John Melville joined the British Columbia Dept. of Labour in 1958 in the apprenticeship branch based in Vancouver. He became the Director of Apprenticeship and Industrial training by 1965 and from 1967 to 1972 he was the Assistant Deputy Minister for the Dept. of Labour. Between 1973 and 1978 he was the Director of Manpower, Training and Development.
