The series consists of ledgers of woodsmen’s and mechanic’s liens registered in the Vernon county court between 1890 and 1949. No index is available for the woodsmen’s liens, and only a partial index is available for the mechanics’ liens. Typical entries include information on the name and place of residence of claimants, as well as a description of the material in question, the dates that work took place, the amount claimed, and the name of the individual against whom the claim is lodged.

Mechanics’ liens were issued in accordance with the Mechanics’ Lien Act, 1891 (c. 23 SBC 1891). The act enabled labourers, sub-contractors, and contractors to claim a lien for the value of the work. Woodsmen’s liens were issued in accordance with the “Woodmen’s Lien for Wages Act” (c. 58, SBC 1895).

Medals, Tokens and Numismatic Collection

There are 4 main types of material in the collection: medals and awards of merit, tokens, numismatic paper, and numismatic coins. The category of “medals” also includes occasional items of jewelry, commemorative objects of various types and militaria, while the category of numismatic paper includes banknotes, tickets, ration books, scrip, coupons, passbooks and paper. Tokens were issued by a wide range of businesses including dairies, bakeries, and transportation companies.

Most of the material relates to British Columbia. There are occasional items (particularly paper and coinage) from other countries.

PR-2365 also includes the H.J. Sceats collection of Chinese, Japanese and Korean coinage (a gift to the B.C. Archives in 1937), and a collection of Roman and ancient British coins from an unknown source.

PR-2365 also includes 12.5 cm of associated textual material such as souvenir coin holders, cases, brochures, and letters of donation. These have been labelled with the same item number as the object to which they relate, and may be found in container 001967-0026.
The objects have been arranged by category of material (medals, tokens, numismatic paper and numismatic coins), with a few exceptions. Each object has a unique item number. Note that the item numbers in each container are not necessarily inclusive.

All items were re-housed and described as part of a volunteer project which concluded in 2017.

Media Production Centre films and videos

The series consists of release prints, printing elements, film out-takes and videos created between 1973 and 1989 by the Media Production Centre of the Ministry of Agriculture and Fisheries and its predecessor agencies. The Media Production Centre was situated in Kelowna, B.C. Many of the films were produced by third party production companies.
Accession F1981:14 includes 19 reels of miscellaneous film footage, stock shots and out-takes, on colour reversal magnetic stripe stock, except for the last roll, which is black and white.
Accession F1981:15 includes printing elements for 33 completed films. Most film printing elements consist of an A roll, produced by splicing original reversal film, and an optical sound track. A few others are more complex with A & B rolls (also spliced original reversal), sometimes C rolls and both optical track and magnetic master mix. 31 of the 33 films were produced by the Media Production Centre and present various aspects of agriculture in British Columbia and were made for educational purposes and to promote B.C. agriculture. Two other films were produced by the Department of Health on the subjects of nutrition and on radiation protection services.
Accession 95-1658 (2021:01) includes seven reels of colour reversal film, 14 release prints (9 of which are the release print of the films represented in the earlier accession of printing elements), 25 videocassettes and 1 colour slideshow with accompanying cassette tape.

The series consists of case files created by the Mediation Services Branch of the Dept. of Labour between 1972 and 1973 and its predecessor agency, the British Columbia Mediation Commission, between 1968 and 1972. The files document individual disputes between employees and employers and include the following types of records: applications for a mediation officer, notice of appointment of mediation officer, officer's notes, correspondence, settlement details, labour agreements, Mediation Commission orders and other reference material.

The files are arranged in numerical order by year with some gaps. Mediation Commission files are numbered from consecutively 1/68 to 970/72. A new sequence of files was started in November 1972 with the Mediation Services Branch and range from 1/72 to 254/73.

Medical Services Commission minutes and records of decision

This series consists of minutes, records of decision and other records of the Medical Services Commission (MSC). Most records relate to determining what medical services and procedures are covered under the Medical Services Plan (MSP), their availability, what cost will be covered and how they will be billed. Medical services also include those of dentists, podiatrists, orthodontists, optometrists, chiropractors, massage therapists, physiotherapists, naturopaths, etc. MSC activities also include changing guidelines or appointing hearing panels, committees and subcommittees to support MSC actions and ensure compliance.

This series is arranged in three subseries: records of decision, minutes and other records.

Records of decision date from 1994-2008. These files include agendas, records of decision, correspondence, background information related to issues presented in the meetings for consideration or decision, and other informational items presented to the Commission. Records relate to issues included in the Commission’s meetings.

Minutes date from 1965-1975 and 1991-2009. They document the decisions of the commission which provide the basis for Medical Services Plan policy. Most files are arranged by minute numbers comprised of the year the decision is made and then the next consecutive number. Some minutes may be missing or in the incorrect order. Minutes from the 1960s and 1970s are arranged by date. They are more detailed, and may include transcriptions of proceedings and other documents such as correspondence. Minutes are arranged by year in the file list, however this order may differ from the file order in the boxes.

