Biographical history
The Ministry of Aboriginal Affairs was established in 1991 as the successor to the Ministry of Native Affairs (OIC 1370/91). The purpose of the Ministry of Aboriginal Affairs was to:
(a) develop policy related to various native issues,
(b) coordinate inter-ministry work on program issues related to native affairs,
(c) establish and maintain liaison with Indian groups, local communities and the federal government respecting native affairs,
(d) administer the First Citizen's Fund Special Account.
In 1999, the Minister was charged with the administration of the Nisga'a Final Agreement Act. In the same year, the Minister was also charged with oversight responsibilities for the Insurance Corporation of British Columbia.
In 2001, the core functions of the Ministry of Aboriginal Affairs were transferred to the newly-created Ministry of Community, Aboriginal and Women's Services. Treaty negotiation functions were transferred to the Ministry of Attorney General (OIC 565/2001).

Scope and content
The series consists of administrative records created by the Treaty Negotiation Division of the Ministry of Aboriginal Affairs between 1993 and 1997. The records are comprised primarily of committee files and strategic planning files.
The committee records consist of records created by the Ministry Partnership Committee, the Select Standing Committee on Aboriginal Affairs, the Executive Policy Committee, and the Steering Committee for strategic planning. These records are comprised primarily of meeting minutes and interoffice communication and memoranda, and cover the objectives and responsibilities of the committees.
The strategic planning records consist of generic strategic planning documentation that is not specific to the Ministry of Aboriginal Affairs, such as concepts and approaches common to strategic planning. The records also consist of specific planning documentation aimed at addressing policy and strategic issues related to pre-treaty initiatives and the treaty negotiation process, in response to the newly operational British Columbia Treaty Commission (1993).
The strategic planning records consist of interoffice correspondence and memoranda, policy drafts (many of which contain annotations and comments from staff throughout the development of policies), conference materials, and records relating to a workshop titled “Ministry of Aboriginal Affairs : Workshop on strategic directions : Developing an integrated perspective on provincial strategy respecting interim measures, interim protection measures, and treating negotiation process and policy,” as well as staff response to this workshop in the form of polls and surveys.
