Scope and content

The commissioner of this inquiry was Benjamin C. Bracewell, Deputy Minister and Inspector of Municipalities. This inquiry was convened under section 510 of the Municipal Act to determine if the municipal government of the city of Port Alberni was conducting business in accordance with accepted principles of good municipal government. The records consist of transcripts of evidence presented at the hearings. In the transcript (pp. 224-225), the commissioner noted that the conduct of the affairs of the city disclosed "an utter lack of appreciation on the part of appointed and elected officials of the implications present when sound principles and statutory requirements are not followed".
