Justice F.B. Gregory was appointed August 3, 1916 to investigate claims to Crown Grants by settlers who occupied or improved lands located within the Esquimalt and Nanaimo Railway belt prior to December 19, 1883. Also, Gregory was to investigate the status of lands excluded from the grant. GR-0791 contains claims submitted by settlers to the Commission. The commission was also known as the Settlers' Rights Commission.

"A Commission... to enquire into certain claims respecting lands situated within the Esquimalt and Nanaimo railway land belt, and the present status of all lands excepted out of the said belt."

The commission was appointed to inquire into the claims to Crown grants by settlers who, prior to 19 December 1883, occupied or improved lands situated in the Esquimalt and Nanaimo Railway belt. Also, Gregory was to investigate the status of lands excluded from the grant as not passing with the grant to the Dominion Government, or held as school reserves.* GR-0791 contains claims submitted by settlers to the Commission.
