In 2001 the Ministry of Skills Development and Labour was renamed from the Ministry of Labour (OIC 565/2001). In 2005 it was again renamed as the Ministry of Labour and Citizen's Services (OIC 450/2005).

The Ministry of Labour was established in 1996 with functions from the disestablished Ministry of Skills, Training and Labour (OIC 204/1996). In 2001 it was renamed the Ministry of Skills Development and Labour (OIC 565/2001).

Biographical history

The Ministry of Skills, Training and Labour was established in 1993 (OIC 1217/1993). It received functions from the disestablished Ministry of Advanced Education, Training and Technology, and the Ministry of Labour and Consumer Service, as well as Employment Initiative Programs and employment and training programs for income assistance recipients from the Ministry of Social Services. The ministry was disestablished in 1996 and replaced by the Ministry of Labour. Functions related to post-secondary education and training were transferred to the newly established Ministry of Education, Skills and Training (OIC 204/1996).

In 1986, the Ministry of Labour was renamed the Ministry of Labour and Consumer Services (OIC 1903/86) when the functions relating to consumer affairs were transferred from the disestablished Ministry of Consumer and Corporate Affairs. At the same time, functions relating to industrial safety were transferred from the Ministry of Labour to the renamed Ministry of Municipal Affairs (OIC 1904/86) and programs relating to labour market, assisted job access, and job training were transferred to the renamed Ministry of Continuing Education and Job Training (OIC 1897/86). Women’s and youth programs were transferred to the Ministry of Provincial Secretary and Government Services (OIC 1906/86).

The Ministry of Labour and Consumer Services was responsible for labour relations (Employment Standards Branch), consumer and tenancy relations (Cemeteries Branch, Consumer Credit and Debtor Assistance Branch, Investigation Branch, Motor Dealer Licensing Branch, Residential Tenancy Branch, and Trade Liaison Branch), and the Liquor Control and Licensing Branch. The Ministry of Labour and Consumer Services was disestablished in 1993. Functions related to labour were transferred to the new Ministry of Skills, Training and Labour (OIC 1217/93); functions relating to consumer services were transferred to the Ministry of Housing, Recreations and Consumer Services (OIC 1216/93).

Scope and content

The series consists of labour relations investigation case files created between 1990-2001 by the Ministry of Skills Development and Labour and its predecessors : Ministry of Labour (1996-2001), Ministry of Skills, Training, and Labour (1993-1996), and the Ministry of Labour and Consumer Services (1986-1993) in British Columbia. These records document the involvement of government Industrial Relations Officers who, prior to 2002 and in accordance with the Labour Relation Code (RSBC 1996, c. 244), investigated labour relations complaints brought to the Labour Relations Board. The series consists of files documenting investigations of alleged labour violations between individuals, unions, and employers. Some of the files contain completed ballots and the results of union votes on matters under review for labour relations violations. Due to legislative changes, this function is no longer performed by the government Industrial Relations Officers.

The records include copies of referrals from the Labour Relations Board, investigation notes, investigation reports, completed ballots, and correspondence. The series is arranged by employer name. This series is classified under 72100-50 of the Employment Standards ORCS (schedule 112971).
