Born in Cheshire, England on the 17th of December 1850, John Dean came to Victoria in April 1884 after spending several years in the United States. Shortly after settling in Victoria, Dean secured a contract from Andrew Onderdonk of the Canadian Pacific Railway for the construction of nine water tanks between Emory and Yale. After completing a successful period as a contractor in Victoria, Dean spent a brief period prospecting in the interior. Upon his return to Victoria, Dean became involved in real estate. In 1897, John Dean moved to Rossland where he opened a real estate and mining brokerage office. Interested in civic politics, Dean became involved actively in 1900 when he ran successfully for the position of alderman on the Rossland council; three years later, he was elected Mayor. In 1905, Dean left Rossland, travelled to his native England and returned the following year to open a real estate and insurance office in Victoria. Dean retired from business in 1912 and devoted the remainder of his life to civic affairs and world travel. On the 28th of March 1943, in his 93rd year, John Dean died.

The fonds consists of consists of correspondence and papers relating to mining and real estate in Rossland and real estate in Victoria. Included also, as Dean acted as an arbitrator, are papers dealing with land expropriation by the British Columbia Electric Railway (BCER) for its Saanich Suburban Inter-urban Railway and papers concerning the Victoria (B.C.) Shipowners Limited dispute. The fonds also contains Dean's personal diaries, his diary as Mayor of Rossland for 1903, two account books, a copy of a Victoria city census ca. 1900-1901, certificates appointing John Dean Justice of the Peace for various counties, photographs and nine maps.

The series consists of correspondence and papers relating to mining and real estate in Rossland and real estate in Victoria. Included also, as Dean acted as an arbitrator, are papers dealing with land expropriation by the British Columbia Electric Railway (BCER) for its Saanich Suburban Interurban Railway and papers concerning the Victoria (B.C.) Shipowners Limited dispute. The collection also contains Dean's personal diaries, his diary as Mayor of Rossland for 1903, two account books, a copy of a Victoria city census ca. 1900-1901 and cartographic material. Unless otherwise noted, the correspondence, papers, etc. are arranged in chronological order.

Certificates appointing John Dean Justice of the Peace for Kootenay County, (9th Feb. 1898), and Justice of the Peace for the counties of Victoria, Nanaimo, Vancouver, Westminster, Yale, Cariboo and Kootenay (23rd May 1899). Also includes one oversized certificate appointing Dean a Public Notary (17th Mar 1896) and some miscellaneous documents.
Folder 2 of miscellaneous documents found in MS-0280 in 2013. One oversized certificate accessioned in 1982; custodial history unknown.
