relief Fund (which was administered by the Provincial Secretary), the Progress Club of Vancouver, the provincial coat-of-arms, prohibition, half-day closing, the Provincial Archives and W.W. Walkem's "Stories of Early British Columbia".

Records of the Deputy Minister of Women’s Programs and the Executive Director of the Women’s Secretariat

The series consists of memos, correspondence, reports, briefing notes, and conference proceedings created between 1982 and 1989. Although the records were held in the custody of the Assistant Deputy Minister of Women’s Programs, they consist of the records of both the Deputy Minister, Isabel Kelly, and the Assistant Deputy Minister, Christine Bullen. Bullen also served as the Executive Director of the Women’s Secretariat (Ministry of Advanced Education and Job Training).

The series documents the relationship between BC ministers responsible for the status of women and their counterparts in other provinces. The series consists of several conference packages from meetings of federal, provincial, and territorial representatives. The conference packages often provide evidence of British Columbia’s stance on federally-discussed matters.

The records provide evidence of government actions surrounding issues deemed to be priorities, and many records include backgrounders and recommendations. The series also documents milestones and accomplishments of the Women’s Secretariat. The series provides evidence of the range of available programs and funding solutions. Many records provide recommendations for action on certain issues, such as childcare, women in the workforce, and spousal abuse. Correspondence documents the support that the Minister Responsible for Women’s Programs provided to other BC government ministries in the form of lunch-and-learns and workshops for provincially-employed women on topics such as “Improving your writing” and “Street-smarting your kids.”

Container 911767-0037 also includes generic provincial government administrative handbooks, directories and guidelines.

Many of the conference proceedings booklets were originally in binders. These have been placed in acid-free folders. Some reports in container 911767-0042 are in French. The records are covered by the Executive Records schedule (schedule 102906.)

Violence against women files

The series consists of reports, correspondence, and memoranda documenting the province’s efforts at combating and eliminating violence against women. The records relate to physical, emotional, mental, and sexual abuse of women at the hands of partners, family members, and individuals sexually exploiting them. The records were created and received by the Women’s, Senior’s and Community Services division of the Ministry of Community Services between 1996 and 2004. It is unclear whether the records were created by the Stopping the Violence branch or whether they were created elsewhere in the division. The series also includes records on transitional housing.

Women’s education issues files

The series consists of reports, correspondence, and memoranda relating to training programs and the education of women and girls in British Columbia. The series consists of records relating to women’s participation in non-traditional trades, as well as gender-inclusive recruitment and training programs designed to overcome the traditional pattern of gender segregation in the workplace. The records were created and used by the Women’s, Seniors’ and Community Services division of the Ministry of Community Services between 2001 and 2003. It is unclear whether the records were created by a branch of the Division, such as the Women’s and Seniors’ Policy branch, or whether the records were created elsewhere within the division.

Women’s employment and economic issues files

The series consists of financial planning guides, correspondence and memos, reports, and articles relating to the employment and economic issues faced by British Columbian women. The records were created or received by the Women’s, Seniors’, and Community Services division of the Ministry of Community Services between 1995 and 2004. It is unclear whether a branch of the division, such as the Women’s and Seniors’ Policy branch, created the records or whether they were created elsewhere in the division. As of October 2016, the relevant ORCS listed the Women’s and Senior’s Policy branch as the Office of Primary Responsibility. Subjects of the records include the effect of a mandatory retirement age on older women, the struggle for pay equity and attempts to close the economic gap between men and women, employment opportunities for women, income assistance, and shortages of skilled labour.

Women’s health and reproductive issues files

The series consists of reports, correspondence and memoranda dealing with the research, cure, and prevention of women’s diseases and conditions, including issues related to reproductive health. The records were created and received by the Women’s, Seniors’ and Community Services division of the Ministry of Community Service between 2001 and 2003. It is unclear whether all the records were created by the Women’s and Seniors’ Policy branch of the division, or whether they were created by other offices within the division. The series includes a draft framework for action regarding fetal alcohol spectrum disorder as well as records relating to a variety of reproduction issues.
