The University Government Committee was established in August of 1973 as a task force chaired by the then Commissioner of Education, John Bremer. Its terms of reference were to "consider the internal and external forms of university governance, with particular reference to the relationship between the Universities and the Provincial Government, and to make recommendations to the Minister of Education for appropriate changes in the Universities Act." In the course of its deliberations, the Committee held six days of public hearings in Vancouver and Victoria, received over forty briefs and submissions of various kinds, and met as a Committee some twenty-two times. Members of the Committee also met with individuals involved with university government in other provinces during the course of their work.

In late November, 1973, the Committee published a working paper, setting forth some preliminary views in order to stimulate interest and discussion of the problems before the Committee. On the departure of John Bremer in January 1974, Walter Young assumed the chairmanship of the Committee.
