This series contains the records of The Education of Soldiers' Dependent Children Commission. This Commission was established in March 1930 by the Education of Soldiers' Dependents Act, SBC 1930, c. 15. It was intended to provide financial assistance to veterans' children who wished to attend high school and operated until 1972.
GR-1730 consists of applications for assistance received between 1936 and 1939.
The records are organized under two categories:
- applicants who were eligible for assistance, and
- applicants who were found to be ineligible for assistance.
Applications in each category are arranged according to the meeting at which they were considered and are filed alphabetically. The application forms include the following information:
- applicant's name, address, date and place of birth
- name and place of birth of applicants' parents
- regimental number, unit, place and date of enlistment of applicant's father or mother
- extent of father's or mother's disability; amount of any pension allowance received by applicant's parent(s)
- total monthly income of applicant's family, and number of people dependent upon that income
- applicant's education standing, intended high school and course of study.
The applications also include supporting documents on applicants' character, financial need, and health. During the years covered by this collection the commission was chaired by Dr. S.J. Willis (Deputy Minister and Superintendent of Education). Lieut.Col. W.S. Buell of Vancouver represented the Army & Navy Veterans, and Mr. J.A. Perry of Vancouver represented the Amputations Association. The secretary of the commission was Miss G.M.J. Davies of the Department of Education.

General note
The Education of Soldiers' Dependent Children Commission was established in March 1930 by the Education of Soldiers' Dependent Children Act [20 Geo.5, c.15]. The act, which was one of the government's depression era reform programs, was intended to provide financial assistance to veterans' children who wished to attend high school.
The act established an administrative commission, consisting of a chairman and two appointed members. The Deputy Minister of Education was to serve as chairman. Of the appointed members, one represented the British Columbia Command of the Canadian Legion of the British Empire Service League; the other represented the British Columbia Command of the Army & Navy Veterans in Canada. The commission was later enlarged to accommodate a representative of the British Columbia branch of the War Amputations Association of Canada.
The act provided for grants of up to $250. To qualify, applicants had to meet the following criteria:
- Parents of the applicant had to be in need of financial assistance.
- The parent upon whose military service consideration was claimed had to have been a resident of British Columbia immediately prior to enlistment.
- The student applicant had to be under the age of 16 years upon entering Grade 9.
- The student had to have attained high school entrance standing. Applicants were also required to provide evidence of their date of birth, a testimony of good moral character, and a certificate from a medical doctor, indicating that they were physically fit to undertake their intended course of study.
Initially, only children of veterans of the First World War were eligible to apply to the commission; however, in March 1945 the legislation was amended [9 Geo.6, c.24] to include children of Second World War veterans. The commission, which usually met several times a year to consider applications, operated until 1972. It was discontinued the following year when its enabling statute was repealed [2122 Eliz.2, c.847]
