The series consists primarily of the ministry’s “legal opinions register/binders” for multiple years. These include memoranda and correspondence written by the Attorney General, Legal Services Branch, which give that branch’s confidential legal opinions.

The records were arranged by their creator chronologically by year and month. Each file contains an index at the front of the file, where opinions are indexed by a file number, date, writer of the opinion, and subject.

The series also consists of case files created for specific legal issues and questions.

The records were classified as 350-02 and 350-20 in the BC Government’s Administrative Classification Schedule.

Community housing initiatives development case files

The series consists of records which document the provincial government’s activities to support social housing initiatives in localities throughout B.C.

The records relate to the evaluation and processing of applications or proposals received from non-profit sponsors and community housing centres who are requesting funds through grants to develop housing. Community housing initiatives development case files include the proposal or request for a new initiative, and the development, evaluation and on-going administration of new and existing initiatives.

Accession 90-1882 consists of files concerning housing for seniors; in particular, this includes seniors housing projects undertaken by sponsoring societies together with private lenders. The subject matter includes government approvals of the housing projects, and government funding for land acquisition, design, and construction.

Record types include but are not limited to: correspondence, building plans, subdivision plans, financial statements for societies, applications for grants for housing projects, black and white photographs, and news clippings.

The records document the development, implementation, evaluation and on-going administration of subsidized housing programs operated by government and government partnerships, community housing initiatives and tenant support services.

The records were created over a long span of time from 1946 to 2003, and include files created and received by the Office of the Provincial Secretary and Deputy Provincial Secretary, in a time period when the function of supporting sponsors of existing and proposed elderly citizen’s housing fell under the jurisdiction of that government department.

Other departments or ministries responsible included the Ministry of Municipal Affairs and Housing and the Ministry of Lands, Parks and Housing.

Building inventory files

The series consists of operational records documenting the British Columbia Buildings Corporation‘s portfolio management activities. Files include architectural drawings, correspondence, photographs, move forms, site plans, accommodation proposals, and requests for appropriation for a variety of properties managed by the BCBC. The majority of files were compiled between the early 1980s and the mid 2000s for properties province-wide, and provide physical information about buildings. Types of properties covered by the records include highway sheds, medical buildings, office spaces, and residences for government employees.

The files are arranged within each accession by building (“B”), land (“N”), or complex number (“X”). The numbers are generally arranged in ascending numerical and alphabetical order, although records in accession 95-4260 were received out of order. In many cases, different files pertaining to the same property were transferred in different accessions. Many files contain material that predates the official file open date, including copies of land titles and photographs. Oversized architectural drawings are arranged by project number.

Files contain interfiled architectural drawings and photographs, although photographs in accession 93-7948 were maintained separately in envelopes based on building number. When the accessioned was transferred to the Archives, a number of images were loose in the box. These photographs have been placed into files based on building number.

Photograph albums of Forests site construction projects (in containers 969981-0003 and 969981-0004) were originally created by the Ministry of Forests. However, these albums were later transferred to Accommodation and Real Estate Services and and managed as building inventory files.

Records relating to the 1988 Royal Commission on Education

The series consists of press releases, memos, correspondence, agendas, committee meeting minutes, speeches, cabinet submission records, draft reports, and implementation plans that were created by the Ministry of Education’s Policy and Planning Branch. The records were created during the review and consultation phase that followed the acceptance of the 1988 Royal Commission on Education’s report. The series also consists of the records of the Provincial Education Policy Advisory Committee and the Policy Advisory Council and provides evidence of their role in the acceptance and implementation of Sullivan’s recommendations. The series includes the texts of speeches by Deputy Minister A. L. ‘Sandy’ Peel and Education Minister Anthony Brummet. These speeches present Sullivan’s recommendations to stakeholders across the province.

The series provides evidence of the Ministry of Education’s response to the Sullivan Commission, and shows the consultation process that happened once the Commission had completed its work. The series also includes draft budgets and timetables for the implementation of Sullivan’s recommendations, and documents potential changes to the School Act and the Independent School Act.

The records are loosely arranged by issue or topic. In many cases, related records such as agendas, enclosures, and memos created at the same meeting were filed separately. As these records are arranged chronologically, linkages are readily apparent.

The fonds consists of the records of the Watt family from ca. 1910 to 2009 and documents the family activities in Ontario, British Columbia and England. There are seven series in the fonds as follows:

George and Mary Watt files: These files consist of records created by George and Mary Watt while living in Wellington, Ontario and West Vancouver, British Columbia. They include family correspondence (including some audio letters), family photographs, pocket and travel diaries, Christmas card lists, scrapbooks and clippings from ca. 1910 to 2004.

Alison Logan files: These files consist of records created by Alison Logan (later Watt) during her childhood and young adulthood in London, England and her first years in Vancouver, BC. They include diaries, correspondence with friends and family (including an audio letter), school and university papers and certificates, programs, cards, photographs and travel diaries from 1952 to 1973.

Robert Watt files: These files consist of records created by Robert Watt during his childhood in Ontario and West Vancouver and young adulthood in West Vancouver and Ottawa. They include a baby book, notes and clippings, school and university papers and certificates, correspondence with family and friends, cards, photographs and diaries from 1945 to 1973.

