Biographical history

The office of gold commissioner dates back to proclamation by Governor Douglas in 1859. Gold commissioners, appointed to specific jurisdictions, issued mining licenses, registered claims, and settled mining disputes. In the colonial period, apart from matters concerning mining, they acted as agents of authority in a wide range of areas. They collected all forms of revenue, oversaw land pre-emptions, served as electoral officers, and acted as Indian agents. They could make regulations for good governance in mining communities, and established and upheld law and order.

In time the function of gold commissioner became restricted to performing the duties laid out in mining legislation; the office continues into the modern era.
