Appointed by Order in Council no. 446, March 14, 1987. Commissioner: Barry Martin Sullivan, Q.C. ; inquiry comes to be known as the Sullivan Royal Commission.

Scope and content
Series consists of the records of the Royal commission on education (1987-1988). The commission was appointed under the Inquiry Act by Order in Council (OIC) 446/1987 on 14 March 1987 "to inquire into and report on education in the Province from kindergarten through grade 12." Barry Martin Sullivan, Q.C. was appointed sole commissioner. He worked with an administrative staff of 12 and 17 commissioned researchers to gather and analyze information and to produce several published reports. They visited 139 schools, held 66 public meetings, held 54 meetings with teachers, and participated in 23 student assemblies. The commission received almost 2350 written and public hearing/audio submissions. The final report was submitted 15 July 1988. Records include submissions, student interviews, clipping scrapbooks, research papers, and administrative files.
The records were scheduled for selected retention under Commission of Inquiry Records (schedule 112907).
