[Premier Bennett re: throne speech]

News item. Premier Bennett talks with press regarding the throne speech. Highlights: (1) No discrimination will be shown towards sellers of Autoplan insurance. Rates will be based on drivers' records. (2) The federal government has been asked by the Socreds to protect the rights of BC, both inside and outside its borders, under the terms of the constitution. (3) The new Social Credit government will make all the decisions that relate to the development of "acceptable" energy resources in BC. Premier Bennett refers to solar energy as one of the "exotic powers", and then says that "We don't have the technology in BC . . . to develop them."

News item. Premier Bennett with the press. He says: "Running for the Legislature isn't coming down and passing laws to restrict every other group in our society". On restraint: "The MLAs in our party, and we as a government, are prepared to do more than talk about it. -- we are prepared to exhibit leadership . . . in both private and public sectors." NDP MLAs comment: "Promise of vague things to come . . . There is the theme of restraint running through it . . . ." Socreds using the financial situation as "justification" to erode the opposition. Promise of increased assistance for people between ages of 55 and 59 under the Guaranteed Annual Income for Need Act. King on need: "It's the kind of mentality that has politicians playing God in terms of determining whether or not people are in need." Conservative MLA, Scott Wallace, is fairly positive, but says: "It doesn't have any specific advisers". The whole speech, he says, is concerned with the financial difficulties and "the restraint that must be exercised." He doubts the wisdom of "taking the tax off property for people over 65, regardless of their income."

News item. Premier Bennett is interviewed on the Inner Harbour causeway. He says that the Transport and Communications Minister is continually reviewing ferry rate structures. Rates will not go down, even in the tourist season. One of BC's main problems, he says, is the high cost of services, even in the forest industry where "we have lost our competitive edge." The Washington State Ferries, according to Mr. Bennett, do not have BC's high labour costs.

News item. At a Christmas press conference, Premier Bill Bennett says,"This season is marked by the fact that today, I haven't heard a single thing that any of us has said wrong, so far." He comments on the reaction to ICBC rate increases, and then goes on to talk about Dave Barrett. "I personally think that the NDP have a strong leader. In fact, he is the party. I think he is the strongest person to be Leader of the Opposition. . . . Dave Barrett has a lot to contribute to the house, and I think he is effective. News item. Premier Bill Bennett and Pat McGeer at press conference on Safe Driving Program. Bennett says government had to come up with a new program to encourage safer driving among males under 25. ICBC says the program will cost $12 million, but Bennett says cost will be worth it in terms of saving lives. McGeer says Group 4 (males under 25) will be charged very high premiums.

News item. At a press conference, Premier Bennett to discusses the future of the Cancel Pulp and Paper Mill near Prince Rupert. It seems that Socred government will continue to own and operate this mill under the same arrangement set out by the NDP.

[Bennett anti-inflation]

News item. Pricing decisions for public operations and services need to be re-examined by an independent body or agency to ensure that price increases are carefully reviewed before implementation. Compensation for employees in the public sector: (1) Wages (like prices) need to be re-examined; (2) There should be better and more equitable pay levels; (3) Bargaining decisions must be compatible with those in the private sector; (4) Aim for a long-range goal where there would be a fairer bargaining system for public service. Premier Bennett says that there is no intention to "downgrade public services or to cut wages." On the review of the wage structure, he states that there must be "responsible retraint" regarding wages in the public sector.

[Price freeze extended]

News item. At a press conference, Premier Bill Bennett talks about the price freeze extension (February 16) and other BC government anti-inflation measures. Bennett outlines the areas where the price freeze will have the most effect, and explains necessity for federal government to reduce tax on provincial resource exports. He talks about the anti-inflation board and the need for both governments to co-operate on an inflation control agreement.

[Dease Lake extension -- Bennett]

News item. Premier Bill Bennett and Industry Minister Don Phillips talk to the press about the plans for the BC Railway's Dease Lake extension, which have bogged down. The federal government was to have helped out financially in 1973 and 1975, but inflationary problems resulted in a federal spending cap being put on the entire project. This line's cost was more than the provincial government could handle, so monetary negotiations were suspended until a later date. The government describes this as a "pause", but NDP MLA Gary Lauk says this is "a euphemism for abandonment of construction of the Dease Lake extension." Lauk says that the economic development and jobs from the northeastern B.C. coal fields will never occur.
