Biographical history

The Ministry of Environment, Lands and Parks was renamed the Ministry of Sustainable Resource Management in 2001 (OIC 565/2001). Many functions of the old Ministry of Environment, Lands and Parks were also transferred to the newly established Ministry of Water, Land and Air Protection.

One of the main roles of the Ministry of Sustainable Resource Management was to be a central agency for land use planning. It was created from the planning branches of several groups, including all the functions of the recently disestablished Land Use Coordination Office (LUCO). Additional functions included survey, mapping, resource inventories, Crown land policies, water rights and licensing, the Land Reserve Commission, the British Columbia Assets and Land Corporation, the Archaeology Branch, among others.

The ministry was disestablished in 2005 (OIC 450/2005). Most of its functions related to land were transferred to the Ministry of Agriculture and Lands. Other functions were likely transferred to the new Ministry of Environment (renamed from the Ministry of Water, Land and Air Protection).

Scope and content

The series contains records originating from the office of Joan Hesketh, Deputy Minister and Executive Director of the Environmental Assessment Office, Ministry of Sustainable Resource Management. Many of the records appear to have been accumulated for reference purposes with only a portion of the records actually being created by Ms. Hesketh.
Within the series are the Deputy Minister’s calendar and house books, as well as a day book in which the DM files their correspondence relating to new appointments and general issues. The series also contains the day books of the Minister of Sustainable Resource Management, Hon. George Abbott, the Minister of Water, Land and Air Protection, Hon. Bill Barisoff, and the Minister of State for Resort Development, Hon. Sandy Santori. It appears that these day books were kept by the Environmental Assessment Office as the correspondence and reports within them relate to various projects that were being assessed by the EAO. This includes projects like the Jumbo Glacier Resort near Invermere, B.C.
Other records found in this series are minutes, draft reports, workshop documents and guides from the Environmental Assessment Advisory Committee, federal agreements, as well as general briefing notes on projects requiring the approval of the Environmental Assessment Office.