Other records include copies of legislation from other provinces and BC, including draft of the first legislation and regulation used in implementing MSP.

Records are covered under Medical Services Plan ORCS (schedule 142798) numbers 40050-40 and 40050-50.

Medical Services Plan (MSP) clinical practice guidelines and protocols support files

The series consists of records relating to support provided by Medical Services Plan (MSP) for the initiation, approval, and development of clinical practice guidelines and protocols for physicians in BC between 1993-2010. Guidelines and protocols are developed by physician working committees under the umbrella of the Guidelines and Protocols Advisory Committee (GPAC), co-chaired by MSP and the BC Medical Association (BCMA), which meets approximately six times per calendar year. GPAC is responsible for documenting the discussion of topics that may become the subject of a future guideline or protocol. If GPAC determines that a guideline or protocol is required, responsibility for developing the guideline or protocol relating to the topic is assigned to a working committee. MSP supports the development of protocols and guidelines by providing information, analysis and review services to physician working committees; secretariat services to the working committees; and by retaining documentation relating to the development of protocols and guidelines. The records were created under the Medicare Protection Act (RSBC 1996, c. 286).
The records are arranged chronologically by meeting date or by working committee, then by guideline or protocol. They include correspondence, policy files, agendas, critical documents packages containing records of decision, and reports. The records are classified under the following Medical Services Plan ORCS guidelines and protocols - initiation and approval (40220-00, 40220-02, 40220-31) and guidelines and protocols - development classifications (40240-00, 40240-02, 40240-21). The MSP ORCS (schedule 142798) was published in 2014.

Medical Services Plan strategic program and initiative records

This series consists of Medical Services Plan strategic program and initiative records and other health committee files created by various divisions of the Ministry of Health and Ministry of Health Services from 1995-2011. Many records may have been created or used by the Medical Services Commission.

Records relate to medical and health care issues, studies or strategies initiated by or affecting the Medical Services Plan (MSP) with respect to the provision of physicians’ and health care practitioners’ services. This includes the development, planning, implementation, and management or maintenance of strategic programs and initiatives to support and enable the provision of health services to all residents of the province. Strategic programs and initiatives include primary health care initiatives, rural health initiatives, physician workforce planning or physician human resource management, physician utilization, chronic disease management, acute care programs, and continuing care programs.

Records include briefing notes, correspondence, committee minutes, contracts, budgets, reports, presentations, financial records and statistics. The series may also include related committee files and executive records.

This series is divided into the following subseries based on the program or group that created the records:

  1. Medical On-Call Availability Program (MOCAP), 2000-2009.
    MOCAP was created to provide unassigned or orphaned patients access to physicians and specialists for on-call emergency medical services. Records also include several other programs for doctor coverage and payment to improve medical care across the province by the Medical Services Plan (MSP). These records are related to physician resource planning or physician human resource management.

  2. Rural health records, 1995-2006.
    These records include those of the Joint Standing Committee on Rural Issues (JSCRI) and other committees related to healthcare in rural areas. The JSCRI was responsible for implementation of the subsidiary agreement for physicians in rural practice to enhance availability of stability of physician services in rural areas by addressing relevant unique and difficult circumstances. This subseries also includes committee files for the Mental Health Evaluation and Community Consultant Unit and Medical Services Commission Group Management.

  3. Blood and Laboratory Services, 2003-2009.
    Files address several issues related to blood and laboratory services, including BC Lab transformation, lab services reform, a telepathology project and studies of lab benchmarks.

  4. Chronic Disease Management and Primary Health Care Renewal, 2003-2011
    These records were primarily used by the Chronic Disease Management and Primary Health Care Renewal unit and its successor Primary Health Care. Most files are of committees related to General Practice doctors and managing chronic diseases, such as diabetes.

  5. Other files regarding a variety of topics, 2001-2009.
    These records include a variety of programs, services and committees, most related to health sector workforce and negotiating compensation for healthcare services. Some committees include Fee-for-Service-Transfers Review Team, Physician Strategic Services Advisory Committee, Emergency Medicine Committee, Electronic Medical Records Working Group, and Physician Information Technology Office Steering Committee. Prominent subjects include emergency room services and training, and electronic medical records. Records include committee files, Implementation reports, two Alternative payments agreement accountability records case files, and Subsidiary agreement dispute resolution.

Mental Health Branch executive records

The series consists of central office files of the Directors of Mental Health Services and the Deputy Ministers of the Mental Health Branch created between 1936 and 1972.

