RECORDED: [location unknown], 1964-09-08 SUMMARY: TRACK 1: Mr. Boyd Campbell Affleck came to the Kootenay/Arrow Lakes region in 1907 from Ontario. He took up a surveying job near Nakusp. He discusses settlers and speculators. He describes Fruitva;le in 1907; the development; the early settlers. Then he discusses irrigation and then more on Fruitvale; the impact of WWI on the region; fruit grown; a picnic in the 1930s; settlers; clearing land; and the Fruitvale town site. Mr. Affleck settled near Fruitvale in 1918; lost his hand and was forced back into survey work. He surveyed the town of Salmo. He offers an anecdote about the red light ladies of Erie and then offers more about Fruitvale; the impact of the Trail smelter; and recalls the forest fire of 1939. TRACK 2: Mr. Affleck continues with more on the forest fire. Then he dis;cusses the Trail smelter; effects on fruit farms; Columbia Gardens and survey work at Nelson. He offers more on Fruitvale and Nelson in 1907; transportation; the rivalry between the CPR and GN boats.; He tells a story of how Kaslo tried to steal the Nelson Board of Trade in the 1890s. He discusses the Fruitvale power system in the 1920s; Nelson City Light. He describes the rivalry between West Kootenay Power and Light, and Nelson City Light.

The series consists of four distinct parts.

The first part is records of the Consolidated Mining and Smelting Company of Canada Limited, dating from 1884 to 1967. Textual records (in boxes 1 to 12) include but are not limited to correspondence, journals, ledgers, indentures, lab reports, records on union-management relations, wage scale information, account books, and general business records. Eleven scrapbooks are contained in boxes 13 to 23; these include newspaper clippings, ca. 1909-1967, and include two on the Doukhobors.

The second part of the series (boxes 24 and 25) consists of correspondence and other business records of Samuel Stewart Fowler, a key figure in the mining industry in the Kootenays in the early 20th century, and at the Bluebell mine in particular, where he worked before it became the property of the Consolidated Mining and Smelting Company. The records date from 1908-1941 and consist of Fowler's correspondence, inward and outward, with various firms and individuals. Precise reasons for these records forming part of the Cominco fonds are not known. It is conjecture that the records were inherited by the Consolidated Mining and Smelting Company of Canada Ltd. when they acquired the Bluebell mine property.

The third part of the series (boxes 26 - 27), consists of 20 cm of records of the West Kootenay Power and Light Company Ltd., dating from 1906-1947. The records consist of miscellaneous correspondence and business records, and includes papers of predecessor and subsidiary companies, including the Rossland Power and Light Company, the East Kootenay Power Company, and South Kootenay Power Company. These records include correspondence with the company from A.D. Fredericks of Waneta, B.C., who regularly reported on the river, climatic conditions, the water level of local creeks and rivers, and general social conditions in the Waneta area.

The fourth part of the series (boxes 28 - 29) consists of 20 cm of correspondence and other records of the Canadian North-eastern Railway Company, including some records created under the company’s original name, the Portland Canal Short Line Railway Company. The records consist of correspondence, and some legal agreements and survey plans, arranged chronologically from 1909 to 1930.

This series contains correspondence and memoranda of the Chief Commissioner of Lands and Works with the Assistant Commissioner of Lands and Works, Nelson, regarding land disputes. File 1 contains correspondence relating to the disputed pre-emption claim of E.P. Dunn at Slocan City, 1895-1897. File 2 deals with a three-sided dispute over lands at Bonnington Falls between the City of Nelson; L.A. Campbell's application for a mill site (under the Mineral Act), and the West Kootenay Power and Light Company.

He came to work for the company in 1916 at the age of eighteen. He describes the West Kootenay Power and Light Company from 1898; modern hydro and dam development; Mr. Jerome as an operator for forty-seven years; the past versus the present; the people of the South Slocan region; early roads and transportation; settlement around 1912; the eccentric British immigrants; the South Slocan Chalet; the Doukhobors; mines and the Nelson City Power Plant. This series contains records pertaining to the Southern Okanagan Irrigation Project at Oliver, B.C. Types of records include a bound report which includes contract specifications, a project summary, tenders, memoranda of agreement, cost data, minutes of meeting of the West Kootenay Power a-ad Light Co., rate schedules, correspondence, energy consumption tables, plans and photographs. The original report was prepared in 1923 with various records added periodically until 1940.

This series contains tuilities regulation files and staff reports of the Public Utilities Commission (1929-1972) pertaining to the regulation of private and municipal gas, water, and electric utilities pursuant to the Public Utilities Act. Includes petroleum regulation subject files of the B.C. Energy Commission, Westcoast Transmission Company's rate hearings and pipeline applications (1977-1979), Kitimat pipeline application (1976), records relating to natural gas pipeline applications (1959-1968) and to water power development projects on the Columbia and Peace Rivers (1953-1963), and records of the Puntledge River inquiry (1962).
