Whalen Pulp and Paper Mills Ltd. was incorporated April 30, 1917, purchasing the assets of the British Columbia Sulphite Fibre Company Ltd. (operating at Woodfibre since 1912), the stock of the Colonial Lumber and Paper Mills Ltd. (Port Alice) and Empire Pulp and Paper Mills Ltd. (Swanson Bay). In 1923 Whalen went into receivership. In 1925 British Columbia Pulp and Paper Company Ltd. was formed, having acquired the assets of Whalen Pulp and Paper Mills Ltd.