This is a set of central office files of the Directors of Mental Health Services (MHS) and the Deputy Ministers of the Mental Health Branch. Before 1959 the Director of Mental Health Services (under a variety of titles), reported to the Deputy Provincial Secretary. Between 1959 and 1968 the positions of Director and Deputy Minister were held by the same person. In 1968 the positions were separated, with Dr. H.W. Bridge as the Director of Mental Health Services, located in Vancouver, and Dr. Tucker as the Deputy Minister, located in Victoria. In September 1971 the position of Director of Mental Health Services was terminated. The statutory obligations of the Director were assumed by the Deputy Minister.

Between 1872 and 1959 MHS was part of the Department of the Provincial Secretary. In 1959 MHS joined the [Public] Health Branch and the Hospital Insurance Service in the new Department of Health Services and Hospital Insurance.

The records include a few files of Dr. Arthur L. Crease, who retired as Director of Mental Hygiene and Psychiatry in 1950 after 16 years at the helm of the Mental Health Services. The bulk of the files were created during the tenures of Dr. A.M. Gee (Director, 1951 58) and Dr. A.E. Davidson (Director and Deputy Minister, 1958 67). Dr. Fred G. "Tommy" Tucker was the Deputy Minister between 1967 and 1975.

Also included are files of the Deputy Director (Dr. Tucker), the Nursing consultant to the Branch (Miss Lonergan), and the Coordinator of Adult Psychiatric Services (Dr. H.W. Bridge).

The time period which these records represent includes many major developments in terms of treatment, insulin shock therapy (1937), electric shock therapy (1942), lobotomy (1945), penicillin and many other drugs. It also includes many new developments in care delivery, new Homes for the Aged in the 1940s and the Crease Clinic of Psychological Medicine in 1949, and the development of community mental health care centres in the 1960s.

The series also includes records relating to branch staff conferences (1960-1968), meetings and records of the core committee for the planning of mental health facilities (1964-1965). The series consists of the administrative files of the Director of Mental Health Services. The bulk of the records are general correspondence, monthly reports (i.e. statistical summaries) and project files relating to the administration of the province's mental health care facilities.

Most of the files consist of Dr. Crease's general administrative files, however, many of the files predate Dr. Crease's administration (1926-1950) and some extend as far back as 1907. General correspondence is filed chronologically, while project files are maintained by subject. Included in the subject files is a series of correspondence from the C.C.F. leader Ernest Winch (MLA for Burnaby) who took a special interest in the provision of Mental Health Services.

Also included in this series are "monthly reports" - statistical summaries - pertaining to the operations of provincial mental health facilities and three architectural drawings (re-accessioned as M889129).

Mental Health Services patient case files

The series consists of patient case files for persons admitted to any of the facilities of the Mental Health Services between 1872 and 1987, including Essondale (later Riverview), Valleyview, Dellview, Skeenaview, Crease Clinic and Colquitz Provincial Mental Hospital for the Criminally Insane (Victoria).

The earliest files are slim, usually including only the doctor's certificates of commitment. The early files include persons who were admitted to the lunatic asylum as soon as it opened in Victoria, having previously been confined in the gaol.

A patient case file may include: a photograph or multiple photographs of the patient; certificate of examination of a patient's clothing and person on admission; admission details including diagnosis; medical reports and certificates; application for an order for admission of a patient or of a "lunatic" wandering at large; laboratory report; sleep and weight chart; clinical chart including observation of patient; clinical record; permission for therapy and treatment; correspondence; ward notes; records of family history, personal history, present illness, mental status and physical examination; visitor register; propensity slip; admission information to the Inspector of Municipalities; doctor's reports; statements and letters written by the patient; list of personal property; psychopathic history record (form filled in by next of kin); special discharge on probation; neuropsychiatric cases on release from hospital; Department of Soldiers' Civil Re-establishment medical history of an invalid form; Department of Soldiers' Civil Re-establishment medical report for engagement on re-treatment; certificate of registration of death; report of death to Provincial Secretary; notice of registration of death; autopsy; news clippings about the patient and a published obituary.

Mental hospital records

The series consists of records created by the Provincial Mental Health Services between 1872 and 1962 and includes
admission registers (1872-1902 and 1913-1960), case histories (1887-1908), patients registers (alphabetical lists of patients) (1900-1913 and 1922-1946), probation records (1911-1939), a patient transfer book (1918-1962) and a book of medical certificates of death (1911-1915).

The series also includes the journal of W. Mackie (February 8 - March 2, 1935), who accompanied 65 Chinese patients who were deported to China in 1935. The journal lists the names of the patients and gives information about their voyage. The annual report of the mental hospital for 1935 (Sessional Papers 1936) mentions that 65 Chinese patients were repatriated that year.

The registers contain useful information, including age, sex, marital status, paying or free, date of admission, religion, country of birth, present residence, duration of mental malady, diagnosis, supposed cause, number of attacks, occupation, degree of education and bodily state on admission. The admission registers are an index to the patient files because the register number assigned at admission was used as the patient file number.