Robert and Alison Watt files: These files consist of records created by Robert and Alison Watt during their married life in Vancouver, BC and Ottawa, Ontario. They include diaries, correspondence with family and friends, household papers and correspondence, wedding and travel files, cards, financial files, employment files, photographs, family heraldry information and files and West Vancouver High School reunion files. These files span the years 1971 to 2009. They also include family history files created by Robert during the research and writing of family history.

General heraldry files: These files consist of records created by Robert Watt during his life in Vancouver to manage Vancouver based heraldry projects and Heraldry Society of Canada activities. They include correspondence, publications, bibliographies, subject files, project files, certificates, photographs, video and audio recordings, artwork and convention files from 1971 to 1993.

Canadian Heraldic Authority files: These files consist of records created by Robert Watt in his capacity as Chief Herald of Canada from 1988 to 2007, based in Ottawa, Ontario. The files include correspondence, subject files, coats of arms and letters patent for individuals and institutions, travel and conference files, appointment books, photographs, video and audio recordings, framed certificates and other framed works from 1986 to 2008.

Ray Goodwin fonds

The fonds consists of 128 photographs created by Ray Starr Goodwin. The photographs include pictures of Ray Goodwin and other members of the Goodwin and Green families of Kaslo, B.C. between ca. 1900 and 1920. There are images of Kaslo, of family members at home, at their summer camp at Beauty Beach on Kootenay Lake, camping at Greer's Beach (Kitsilano) and in Stanley Park, Vancouver.

There are also photographs of Kootenay Lake and other natural features around the Kootenay Lake and Kaslo area such as the Kokanee Glacier as well as photographs of steamboats, the Kaslo and Slocan Railway and various mines.

Goodwin, Ray Starr

John Mar fonds

The fonds consists of records created by John Mar that document both his professional and private life. Mar's professional work is documented in his research notes and other public records of his work on the Canadian Alouette Satellite program. Of particular value is a laboratory notebook Mar kept, with photographs documenting his research on the Allouette Satellite Program. There are also two 16 mm films and one video cassette concerning the creation and launch of Canadian satellites and three video cassettes relating to his time working on the Norman Wells pipeline.

Mar's private life is represented by a significant genealogy of the Mar family reaching back centuries. There is also a small volume of personal correspondence with immediate family members and other records.

The series consists of reports acquired by the Deputy Minister of the British Columbia Department of Agriculture between 1927 and 1972. There are both published and draft reports which cover all aspects of agricultural issues including dairy farming, soil erosion, land reclamation, fruit farming, marketing, exports and irrigation. Many of the reports are illustrated with photographs, maps, graphs and other technical material.

The reports were written by the Provincial Department of Agriculture and other Provincial Departments such as Lands, Forests and the Water Rights Branch. Some of the reports are from the Federal Department of Agriculture or other agents. The reports are arranged numerically by numbers applied by the Deputy Minister's office although the attached numbers have come off some of the reports and there are gaps in the series.

The majority of the files consist of legal opinions, reports, background research, notes, draft documents, copies of existing legislation and regulations from BC and other jurisdictions, committee minutes, briefing notes to ministers and ministry staff, and cabinet submissions. The legal opinions provide advice for administering current legislation and creating new legislation. The research files include photocopies of records dating back to 1873.

The 19 CD-ROMS and DVD contain copies of research notes, most of which has been printed and placed in the files.

The records are arranged numerically by file number.

The series consists of the executive records of the Ministry of Women’s Equality, and the preceding ministry, the Minister of Government Management Services and Minister Responsible for Women’s Programs (as it relates to women’s issues). Executive records are the administrative and operational records of the offices of minister, deputy ministers, and assistant deputy ministers.

In 1991, the Ministry of Women’s Programs and Government Services was disestablished, and two ministries were established: The Ministry of Women’s Equality and the Ministry of Government Services. At this time, the duties, responsibilities, and functions of the Minister of Women’s Programs and Government Services and Minister Responsible for Families with respect to women’s programs, including the Task Force on Family Violence, the Advisory Council on Services for Women, and the employment equity program were transferred to the Ministry of Women’s Equality (OIC 1377).

The records document a broad range of activities and interests of the ministries involved, as they relate to women. Some of the subjects covered here include: child care and the Community Care Facility Act; domestic violence and transitional housing; equal pay and employment equity; and Aboriginal women.

The records are comprised of meeting minutes and agendas, memoranda, briefing notes and estimates, and discussion papers. The records also consist of those relating to committees and task forces on which executive members served or were involved with in some capacity, including the Inter-Ministry Committee on Public Awareness on Violence Against Women, Task Force on Child Care, Advisory Council on Community Based Programs, and the Executive Committee. There is also substantial correspondence from private citizens, organizations, and businesses to members of the executive of the Ministry, as well as the Premier, Members of the Legislative Assembly, and correspondence addressed to other ministries which has been forwarded to the Ministry of Women’s Equality. Additionally, there are day planners of Deputy Ministers, Sheila Wynn and Isabel Kelly, and Penny Priddy’s schedules and itineraries, during the time that she served as Minister of Women’s Equality in 1991-1996.
