Biographical history
The Environmental Appeal Board was created as an independent agency in 1981 under the Environmental Management Act. The Board is a quasi-judicial regulatory agency which hears appeals related to several environmental statutes. It replaced the Pesticide Control Appeal Board, Pollution Control Board, and appeals made to cabinet under the Water Act and Wildlife Act.
The Board hears appeals from administrative decisions under several different environmental statutes which have changed over time. As of 2020, this included the: Environmental Management Act; Greenhouse Gas Industrial Reporting and Control Act; Greenhouse Gas Reduction Act; Integrated Pest Management Act; Mines Act; Water Sustainability Act; Water Users’ Community Act; and Wildlife Act.

This series consists of records related to the public hearing held by the Environmental Appeal Board into the effects of the Quinsam Coal Mine on the environment. The hearing was conducted pursuant to the Environmental Management Act (SBC 1981 c. 14).
The records consists of correspondence, reports, maps, publications, legal documents, procedures, newspaper clippings, terms of reference, information on intervenors, intervenor briefs and schedules.
The records were used by the board in its decision on approving permits for the construction and operation of the coal mine.
