Biographical history

Appointed February 20, 1924; report dated April 22, 1924. Commissioner: Mr. Justice W. A. Galliher, of the Court of Appeal. Appointed to investigate charges that the Pacific Great Eastern Railway Company had made payments to the Conservative and Liberal party and that there had been gross waste of public money in the building of the railway. The commissioner found no evidence of corruption.

Scope and content

The commissioner, Justice of the County Court William A. Galliher, was appointed on 20 February 1924 in response to a resolution and subsequent petition to the Lieutenant Governor by delegates at a convention of the Provincial Party. The petitioners sought an investigation of sixteen charges that financial gifts were given to members of the government and opposition on behalf of the Pacific Great Eastern railway and further that there was a gross waste of public funds in the construction of two hundred thirteen miles of the railway. The records consist of letter patent appointing the commissioner, Provincial Secretary's correspondence file Pi 9/24 (which contains the petition requesting the inquiry), transcripts of evidence presented at proceedings and the commissioner's original signed report. Also included are several Provincial Secretary files, 1914, relating to the following railways: Canadian Northern, Canadian Northern Pacific, Kettle Valley, Pacific Great Eastern, and Dolly Varden.
