Biographical history

The Hospital Insurance Inquiry Board was established in 1951 by the Hospital Insurance Act Inquiry Act (SBC 1951, c. 36). An eight-member board was appointed to investigate every phase of the British Columbia Hospital Insurance Service, a branch of the Department of Health and Welfare. The service was established in 1949 as a result of the enactment of the Hospital Insurance Act (SBC 1948, c. 28). It had been in operation for less than three years at the time of the inquiry but had experienced difficulties due to its size and scope. There was no established precedent for a hospital insurance scheme on such a large scale. The inquiry proved equally cumbersome as the board and consultants traveled the province to obtain submissions and hold public hearings within the one-year time frame. The report submitted to the Legislature in 1952 contained recommendations, which resulted in amendments to the Hospital Insurance Act.

In 1948 the Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals (1948, c. 28, s.1.) was passed, and the British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. In 1951 the Hospital Insurance Inquiry Board was appointed. (See the Report of the Hospital Insurance Inquiry Board, 1952. NW 368.42 B862r)

Eight Members of the Legislative Assembly were appointed to the Board: Donald C. Brown, Walter Hendricks, Arvid W. Lundell, Daniel J. Proudfoot, Robert C. Steele, Herbert J. Welch, Harold E. Winch and Sydney J. Smith (Chair).

These records include submissions to the board from hospitals, individuals and organizations; transcripts of public hearings held by the Board; information gathered by the Board relating to other hospital insurance plans (particularly the Province of Saskatchewan plan); and files generated by the board relating to the BCHIS and its procedures. This collection also includes oversize charts.
