This deal gave Seattle more power but also caused Skagit Valley land to be flooded on the Canadian side. Dr.Thomas Perry, Coordinator of the ROSS (Run Out the Skagit Spoilers) committee, debates with Ray Williston the legality and benefits of that deal. Webster has the following three guests from Taking Responsible Action for Children and Youth (TRACY) who talk about the organization and the problems facing today's youth. They are Dr. Sydney Segal, UBC Pediatrics Professor, and Mae Gross, past president of TRACY, and Jan Bulman, Executive Director of TRACY.
